Amends the Mental Health and Developmental Disabilities Code. In provisions concerning appeals of the Department of Human Services' determination of services charges, removes all references to the Board of Reimbursement Appeals and instead provides that appeal hearings shall be conducted in accordance with specified Department rules and provisions under the Illinois Administrative Procedure Act and that a final administrative decision is subject to judicial review. Makes conforming changes to the Sexually Violent Persons Commitment Act. Repeals the Regional Integrated Behavioral Health Networks Act and the Afterschool Youth Development Project Act. Amends the Mental Health and Developmental Disabilities Administrative Act by repealing a provision on the establishment of the Advisory Committee on Geriatric Services. Amends the Bureau for the Blind Act. In a provision concerning the Blind Services Planning Council, extends the term limits for Council members to 4 (rather than 3) years in subsequent terms after their initial term; and provides that no member shall serve more than 3 (rather than 2) terms.

Amends the Sports Wagering Act. Provides that applicants for a master sports wagering license shall pay an application fee of $250,000 and a license fee of $15,000,000. Removes provisions concerning the number of master sports wagering licenses to online sports wagering operators and public notice requirements. Provides that a master sports wagering licensee may conduct sports wagering over the Internet or through a mobile application. Removes provisions concerning eligibility requirements for a master sports wagering license, the duty of disclosure for an applicant, and outreach requirements for the Department of Commerce and Economic Opportunity and the Illinois Gaming Board. Makes a conforming change. Effective immediately.

Amends the State Board of Education Article of the School Code. Provides that, beginning with the 2026-2027 school year, the State Board of Education shall award competitive grants on an annual basis to school districts and other educational units that have school social work interns to assist those school districts and other educational units in the funding of school social work internships approved by the interns' educator preparation programs by providing stipends. Sets forth the stipend amount. Provides that the State Board of Education shall annually disseminate to school districts and other educational units that have school social work interns a request for applications for grants. Provides that grant applications shall be accepted on an annual basis. Provides that the State Board of Education shall establish procedures for submitting requests for stipends and issuing funds to approved applicants. Provides for prioritizing grants if an appropriation is insufficient to fund all applications for grants. Provides that for any school year in which grants are awarded, the State Board of Education shall produce a report on the awarding of grants, in cooperation with the school districts and educational units that are awarded grants. Sets forth requirements for the report. Provides that the report shall be posted on the State Board of Education's Internet website each school year in which grants are awarded. Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall establish and administer a grant program to support the field placement of social workers. Provides that the Board shall distribute the funds appropriated for this purpose in the form of grants to public or nonpublic institutions of higher education to expand opportunities for students who are intending to become social workers and to assist students in pursuing social-work related field placements, internships, and other work opportunities. Sets forth other requirements concerning the operation of the grant program. Effective immediately.

Amends the Real Estate Appraiser Licensing Act of 2002. Provides that it is unlawful for a person to act as a data collector without a license issued under the Act. Provides that "data collector" means a person who is hired by an appraisal management company or mortgage lender to inspect and collect data and pictures of a specific tract of real estate for the appraisal management company or mortgage lender with the intent of the data and information, which will be provided to an appraiser for the sole basis of preparation of an appraisal, to support a mortgage on the real estate.

Amends the Public Utilities Act. Defines "long-form content", "short-form content", "video programming", and "video streaming service". Provides that "normalization" means adjusting the audio of short-form content by measuring and scaling the average loudness of the audio to match the target loudness of the audio of the accompanying long-form content distributed by a video streaming service or third-party advertising manager consistent with established industry standards. Provides that, on and after July 1, 2027, a video streaming service or third-party advertising manager that serves consumers residing in the State shall exercise reasonable care in normalizing the audio of short-form content so that the audio is not transmitted at a louder volume than the audio of the accompanying long-form content, consistent with the regulations adopted by the Federal Communications Commission pursuant to the Commercial Advertisement Loudness Mitigation (CALM) Act (Public Law 111-311) for television broadcast stations, cable operators, and other video programming distributors. Provides that a video streaming service that engages a third-party advertising manager to solely control the loudness of the audio of short-form content on the video streaming service shall not be liable under the amendatory provisions for short-form content distributed by the third-party advertising manager on the video streaming service if the video streaming service enters into a written agreement with the third-party advertising manager that requires the audio of short-form content distributed by the third-party advertising manager to not be louder than the target loudness of the audio of the accompanying long-form content distributed by the video streaming service, consistent with established industry standards. Provides that the amendatory provisions do not create a private right of action and that the Attorney General shall have exclusive authority to enforce the amendatory provisions. Requires the Attorney General to provide a video streaming service or third-party advertising manager written notice of an alleged violation of the amendatory provisions before initiating any action pursuant to the amendatory provisions. Makes other changes.

Amends the African-American HIV/AIDS Response Act. Provides that, on August 1, 2026, and August 1 of each year thereafter, the Comptroller shall order transferred and the Treasurer shall transfer from the General Revenue Fund to the African-American HIV/AIDS Response Fund a sum equal to the difference between (i) $15,000,000 and (ii) the amount appropriated to the African-American HIV/AIDS Response Fund by the General Assembly for the award of African-American HIV/AIDS Response Grants in the then current State fiscal year. Directs the Department of Public Health to adopt specified revisions to the rules in the African-American HIV/AIDS Response Code (77 Ill. Adm. Code Part 691) concerning the award of African-American HIV/AIDS Response Grants. Repeals provisions in the Act concerning African-American HIV/AIDS Response Officers and the HIV/AIDS Response Review Panel. Effective immediately.

Amends the Property Tax Code. Establishes a homestead exemption for qualified homestead property that has been continuously owned, used, and occupied as the primary residence by the qualified taxpayer for at least 30 years any time prior to January 1 of the taxable year for which the exemption would apply. Requires taxpayers who have been granted an exemption to reapply on an annual basis. Provides that the assessor or chief county assessment officer may determine the eligibility of residential property to receive the homestead exemption by application, visual inspection, questionnaire, or other reasonable methods. Sets forth provisions concerning the review of exemptions granted under the provisions. Defines "qualified homestead property" and "qualified taxpayer". Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Creates the Transparency in Downcoding Act. Provides that, subject to federal requirements, the Act applies to certain policies of health insurance amended, delivered, issued, or renewed on or after the effective date of the Act, except for employee or employer self-insured health benefit plans under the federal Employee Retirement Income Security Act of 1974 and health care provided pursuant to the Workers' Compensation Act or the Workers' Occupational Diseases Act. Prohibits home rule units from regulating downcoding of medical claims in policies issued, amended, delivered, or renewed on or after January 1, 2028. Prohibits a health care payor from implementing any policy or using any algorithm or other automated process, system, or tool that bypasses the evaluation of all information included by the billing health care professional to downcode a claim. Provides that a health care payor may use an automated process to identify claims that may justify a downcoding determination. Provides that all downcoding determinations must be made or reviewed by a natural person following American Medical Association Current Procedural Terminology coding guidelines in effect at the time. Prohibits a health care payor from downcoding a claim based solely on the reported diagnosis codes. Sets forth provisions concerning notification requirements and the dispute process for downcoded claims. Prohibits a health care payor from using downcoding practices in a targeted or discriminatory manner against health care professionals who routinely treat patients with complex or chronic conditions. Establishes administration and enforcement provisions. Amends the Illinois Public Aid Code. Provides that, notwithstanding any other provision of law to the contrary, all managed care organizations shall comply with the requirements of the Transparency in Downcoding Act. Effective January 1, 2028.

Amends the Code of Criminal Procedure of 1963. Provides that, notwithstanding any other provision of the denial of pretrial release statute to the contrary, a non-citizen of the United States who entered the United States without a legal visa issued by the United States Department of State and who has been charged in the State with an offense for which pretrial detention may be ordered by the court and, at the time of the commission of the offense, did not have a legal visa is not eligible for pretrial release and must be held in pretrial detention pending trial.

Amends the Juvenile Court Act of 1987. Provides that the State's Attorney may file a written petition, at any time prior to commencement of the minor's trial, to designate the proceeding as an extended jurisdiction juvenile prosecution when the petition alleges the commission by a minor 15 (rather than 13) years of age or older of any offense that would be a felony if committed by an adult. Provides that, upon filing of a petition, the judge shall conduct a hearing at which he or she shall first determine whether there is probable cause to believe that the allegations in the petition and motion are true. Provides that, if probable cause is found, the judge may enter an order designating the proceeding as an extended jurisdiction juvenile proceeding if the judge makes a finding based on clear and convincing evidence that sentencing under the Unified Code of Corrections may be appropriate for the minor based on an evaluation of certain factors. Provides that the judge shall consider: (1) the minor's age, impetuosity, and level of maturity at the time of the offense, including the ability to consider risks and consequences of behavior, and any presence of cognitive or developmental disability, or both, including if a comprehensive mental health evaluation of the minor was conducted by a qualified mental health professional, the outcome of the evaluation; and (2) the history of the minor, including the minor's family, home environment, educational and social background, including any history of parental neglect, domestic or sexual violence, sexual exploitation, physical abuse, or other childhood trauma, including adverse childhood experiences. Makes other changes.
