Amends the Criminal Code of 2012. Increases by one class the penalties for trafficking in persons, involuntary servitude, and involuntary sexual servitude of a minor. Provides that if the penalty is a Class X felony, the person shall be sentenced to a term of imprisonment of not less than 9 years and not exceeding 45 years.

Amends the Illinois Vehicle Code. Removes language authorizing the Secretary of State from suspending or revoking the driving privileges of any person who has committed a violation related to the operation of a vehicle or streetcar on the approach of an authorized emergency vehicle that resulted in the death of another. Provides that a fee may be imposed for the operation or use of a motor vehicle in the commission of or in the attempt to commit an offense related to domestic battery or the violation of an order of protection. Exempts an official State vehicle and the State employee who is the operator of that vehicle is exempt from any local enforcement action. Allows the Illinois State Police to collect administrative fees from tows. Provides that the driver of a vehicle approaching a yield sign is required for safety to stop, the driver shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection, or if none, then before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway. Provides that a person commits aggravated operating a motorcycle, motor driven cycle, or moped on one wheel when he or she violates provisions of the Code related to special speed limits while passing schools and special speed limits while traveling through a highway construction or maintenance speed zone. Provides that a motorcycle may exhibit a white light emitted by a high intensity discharge lamp or a light of yellow or amber tint. Makes other changes. Effective immediately.

Amends the Illinois Vehicle Code. Prohibits a person from driving or being in actual physical control of any vehicle within the State while the person has, within 2 hours of driving or being in actual physical control of a vehicle, a tetrahydrocannabinol concentration in the person's whole blood or other bodily substance, unless extenuating circumstances exist preventing the transportation of the driver from the scene to an authorized location where blood can be drawn due to the medical condition of the driver or safety issues at the accident location, but in no event shall the period exceed 3 hours after driving or being in actual physical control of a vehicle. Removes language providing that the 2-year time limit does not apply to the lawful consumption of cannabis by a qualifying patient who is in possession of a valid registry card, unless that person is impaired by the use of cannabis.

Creates the Internet Gaming Act. Authorizes an Internet gaming operator to offer Internet gaming in accordance with the provisions of the Act. Provides that Internet gaming shall only be offered by an Internet gaming license or an Internet management service provider that has contracted with an Internet gaming licensee. Provides that an Internet gaming licensee shall offer no more than 3 individually branded Internet gaming skins. Provides that an Internet management service provider may conduct Internet gaming on its own Internet gaming platform pursuant to the agreement between the provider and an Internet gaming licensee and in accordance with the rules of the Board and the provisions of the Act. Includes provisions for: requirements of an Internet gaming platform; Internet waging accounts; license requirements; age verification, location, and responsible gaming; diversity goals in procurement and spending by Internet gaming licensees; acceptance of out-of-state wagers; and limitations on home rule units. Provides that a 25% privilege tax is imposed on Internet gaming to be deposited into the State Gaming Fund. Authorizes the adoption of emergency rules to implement the Act and makes conforming changes in the Illinois Administrative Procedure Act. Effective immediately.

Amends the Fish and Aquatic Life Code and the Wildlife Code. Provides that there is no fee for an annual or 3-year fishing license, sportsmen's combination license, or hunting license for resident Gold Star Family members. Directs the Department of Natural Resources to adopt rules establishing who qualifies for Gold Star Family member status and what constitutes suitable verification of that status. Effective immediately.

Creates the Illinois Consumer Data Privacy Act. Establishes certain consumer rights relating to personal data, including the rights to confirm whether data is being processed, to correct any inaccuracies in the consumer's personal data, to delete personal data provided by the consumer, to obtain a copy of the consumer's personal data that was previously provided, and to opt out of targeted advertising, the sale of data, or profiling of the consumer. Defines terms. Applies to persons who conduct business in Illinois or produce products or services that are targeted to Illinois residents and that during a calendar year control or process personal data of at least 100,000 consumers or 25,0000 consumers and derive over 50% of gross revenue from the sale of personal data. Creates requirements for persons or entities that control and process consumer data. Exempts certain persons or entities from the provisions of the Act. Provides that the Attorney General has exclusive authority to enforce the consumer data privacy rights. Creates the Consumer Privacy Fund to be administered by the Office of the Attorney General. Amends the Freedom of Information Act. Exempts from disclosure data protection impact assessments created under the Illinois Consumer Data Privacy Act. Makes a conforming change in the State Finance Act.

Amends the Unemployment Insurance Act. Provides that, if an employer employing 75 or more employees in the State conducts a layoff, furlough, or temporary shutdown resulting in the separation of one or more employees, the employer shall submit required claim-initiation information to the Department of Employment Security on behalf of each affected employee. Provides that the Department shall provide written or electronic confirmation to the affected employee that the claim-initiation information has been submitted on their behalf by the employer. Sets forth additional requirements. Provides for civil penalties for a violation of the provision.

Amends the Firearm Concealed Carry Act. Provides that the prohibition against a licensee carrying a firearm into any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government does not apply to any rest areas under the control of the Department of Transportation or to buildings located in rest areas under the control of the Department of Transportation. Eliminates a provision that a licensee shall not knowingly carry a firearm on any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Eliminates a provision that a licensee shall not knowingly carry a firearm in any public park, athletic area, or athletic facility under the control of a municipality or park district. Effective immediately.

Amends Illinois Health Facilities Planning Act. Provides that the Health Facilities and Services Review Board may review the applicable criteria in the consideration of any application for an exemption submitted under the Act. Provides that, upon review and consideration, the State Board may approve, deny, or defer for additional information an application for a Certificate of Need or Certificate of Exemption. Makes changes in provisions concerning administrative hearings; powers and duties of State Board; powers of the State Board staff; and review and investigation of applications for permits.

Amends the Firearm Owners Identification Card Act. Eliminates language providing that no person may acquire or possess firearm ammunition within the State without having in his or her possession a Firearm Owner's Identification Card previously issued in his or her name by the Illinois State Police under the provisions of the Act. Eliminates language providing that no person may knowingly transfer, or cause to be transferred, any firearm ammunition to any person within the State unless the transferee with whom the person deals displays either: (1) a currently valid Firearm Owner's Identification Card which has previously been issued in his or her name by the Illinois State Police under the provisions of the Act; or (2) a currently valid license to carry a concealed firearm which has previously been issued in his or her name by the Illinois State Police under the Firearm Concealed Carry Act. Makes conforming changes. Effective immediately.

Creates the Artificial Intelligence Data Privacy Act. Prohibits a deployer from training an artificial intelligence on a user's data and retaining the training data indefinitely unless specified conditions are satisfied. Sets forth provisions concerning a private right of action. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Creates the Illinois Age-Appropriate Design Code Act. Provides that all covered entities that operate in the State and process children's data in any capacity shall do so in a manner consistent with the best interests of children. Provides that a covered entity subject to the Act shall take specified actions to protect children's privacy in connection with online services, products, or features, including completing a data protection impact assessment for an online service, product, or feature that is reasonably likely to be accessed by children; and maintain documentation of the data protection impact assessment. Contains provisions concerning additional requirements for covered entities; prohibited acts by covered entities; data practices; enforcement by the Attorney General; limitations of the Act; data protection impact assessment dates; and severability. Amends the State Finance Act to create the Age-Appropriate Design Code Enforcement Fund. Effective immediately.

Amends the Bees and Apiaries Act. Directs the Department of Agriculture, when practicable, to provide landowners and beekeepers with notification of inspections. Provides that a person may not produce, sell, resell, or transport packages, queens, hives, nucleus hives, bees, or used bee equipment within Illinois, into Illinois, or from Illinois to another state, without a valid compliance agreement or permit. Allows the Department, at its discretion, to grant a waiver of the permit requirement for the transport of packages, queens, hives, nucleus hives, bees, or used bee equipment from an Illinois county to a contiguous county in Illinois or a neighboring state. Requires a person intending to transport packages, queens, hives, nucleus hives, bees, or used bee equipment, into Illinois from another state to notify the Department at least 3 business days before entry into the State of Illinois. Authorizes the Department to adopt any rules necessary to implement and administer the changes made by the amendatory Act.
