Creates the Commission on Strengthening Fathers and Families Act. Provides that the purpose of the Act is to promote the recognition of the importance of the participation of both parents in the lives of their children. Creates the Strengthening Fathers and Families Initiative (Initiative) with the goal of increasing the awareness of the problems created when a child grows up without the presence and support of a caring and loving father, identifying strategies that are successful in overcoming identified obstacles that discourage the active engagement of fathers, and other specified goals. Requires the Initiative to also promote positive interactions between fathers and their children, while promoting positive interactions between fathers and the mothers of their children. Creates the Commission on Strengthening Fathers and Families to carry out the purposes, goals, and initiatives of the Act. Contains provisions on the Commission's membership, goals, and duties, including, but not limited to, (i) developing a comprehensive plan that promotes the positive involvement and engagement of fathers and that advances family strengthening strategies, (ii) evaluating State programs, governmental policies, and community initiatives related to fatherhood and family strengthening, (iii) making recommendations to the Governor, the Deputy Governor of Health and Human Services, and the General Assembly, (iv) developing criteria for grants to fatherhood and family strengthening projects, and (v) receiving grants, contributions, and other funds for projects and activities related to advancing father involvement and engagement, and family strengthening. Provides that the Department of Human Services shall provide staffing support to the Commission. Creates the Fatherhood and Family Strengthening Fund to hold grants, contributions, and other funds received by the Commission to be expended for the purposes of the Act. Amends the State Finance Act to add the Fatherhood and Family Strengthening Fund to the list of State funds.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that on and after January 1, 2027, the reimbursement rates for all dental services for children shall be increased 50% above the rates in effect on December 31, 2025. Effective January 1, 2027.

Amends the Illinois Insurance Guaranty Fund Article of the Illinois Insurance Code. Provides that certain provisions concerning the purpose of the Article and the Illinois Insurance Guaranty Fund's power to contract with the Office of Special Deputy Receiver are inoperative 5 years after the effective date of the amendatory Act (instead of 5 years after the effective date of Public Act 102-396). Provides that venue in a suit against the Fund arising under the Article shall be in Cook County, and the Fund shall not be required to give any appeal bond in an appeal that relates to a cause of action under the Article. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a person who operates a motorcycle without proper registration plates shall have the motorcycle seized and auctioned of to State or motorcycle programs to reduce the purchase of new motorcycles for any State or motorcycle program. Provides that any person who owns a business that profits from selling merchandise promoting illegal street racing shall be fined $500 for a first offense and, for a second offense, shall be charged with a Class 4 felony and, for a third offense, shall be charged with a Class 3 felony.

Amends the Illinois Vehicle Code. Provides that permanent vehicle registration plates shall be issued, at no charge, to municipally owned, fire district owned, or Mutual Aid Box Alarm System (MABAS) owned vehicles operated by volunteer firefighters for any fire department, fire protection district, or MABAS. Requires the registration plates to display the designation "Volunteer Firefighter" and the specific fire department, fire district, fire unit, or MABAS division number or letter.

Amends the Civil No Contact Order Act, the Illinois Domestic Violence Act of 1986, and the Protective Orders Article of the Code of Criminal Procedure of 1963. Provides that the court is encouraged to impose (i) a minimum penalty of 48 (rather than 24) hours imprisonment for a first violation of a civil no contact order, an order of protection, or a protective order and (ii) a minimum penalty of 96 (rather than 48) hours imprisonment for a second or subsequent violation of a civil no contact order, an order of protection, or a protective order.

Amends the Survivor Support and Trafficking Prevention Article of the Illinois Public Aid Code. Extends eligibility for State funded cash assistance and SNAP benefits to humanitarian immigrants, subject to available funding, if they are not eligible for such benefits solely due to citizenship or immigration status requirements but otherwise meet the financial and nonfinancial factors of eligibility. Lists the classes of humanitarian immigrants eligible for SNAP benefits under the Article. Provides that any individual residing in an institution or other setting that provides the majority of the individual's daily meals is not eligible for SNAP benefits. Exempts persons who do not have legal authorization to work from the statutory work requirements. Makes other changes. Effective immediately.

Amends the Mental Health and Developmental Disabilities Code. In provisions requiring specified medical and mental health professionals to notify the Department of Human Services whenever they determine a person who is under their professional care poses a clear and present danger to himself or herself, provides that the identity of the reporter shall not be disclosed to the subject of the report unless ordered by the Firearm Owner's Identification Card Review Board or a court with appropriate jurisdiction in accordance with the Firearm Owners Identification Card Act. Provides that the Department of Human Services and its employees or agents shall not be held liable for damages in any civil action arising from the disclosure or non-disclosure of the information released in accordance with the Firearm Owners Identification Card Act. Adds similar provisions to the Mental Health and Developmental Disabilities Confidentiality Act.

Creates the Lubricant and Related Product Producer Responsibility Act. Requires a producer of covered products to register with a producer responsibility organization and notify the Illinois Environmental Protection Agency. Prohibits an unregistered producer from selling, offering for sale, importing, or distributing a covered product in the State. Sets forth various requirements for a producer responsibility organization and a producer responsibility plan. Lists duties of a lubricant service provider and requires the Agency to provide certain information to a producer responsibility organization. Lists financial duties of the producer responsibility organization and the Agency. Requires participant producers, through the producer responsibility organization, to pay certain costs. Creates the Lubricant and Related Product Producer Responsibility Fund in the State treasury. Requires the producer responsibility organization to reimburse certain lubricant service providers for specified costs. Sets forth requirements for records, audits, and reports related to the producer responsibility organization. Prohibits a retailer, dealer, producer, or distributor from selling, distributing, offering for sale, or importing a covered product in or into the State unless certain requirements are met. Sets forth penalties for violations of the Act. Requires deposit of penalties into the Lubricant and Related Product Producer Responsibility Fund. Provides for judicial review of administrative decisions and for enforcement of judgments. Limits liability for anticompetitive conduct. Sets timelines for implementation of various parts of the Act. Allows the Agency to adopt rules that are necessary to implement and administer the Act. Defines terms. Makes conforming changes to the State Finance Act.

Creates the Municipal Water System Repurchase Act. Provides that a municipality may repurchase an investor-owned utility if the municipality finds that (1) the investor-owned utility is repeatedly non-compliant with the service quality standards mandated by the Illinois Commerce Commission; (2) water or wastewater service rates charged by the investor-owned utility have increased beyond the rate of inflation without corresponding improvements in service quality; or (3) a majority of the electorate in the municipality votes in favor of repurchase in a binding referendum. Provides that, if a municipality adopts an ordinance to repurchase an investor-owned utility, then the municipality shall provide written notice to (1) the investor-owned utility; (2) the Illinois Commerce Commission; and (3) all affected customers. Provides that a municipality may not repurchase an investor-owned utility unless (i)the municipality files a petition with the Illinois Commerce Commission and (ii) the Illinois Commerce Commission approves the petition. Provides that the Illinois Commerce Commission may approve the repurchase if it finds that (1) the municipality has complied with notice and hearing requirements; (2) the municipality used a reasonable method to determine the value of the investor-owned utility; (3) the repurchase of the investor-owned utility shall not cause unreasonable harm to customers or service continuity; and (4) the transition plan provides for uninterrupted utility service. Provides that, if the Illinois Commerce Commission approves a municipality's petition to repurchase an investor-owned utility, then the investor-owned utility shall transfer all facilities, records, and customer accounts to the municipality or its designated public entity. Provides that the purchase price for any system repurchased shall be determined by the fair market value of the system, including all physical assets and customer accounts, less depreciation, as determined by an independent valuation agreed upon by the parties or ordered by the Illinois Commerce Commission.
