Amends the Illinois Pension Code. Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Downstate Firefighter and Downstate Police Articles, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled under the Downstate Firefighter Article or Downstate Police Article to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the State Mandates Act to require implementation without reimbursement by the State.

Amends the Nurse Practice Act. Provides that an advanced practice registered nurse licensed under the Act may administer radiation to a human being and may supervise the administration of radiation by a person accredited to administer radiation to a human being by the Illinois Emergency Management Agency and Office of Homeland Security. Amends the Radiation Protection Act of 1990. In provisions concerning the limitations on the application of radiation to human beings, adds advanced practice registered nurses licensed under the Nurse Practice Act to the professionals who may intentionally administer radiation to a human being and to the professionals who may supervise a physician assistant, a technologist, a nurse, or other assistant administering radiation. Makes conforming changes in provisions concerning the accreditation of administrators of radiation.

Amends the Property Tax Code. Authorizes Chief County Assessment Officers in counties with 3,000,000 or more inhabitants to renew an individual's low-income senior citizen exemption under the Code without an annual application if the applicant has previously provided the full social security number or individual taxpayer identification numbers for all members of the applicant's household. Provides that, if a Chief County Assessment Officer is unable to verify that an applicant remains eligible for the low-income senior citizen exemption, then the Chief County Assessment Officer shall notify the applicant and provide the applicant with an opportunity to demonstrate the applicant's eligibility for the exemption. Amends the Freedom of Information Act. Exempts from disclosure under the Act information submitted to a Chief County Assessment Officer in applications for the low-income senior citizen exemption under the Property Tax Code.

Amends the Pharmacy Practice Act. Provides that prescriptions for drugs in Schedules II, III, IV, and V (rather than Schedules III, IV, and V controlled substances) of the Illinois Controlled Substances Act may be transferred only once and may not be further transferred, consistent with federal regulations concerning the prescription, administering, and dispensing of controlled substances. Provides that upon a patient's request, a pharmacy must transfer the prescription to another pharmacy, including Schedule II controlled substances, if the prescription has been received but not yet filled. Provides that the transfer is not required if: (1) the prescriber prohibits transfer in writing on the prescription and documents a clinical reason prohibiting transfer on the prescription; or (2) the transfer is otherwise prohibited by federal law. Provides that transfers may occur electronically or by facsimile when permitted by federal law, and a licensed pharmacy technician may perform the transfer if delegated by a pharmacist. Amends the Illinois Controlled Substances Act. Provides that a prescriber shall not be required to issue prescriptions electronically: (1) prescriptions issued prior to January 1, 2028 that may need to be filled outside of typical retail pharmacy operating hours; or (2) prescriptions issued prior to January 1, 2028 that may be difficult to obtain because the prescriber knows of drug shortages or pharmacy inventory limitations.

Amends the Illinois Controlled Substances Act. Provides that, if any substance, scheduled as a Schedule I controlled substance by the United States Drug Enforcement Administration, is rescheduled for the purpose of treating mental health disorders, including, but not limited to, anxiety, depression, and post traumatic stress disorder, the Department of Human Services shall reschedule the substance accordingly within 30 days from the publication in the Federal Register of the final order rescheduling the substance.

Amends the Township Code. Provides that any purchases by a township for services, materials, or supplies in excess of $60,000 (rather than $30,000), other than professional services, shall be contracted for through: (i) a contract let to the lowest responsive bidder after advertising for bids at least once in a newspaper having several circulation in the township or (ii) a contract let without advertising for bids in the case of an emergency if authorized by the township board.

Creates the Automated Driving Systems Development Act. Provides that the operation of highly automated vehicles participating in an automated vehicle pilot project is subject to all applicable federal and State laws. Sets forth eligibility requirements for participation in an automated vehicle pilot project. Establishes the application process for participation in an automated vehicle pilot project. Creates a review committee within the Department of Transportation. Requires the Secretary of State to develop a driving test to evaluate the capability of highly automated vehicles to safely operate on State roads. Sets forth permit requirements and requirements concerning the suspension, revocation, and reinstatement of a permit. Creates reporting and data sharing requirements. Contains other provisions. Effective immediately.

Amends the Automatic Contract Renewal Act. Provides that any person, firm, partnership, association, or corporation that sells or offers to sell any products or services to a consumer pursuant to a contract, where such contract automatically renews, shall provide the consumer with the option to cancel the contract, at any time, using a simple cancellation mechanism in the same medium that the consumer used to consent to the contract. Provides that an entity shall provide a clear and conspicuous notice, in a manner that may be retained by the consumer, of any material change to the terms of a contract containing an automatic renewal offer at least 3 days prior to the change to the terms. Sets forth additional requirements concerning the cancellation of automatic renewal offers, continuous service offers, and free trial or promotional period offers entered into online, including requiring an entity to provide a one-step online cancellation link. Makes other changes.

Provides that when compensation for labor or services is ordinarily paid immediately upon the rendering of the labor or services, the trier of fact may infer that the labor or services were obtained by deception if the person refuses to pay or absconds without payment or without an offer to pay for the labor or services. Amends the Illinois Controlled Substances Act. Provides that in addition to any other penalties provided by law, a person unlawfully selling or dispensing any scheduled drug containing a detectable amount of fentanyl is guilty of a Class X felony and shall be sentenced to a term of imprisonment of not less than 9 years and not more than 40 years or fined not more than $250,000, or both. Provides that it shall be a Class 1 felony for which a fine not to exceed $100,000 may be imposed for any person to knowingly use an electronic communication device in the furtherance of controlled substance trafficking involving a substance containing any amount of fentanyl. Provides that this penalty shall be in addition to any other penalties imposed by law. Defines "electronic communication device".

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, on and after January 1, 2027, certain services shall be eligible for reimbursement at approved programs through the Brain Injury waiver for eligible individuals over the age of 21, including, but not limited to: (1) case management; (2) nursing services; (3) medical oversight by consulting medical director; (4) physical therapy; and (5) occupational therapy. Requires the Department of Human Services to reimburse approved programs at the rates in effect for the Home and Community-Based Services Waiver program most recently approved. Effective January 1, 2027.

Amends the Smart Start Illinois Act. Provides that Head Start programs and Early Head Start programs may be deemed eligible to participate in the Smart Start Child Care Workforce Compensation Program to the extent that appropriations are made available for new program entrants and shall not result in the reduction, reallocation, or displacement of funding for existing recipients. Provides that a provider participating in the Smart Start Child Care Workforce Compensation Program may simultaneously receive funding through Head Start or Early Head Start programs; and that receipt of funding under one program shall not disqualify or otherwise limit eligibility for funding under the other, provided that: (1) funds are used in accordance with the requirements of each respective program; and (2) funds are not used to supplant existing federal Head Start or Early Head Start funding, but may be used to supplement and enhance workforce compensation and program quality.
