Amends the Job Opportunities for Qualified Applicants Act. Provides that, unless driving is an essential job function or is related to a legitimate business purpose for a position, an employer or employment agency shall not: (1) refuse to hire, segregate, or act with respect to recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure or terms, or privileges or conditions of employment on the basis of an applicant or employee not possessing a driver's license; or (2) include a statement in a posting for a job opening for the position that an applicant must have a valid driver's license. Defines "driver's license". Effective January 1, 2027.

Amends the Illinois Insurance Code. Beginning January 1, 2027, requires each covered entity to pay to the Department of Insurance a behavioral health emergency services covered lives assessment for deposit into the Behavioral Health Emergency Services Assessment Account within the Statewide 9-8-8 Trust Fund. Establishes requirements for the assessment and for payments from a covered entity. Grants the Department of Insurance authority to contract with a third party to obtain covered lives information, administer the assessment, and perform related audit or collection functions. Sets forth provisions concerning liability for when ownership is transferred and periodic adjustment of the assessment. Provides that the provisions concerning the behavioral health emergency services covered lives assessment may be referred to as the Preventing Crisis Cost Shifting to Medicaid Law. Sets forth provisions concerning network adequacy requirements for a health insurance issuer or health maintenance organization relating to behavioral health emergency services. Amends the State Finance Act. Creates the Behavioral Health Emergency Services Assessment Account within the Statewide 9-8-8 Trust Fund to be used solely, consistent with the specified purposes, for behavioral health emergency services and administrative costs related to implementation of the assessment provisions in the Illinois Insurance Code. Prohibits a provider or entity receiving funds attributable to the assessment under the Illinois Insurance Code from billing a covered entity for the specified behavioral health emergency services for a covered life. Requires the Department of Human Services to submit an annual report to the Governor and the General Assembly on the receipts and expenditures of the Behavioral Health Emergency Services Assessment Account. Contains a severability clause. Effective January 1, 2027.

Amends the Public Utilities Act. In provisions concerning expenses that are recoverable by a public utility, provides that the Illinois Commerce Commission shall not consider as an expense of any public utility company, for the purpose of determining any rate or charge, any amount expended for political activity or lobbying, any amount expended for contributions to a trade association or a chamber of commerce, and any amount expended by a public utility for director and officer liability insurance and fiduciary liability insurance. Provides that, in determining whether the purchase of other types of insurance by a public utility is recoverable, the Commission shall determine whether the specific type of insurance is financially beneficial to the public utility's ratepayers or the public utility's shareholders. Provides that, if the Commission determines that the insurance purchased by the public utility is financially beneficial to its shareholders, then the purchase of the insurance shall not be a recoverable expense. Provides that goodwill or institutional advertising shall not be a recoverable expense by a public utility. Provides that the Commission shall deem as a nonrecoverable expense by a public utility (rather than the Commission shall specifically assess the justness and reasonableness of) any amount expended by a public utility to compensate attorneys or technical experts to prepare and litigate a general rate case filing. Provides that the amount that is deposited into the Consumer Intervenor Compensation Fund by a public utility shall not be a recoverable expense by the public utility. Provides that the computation of compensation awarded from the Fund shall take into consideration the market rates paid to persons of comparable training and experience who offer similar services, but may not exceed the comparable market rate for services paid by the public utility as part of its nonrecoverable rate case expense reported to the Commission (rather than as part of its rate case expense). Makes other changes.

Amends the Garden Act. Changes the short title of the Act from the Garden Act to the Vegetable Garden and Backyard Chicken Protection Act. Provides that a person shall have the right to keep backyard chickens on the property where the person resides. Provides that municipalities may establish reasonable regulations governing backyard chickens, including, but not limited to, setbacks, sanitation requirements, enclosure standards, nuisance control requirements, predator-proofing requirements, and limitations on the number of hens that may be kept. Provides that municipalities may require notice to adjacent property owners regarding backyard chickens, if the notice does not require or solicit any form of neighbor consent as defined in this Act. Provides that no municipality may condition the cultivation of vegetable gardens or the keeping of backyard chickens on neighbor consent. Provides that nothing in the Act shall be construed to limit the authority of homeowners' associations, condominium associations, or properties subject to restrictive covenants to regulate or prohibit vegetable gardens or backyard chickens pursuant to the terms of those governing documents. Provides that landlord consent may be required for tenants seeking to keep backyard chickens. Limits the concurrent exercise of home rule powers. Provides for enforcement of the Act's requirements.

Amends the Environmental Protection Act. Provides that, within one year after the effective date of the amendatory Act, the Environmental Protection Agency shall adopt amendments to its procedural rules governing the issuance of public water supply program loans for lead service line replacement. Requires the Agency to revise the loan priority scoring criteria it uses for houses built before 1990 and the loan priority scoring criteria it uses for communities with a high lead service line burden.

Reinserts the provisions of the introduced bill with the following changes. Makes changes to senior management official and executive officer provisions. In provisions concerning the delegation of duties by the board of directors, provides that the board of directors may delegate to the chief management official the hiring of employees other than the chief management official, including, without limitation, vice presidents and other officers (instead of just the hiring of employees other than the chief management official), and fixing their title, grade, and compensation (instead of just their compensation). Removes provisions concerning a credit union's authority to engage in digital asset business activity and perform custodial services. Provides that, when marketing or advertising digital assets, digital asset business activities conducted by covered persons or service providers (instead of digital asset business activities), and related administrative functions to the members of the credit union, the members shall receive the specified information. Makes changes to compliance requirements in provisions concerning the investment of credit union funds in commercial mortgage related securities and collateralized mortgage obligations. Effective immediately.

Creates the Nitrogen Reduction Program Act. Provides that, subject to appropriation, the Department of Agriculture shall, in consultation with the Department of Natural Resources and soil and water conservation districts in the State, develop a nitrogen reduction incentive program by January 1, 2027 for the purpose of addressing water quality issues. Provides that the program will include a per-acre payment rate of not less than $5 per acre. Provides that crop management records collected from farmers shall be considered confidential. Makes findings. Defines terms. Effective immediately.

Creates the Immigration Enforcement Act. Provides that a State entity, local entity, or law enforcement agency may not adopt or maintain a law, ordinance, resolution, rule, regulation, policy, directive, order, practice, or procedure, formal or informal, written or unwritten, that prohibits or materially restricts the State entity, local entity, or law enforcement agency from complying with or assisting in the enforcement of immigration laws. Includes mandatory duties of law enforcement agencies regarding immigration detainers. Requires a county jail, municipal jail, and the Department of Corrections to enter into an agreement with the U.S. Immigration and Customs Enforcement or other federal agency for temporarily housing persons who are the subject of immigration detainers and for the payment of the costs of housing and detaining those persons. Requires implementation of the Act in a manner consistent with federal laws and regulations governing immigration and discrimination, protecting the civil rights of all persons, and respecting the privileges and immunities of United States citizens. Limits home rule powers by providing that regulation of immigration enforcement is an exclusive power and function of the State. Repeals the Illinois TRUST Act. Makes corresponding changes in the Illinois Identification Card Act, the School Code, the Public Higher Education Act, and the Illinois Vehicle Code. Effective immediately.

Creates the Local Government Building Permit Act. Provides that the Act only applies to units of local government that require a person to obtain a permit from the unit of local government before the person may construct a building within the unit of local government. Requires a unit of local government to comply with specified timelines for issuing building permits. Provides that, if a unit of local government fails to comply with the timelines, then the building permit is automatically approved by operation of law, unless the proposed building project violates published building or zoning codes. Requires a unit of local government to publish the specified information concerning building permits on its public-facing website. Provides that the fees that a unit of local government imposes to approve a building permit application may not exceed the actual cost the unit of local government incurs to review a building permit application. Provides that, if a unit of local government denies a person's building permit application, then the person may appeal the decision to the Building Permit Ombudsman. Amends the Department of Commerce and Economic Opportunity Law. Creates the position of Building Permit Ombudsman within the Department of Commerce and Economic Opportunity. Provides that the Building Permit Ombudsman shall receive, review, and resolve appeals brought under the Local Government Building Permit Act. Requires the Building Permit Ombudsman to (i) examine the issues and the information provided by both parties; (ii) make findings of fact and conclusions of law; and (iii) issue a decision to the developer and the unit of local government in response to the appeal.
