Amends the Prevailing Wage Act. Provides that, if a laborer, mechanic, or other worker, to whom the prevailing rate of wages is required to be paid, is classified in 2 or more trade titles for any amount of time during a day on which the individual is employed on a public works project, the individual shall receive the prevailing rate of wages that is the highest among those trade titles for all hours worked that day. Provides that a laborer, mechanic, or other worker, to whom the prevailing wage is required to be paid, may be paid at an apprentice rate of pay if the laborer is enrolled in an apprenticeship and training program. Provides for the withholding of payments for violations of the Act. Makes other changes. Effective immediately.

Amends the Illinois Vehicle Code. Allows a decal to be issued for sickle cell anemia awareness. Provides that a $25 fee for original issuance shall be paid with $10 to the Sickle Cell Anemia License Fund and $15 to the Secretary of State Special License Plate Fund. Provides that a $25 fee for renewal shall be paid with $23 to the Sickle Cell Anemia License Fund and $2 to the Secretary of State Special License Plate Fund. Creates the Sickle Cell Anemia License Fund, from which all money shall be paid as grants to the Sickle Cell Disease Association of Illinois. Makes a conforming change in the State Finance Act.

Amends the Illinois Emergency Management Agency Act. Provides that the Illinois Emergency Management Agency and Office of Homeland Security may make grants for the purpose of promoting public safety radio interoperability if the use of the funds is consistent with standards set forth by the Illinois Statewide Interoperability Executive Committee under Section 10 of the Illinois State Police Radio Act and may adopt such rules as necessary to implement these grants. Provides that in awarding grants for the purpose of promoting public safety radio interoperability, priority shall be given first to public safety agencies with jurisdiction in areas without land mobile radio communication interoperability in counties with a population under 75,000. Provides that only public safety agencies using technology that is P25 CAP-verified (Project 25 Compliance Assessment Program) and complies with the current version of the SAFECOM Guidance on Emergency Communications Grants issued by the Cybersecurity and Infrastructure Security Agency (CISA) shall be eligible for grants.

Reinserts the provisions of the introduced bill with the following changes. In specified lists that include law enforcement, adds references to the Department of Children and Family Services. Provides that, if Department of Children and Family Services personnel are present on site at a Family Justice Center, they shall only interact with a survivor receiving services from the Family Justice Center upon the survivor's request. Provides that each Family Justice Center shall consult with certain types of statewide and local community-based agencies (rather than just certain types of community-based agencies). Makes changes to provisions concerning the survivor consent policy required for each Family Justice Center. Deletes a provision specifying that a Family Justice Center is not required to obtain consent before sharing information obtained from a survivor with a mandated reporter, a peace officer, or a member of the prosecution team if that person is required by law to report or disclose specific information or incidents. Makes other changes.

Amends the Criminal Code of 2012. Provides that any person, firm, corporation, co-partnership, limited liability company, association, or business, including an online retailer, that intentionally manufactures, delivers, possesses, or sells, with intent to manufacture, deliver, sell, or otherwise transfer nitrous oxide for the purpose of causing a condition of intoxication, elation, euphoria, dizziness, stupefaction, or dulling of the senses or for the purpose of changing, distorting, or disturbing the audio, visual, or mental processes is guilty of a Class 3 felony.

Amends the Illinois Vehicle Code. Requires the Secretary of State to administer the Intelligent Speed Assistance Program. Provides that a driver who commits 2 qualifying offenses within a 12-month period is required to enroll in the Program, and the Secretary shall suspend the driver's license or driving privileges which shall remain suspended until the driver participates in the Program for 365 days for a driver's first Program enrollment, 730 days for a driver's second Program enrollment, or 1,095 days for a driver's third or subsequent Program enrollment. Sets forth requirements for notification, application for an Intelligent Speed Assistance Permit, and installation and proof of installation of an intelligent speed assistance device. Requires a participant in the Program to pay the Secretary a Permit administration fee in an amount not to exceed $30 per month. Creates the Indigent Intelligent Speed Assistance Device Fund and the Intelligent Speed Assistance Permit Fee Fund. Establishes provisions regarding Permit cancellation, data collection for the driver record, use of employer-owned vehicles while enrolled in the Program, intelligent speed assistance device service providers, violation of the Program, Program participation for persons from a participating jurisdiction who establish legal residence in the State, Program participation termination for a Program participant relocating to a nonparticipating jurisdiction, information exchange for participating jurisdictions, and data collection by service providers. Allows the Secretary to adopt rules to implement the Program. With regard to the period of suspension and application after revocation of a driver's license, provides that any person whose license has been revoked for the offense of reckless driving, aggravated reckless driving, or violating a special speed limit while traveling through a highway construction or maintenance zone when that offense was the proximate cause of the death of any person may not make application for a license until the person has first been issued a restricted driving permit requiring the use of an intelligent speed assistance device by the Secretary of State and (i) if the person has not previously been enrolled in the Intelligent Speed Assistance Program, the expiration of not less than 365 days following the issuance of a restricted driving permit requiring the use of an intelligent speed assistance device during which the person's restricted driving permit is not suspended, cancelled, or revoked, (ii) if the person has previously been enrolled in the Intelligent Speed Assistance Program one time, the expiration of not less than 730 days following the issuance of a restricted driving permit requiring the use of an intelligent speed assistance device during which the person's restricted driving permit is not suspended, cancelled, or revoked, or (iii) if the person has previously been enrolled in the Intelligent Speed Assistance Program 2 or more times, the expiration of 1,095 days following the issuance of a restricted driving permit requiring the use of an intelligent speed assistance device during which the person's restricted driving permit is not suspended, cancelled, or revoked. Makes other changes. Makes conforming changes in the State Finance Act. Effective January 1, 2028.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, on and after January 1, 2027, the reimbursement rates for all orthodontic services for children shall be increased 50% above the rates in effect on December 31, 2026. Requires the Department of Healthcare and Family Services to do an evaluation of the network adequacy of Medicaid providers of orthodontic services statewide, and give priority consideration to rural/Downstate areas of the State. Effective January 1, 2027.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall provide coverage under the medical assistance program for intensive outpatient services delivered via telehealth when the services: (1) are otherwise covered when provided in person; (2) are medically necessary; (3) are delivered by a provider enrolled in the medical assistance program and acting within the scope of the provider's license, certification, or authorization under State law; and (4) comply with all applicable federal and State telehealth requirements. Provides that intensive outpatient services provided via telehealth shall be subject to the same coverage requirements, utilization management, and reimbursement methodologies as intensive outpatient services provided in person. Sets forth standards for telehealth delivery of intensive outpatient services. Provides that implementation of the provisions is subject to any required federal approval. Effective immediately.

Amends the Hospital Licensing Act. Provides that a hospital licensed under the Act shall not charge a covered hospital employee more than 10% of the total health insurance premium cost. Provides that any agreement permitting a charge to a covered hospital employee in excess of 10% of the total health insurance premium cost shall be deemed invalid, void, and unenforceable. Provides that a hospital in violation of those provisions shall pay a civil penalty of $500 to the Department of Public Health for each impacted covered hospital employee.

Amends the Wholesale Drug Distribution Licensing Act. In provisions concerning restrictions on transactions, provides that prescription drugs furnished by a manufacturer or wholesale distributor licensed under the Act may be delivered only to the business address of a licensee registered with the Department of Financial and Professional Regulation, to the premises listed on a license, or, if the Department has received notice that the licensee has authorized a health care entity to receive the prescription drugs, to the address of a health care entity (instead of only to the premises listed on the license). Provides that "health care entity" means an entity where medical, dental, or veterinary services are provided by a licensed practitioner and where the licensed practitioner is responsible for the receipt, storage, and use of drugs.

Amends the Illinois Emergency Management Agency Act. Authorizes the Illinois Emergency Management Agency and Office of Homeland Security to make grants to small businesses for eligible security improvements that assist the small business in preventing, preparing for, or responding to threats, attacks, or acts of terrorism. Provides that a small business eligible for a grant under the program must meet certain requirements. Creates the IEMA At-Risk Small Business Security Grant Fund as a special fund in the State treasury. Provides that the Illinois Emergency Management Agency and Office of Homeland Security is authorized to use moneys appropriated from the Fund to make grants to small businesses for target hardening activities, security personnel, and physical security enhancements and for the payment of administrative expenses associated with the Illinois At-Risk Small Business Security Grant Program, except that, beginning on the effective date of the amendatory Act, the Agency shall not award grants under these provisions to those entities whose primary purpose is to provide medical or mental health services. Amends the State Finance Act to make conforming changes.

Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Commits to exploring state-level solutions to support graduate education in health and human services professions, including but not limited to scholarships, grants, loan repayment assistance programs, and other workforce development initiatives. Expresses support for the licensed health and human services professionals in Illinois who serve our most vulnerable populations with skill, compassion, and unwavering commitment to the public good.

Provides that the Act may be referred to as the Safeguards to Ensure Continuity and Uphold Rights and Equity (SECURE) Act. Sets forth several legislative findings. Amends the Children and Family Services Act. Adds provisions requiring the Department of Children and Family Services to protect a child from unnecessary and unapproved disclosure of the child's sensitive identity information. Defines "sensitive identity information" to mean personal data that is linked or reasonably linkable to a child or youth and identifies the child's or youth's sexual orientation, as the term is defined in the Illinois Human Rights Act. Contains provisions concerning a child-specific documentation requirement; internal electronic access controls; case plans based on a youth's protected characteristics; caregiver responsibilities; Department, service provider, and caregiver conduct to prevent harmful treatment of youth; protecting access to lawful health care for youth placed outside the State of Illinois; ongoing duty for Illinois-based caseworker contact and monitoring of interstate placement; public transparency and accountability reporting; Inspector General recommendations concerning measures to be taken to remediate harm caused to a youth who experienced harm due to conduct violating the youth's protected characteristic; and other matters. Amends the Child Care Act of 1969. Adds provisions concerning supportive care for youth placed out-of-state; and licensure and contractual compliance. Amends the Juvenile Court Act of 1987. Adds provisions concerning the assessment and monitoring of minors in out-of-state placements; direct case management, care, or placement violations; and other matters. Effective immediately.
