Amends the Mine Subsidence Insurance Article of the Illinois Insurance Code. Makes changes to defined terms. Provides that the moneys in the Illinois Mine Subsidence Insurance Fund shall be derived primarily from premiums for mine subsidence insurance ceded by insurers to the Fund pursuant to the Article and from investment income. In establishing mine subsidence insurance premium rates, provides that the Fund shall give due consideration to factors reasonably considered by an insurer when setting premium rates and to the fact that the Fund does not receive taxpayer funding or have the ability to issue assessments to the insurance industry to support its long-term financial viability. Changes terms related to the appointment of directors in provisions concerning management of the Fund and establishes 3-year staggered terms for the directors. Provides that all directors shall be independent and owe a duty of care and duty of loyalty to the Fund. In provisions concerning mine subsidence coverage, provides that the loss covered shall be the loss in excess of any applicable deductible or retention in the policy, subject to the limit of insurance for mine subsidence damage stated in the policy. For all policies issued or renewed on or after January 1, 2027, provides that there shall be no deductible or retention applicable to mine subsidence damage. For all policies issued or renewed on or after the effective date of the amendatory Act, provides that the maximum amount of reinsured loss per residence, per commercial building, and per living unit shall be the amounts established by the Fund and approved by the Director. Provides that the residential and living unit coverage provided under the Article may also cover specified costs of debris removal, moving and storage of contents, and repair or replacement of landscaping. Makes changes in provisions concerning division of the Fund; exemptions; rights of insurers to refuse to provide mine subsidence coverage; arbitration; reinsurance agreements; distribution of premiums; reporting requirements; right of recourse and setoffs; subrogation; and powers of the Director of Insurance.

Amends the Election Code. Provides that the amendatory Act may be referred to as the Voting Rights Act of 2026. Creates the Voting Rights Act of 2026 Article in the Code. Provides that a political subdivision, State agency, or any other government official or entity responsible for election administration shall not implement or enforce any election policy or practice or take any other action or fail to take any action that results in, is likely to result in, or is intended to result in disparate outcomes. Creates the Language Access in Elections Article in the Code. Provides that a local election authority shall provide language assistance for elections conducted in a political subdivision if that political subdivision meets specified conditions. Amends the State Finance Act to make a conforming change. Effective July 1, 2026.

Amends the Consumer Fraud and Deceptive Business Practices Act. Removes the requirement for an interpreter who assists a consumer in conducting a transaction or negotiation to sign a required form. Removes the requirement that a separate form be used if the consumer selects the retailer or an employee of the retailer as the consumer's interpreter. Makes conforming changes.

Amends the Property Tax Code. Provides that each property tax bill shall contain a statement of any exemption that was granted to the property in the immediately preceding tax year but was not granted to the property in the current tax year. Effective immediately.

Proposes to amend the General Provisions Article of the Illinois Constitution. Clarifies that artificial persons exist only by grant of the State and shall have no powers or privileges except those expressly provided by the Illinois Constitution or the laws of the State. Revokes all powers previously granted to any artificial person under the laws of the State. Re-grants powers to artificial persons, to the extent that those powers do not include the power to conduct any election activity or ballot-issue activity. Provides that any election activity or ballot-issue activity conducted by an artificial person is ultra vires and void. Effective upon being declared adopted.

Amends the General Provisions and State Employee Articles of the Illinois Pension Code. Provides that the alternative retirement annuity under the State Employee Article applies to a security employee of the Department of Human Services subject to the Tier 2 provisions. Provides that a security employee of the Department of Human Services subject to the Tier 2 provisions may convert up to 8 years of service credit established before the effective date of the amendatory Act as a security employee of the Department of Human Services under the State Employee Article into eligible creditable service by filing a written election with the Board under that Article, accompanied by a specified payment. Excludes a benefit increase resulting from the amendatory Act from the definition of "new benefit increase". Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a high-impact social media company in the State to fail to make available to its customers, at no cost, a customer support service for customers to notify the company of any harmful content that the customer believes is illegal or violates the high-impact social media company's terms of service. Provides that the customer support service must timely respond to customers within one business day after a customer initially contacts the company. Provides that the customer support service must take active steps to resolve the customer's issue or complaint and communicate the steps taken to resolve the issue or complaint with the customer by mail, telephone, or email, as requested by the customer, within 3 business days after a customer initially contacts the company. Provides that the customer support service shall communicate with the customer at least once every 3 business days until the issue has been resolved or until the issue has been determined to be unsolvable. Provides that the Attorney General may bring an action against a high-impact social media company that does not comply with these provisions. Provides that any company that violates these provisions shall be fined $1,000 per day per violation. Provides that fines collected under these provisions shall be deposited into a fund to support mental health awareness in Illinois. Effective January 1, 2027.

Amends the Pharmacy Practice Act. Provides that every pharmacy licensed in this State shall post in a conspicuous place near the pharmacy counter and drive-up window, a sign that includes a QR code informing patients of the ability to sign up for medication recalls via the United States Food and Drug Administration website. Provides that the Department of Financial and Professional Regulation may adopt rules necessary to implement the provisions. Effective January 1, 2027.

Reinserts the provisions of the introduced bill with the following changes. Specifies that inspections of the premises and records and interviews with the employees of an employer may be conducted during normal business or working hours or at other reasonable times (rather than during normal business or working hours). Sets forth a procedure for a person who has received a subpoena to file a petition with the circuit court for an order to modify or set aside the subpoena. Sets forth procedures for the issuance and execution of administrative inspection warrants. Exempts all information and documentary materials that are obtained by the Attorney General under the provisions from disclosure under the Freedom of Information Act. Provides for the inspection of the documentary materials by law enforcement under specified conditions. Amends the Freedom of Information Act to make conforming changes. Makes other changes.

Provides that, if a candidate who is the current holder of the elective office for which nomination papers have been filed withdraws his or her candidacy anytime up until 10 business days before the ballot is finalized, the State Board of Elections or the appropriate election authority shall reopen the filing period for that office. Changes the definition of "implement of husbandry" to exclude any farm wagon, wagon trailer, or similar vehicle with only one axle having a gross weight of more than 36,000 pounds or any farm wagon, wagon trailer, or similar vehicle with 2 or more axles having a gross weight of more than 50,000 pounds.
