Amends the Liquor Control Act of 1934. Provides that the maximum fine that may be levied against any licensee shall not exceed $20,000 per violation (instead of the maximum fine that may be levied against any licensee, for the period of the license, shall not exceed $20,000). Amends the Criminal Identification Act. Provides that information reported to the Illinois State Police under the Act is confidential and shall not be released unless expressly permitted by State or federal law. Provides that the Illinois State Police shall conduct a criminal history background check on an applicant if a qualified entity submits (1) a request to the Illinois State Police to perform a State and national background check on the applicant in a form and manner prescribed by the Illinois State Police that includes a statement containing the name, address, and date of birth appearing on a valid identification card or document issued by the State to the applicant; (2) a waiver on a form approved by the Illinois State Police that is signed by the applicant allowing the release of the State and national criminal history record information to the qualified entity; (3) the applicant's fingerprints in an electronic format that complies with the form and manner for requesting and furnishing criminal history record information prescribed by the Illinois State Police; and (4) any fee prescribed by the Illinois State Police. Provides that, upon positive identification, the Illinois State Police shall provide the qualified entity with records of the applicant's conviction of or entry of a plea of guilty or nolo contendere, finding of guilt, jury verdict, or entry of judgment or sentencing, including, but not limited to, convictions, preceding sentences of supervision, conditional discharge, or first offender probation, under the laws of any jurisdiction of the United States that is a felony or any crime directly related to providing care, treatment, education, training, instruction, supervision, or recreation to children, the elderly, or individuals with disabilities. Provides that any information received by a qualified entity under the provisions shall be used solely for internal purposes in determining the suitability of an applicant. Provides that a background check conducted under the provisions does not constitute compliance with any background check required by law. Provides that, if the Illinois State Police determines that the Illinois records provided to a qualified entity were inaccurate, then the Illinois State Police shall provide updated records to the qualified entity and the applicant. Defines terms. Makes other changes.

Amends the School Code. In provisions concerning the award of certain contracts to the lowest responsible bidder, provides that a contract for goods, services, or management in the operation of a school's food service entered into between a school board and a food service management company shall (1) be for a duration of no longer than one year, with options for yearly renewal of the contract not exceeding 4 additional years and (2) include a termination clause whereby either party may cancel for cause after a 60-day notification. Provides that all competitive bids for a contract for goods, services, or management in the operation of a school's food service entered into between a school board and a food service management company are subject to standardized evaluation criteria created by the State Board of Education for scoring that have been published on the State Board's website in advance. Provides that the school board shall maintain a record of the evaluation scoring, to be disclosed to all bidders within 10 days after the date of the award of the contract.

Amends the Illinois Insurance Code. Provides that no insurer licensed to issue a policy of automobile insurance shall fail or refuse to accept an application for that insurance from a person who holds legal title to a motor vehicle but who is unable or not permitted to drive due to a disability, so long as the person identifies a primary driver or drivers.

Amends the State Finance Act. In provisions concerning vouchers, provides that the signature requirement for construction contracts procured by the Department of Transportation shall apply to contracts, contract renewals, and orders against a master contract in the amount of $750,000 or more in a fiscal year and to any contract amendment or change to an existing contract that increases the value of the contract to or by $750,000 or more in a fiscal year. Amends the Public Contract Fraud Act. In provisions concerning spending money without obtaining title to land, provides that the Department of Transportation may proceed with bidding or awarding a contract or any construction activities once it has complied with specified federal requirements. Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes in provisions concerning: waiver valuations; endorsement; grounds for disciplinary action; citations; discrimination; investigation, notice, and hearing; and meetings of the Real Estate Appraisal Administration and Disciplinary Board. Amends the Illinois Highway Code. In provisions allowing the Department of Transportation to acquire an interest in land, rights, or other property for specified road construction purposes, specifies that the property may be public or private property. Makes other changes. Effective immediately.

Amends the Digital Library Protection Act. Provides that no publisher shall enter into a contract or license agreement to distribute electronic literary materials to a library that: (1) restricts the library from performing customary operational functions; (2) restricts the library from performing customary lending functions; (3) restricts the library from disclosing the terms of the contract or license agreement to any other library in the State; or (4) requires the library to violate the Library Records Confidentiality Act. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Provides that any contract to license electronic literary materials to a library that includes a provision prohibited under the Act is deemed unenforceable and void. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective immediately.

Amends the School Code. In a provision concerning twice-exceptional children, changes references from "children" to "students". Sets forth what the suggested best practices for addressing the educational and related needs of a twice-exceptional student, as well as any student who (i) is gifted, talented, or accelerated or would benefit from an advanced academic program and (ii) is eligible for a federal Section 504 plan, may include. Allows a school board to adopt a policy to allow for the development of a written education plan to address the advanced abilities or achievement levels of twice-exceptional students through individualized services, goals, accommodations, and objectives for a student, while continuing to provide services and support for the student's disabilities in all educational settings. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Expands medical assistance coverage to certain categories of lawfully present noncitizens. Sets income guidelines for qualifying persons age 19 through 64 and income guidelines for persons 65 years of age or older. Removes a provision permitting medical assistance coverage for up to 24 continuous months from the initial eligibility date, if otherwise eligible.

Amends the Illinois Income Tax Act. Provides that a qualified taxpayer may apply to the Department of Revenue for an income tax credit in an amount equal to 20% of the wages paid by the qualified taxpayer to a qualified energy choice worker based in Illinois in the taxable year. Provides that the term "qualified taxpayer" means a taxpayer that is a regulated utility in the State of Illinois or a power generating company providing baseload or intermediate generation in Illinois and that meets specified criteria and is able to demonstrate an adverse and material operational impact to either its overall Illinois-based workforce or its ability to conduct business in Illinois based on the scheduled phaseout target dates of 2030, 2035, 2040, and 2045, as provided in Public Act 102-662. Sets forth limitations on the amount of the credit. Effective immediately.

Amends the Public Utilities Act. In provisions concerning nondiscrimination, provides that the Commission is authorized to approve a low-income discount rate for residential electric and natural gas customers that applies to the entirety of a qualifying customer's bill, including, but not limited to, a qualifying customer's delivery service charges and energy supply charges. Provides that an electric or natural gas utility may fund low-income discount rates through a surcharge on customers' electric and natural gas bills. Provides that the changes to the Act apply retroactively on and after January 1, 2023. Amends the Energy Assistance Act. In provisions concerning eligibility under the Act, provides that, in setting the annual eligibility level for the use of State funds from the Supplemental Low-Income Energy Assistance Fund, the Department of Commerce and Economic Opportunity shall consider the amount of available funding and may not set a limit higher than 300% of the federal nonfarm poverty level. In provisions concerning the Supplemental Low-Income Energy Assistance Fund, provides that the yearly administrative expenses of the Fund may not exceed 15% (rather than 13%) of the amount collected during that year, except when unspent funds from the Fund are reallocated from a previous year. Provides that any unspent balance of the 15% administrative allowance may be utilized for administrative expenses in the year they are reallocated. Provides that, of the 15% administrative allowance, no less than 9% (rather than 8%) shall be provided to Local Administrative Agencies for administrative expenses. Provides that, beginning January 1, 2027, the Base Energy Assistance Charge shall be $0.80 per month for each utility that is required by the Illinois Commerce Commission to implement a low-income discount rate and shall be $0.40 per month for each utility that is not required to implement a low-income discount rate and that contributes to the Supplemental Low-Income Energy Assistance Fund. Makes other changes.

Creates the Local Government Digital Asset Investment Act. Sets forth the purpose of the Act. Provides that a public agency investing in Bitcoin-related exchange-traded funds, digital asset stocks, or Bitcoin bonds shall include a summary of the investments, including performance and allocation, in its annual financial report submitted to the Illinois Comptroller under the Governmental Account Audit Act. Amends the Public Funds Investment Act. Provides that a public agency may invest up to 5% of its public funds in (1) bitcoin-related exchange-traded funds listed on a national securities exchange registered with the U.S. Securities and Exchange Commission; (2) stocks of publicly traded companies listed on a national securities exchange that hold at least 25% of their total assets in Bitcoin or other digital currencies, as verified by the company's most recent audited financial statements; and (3) bitcoin bonds listed on a national securities exchange or approved by the U.S. Securities and Exchange Commission, issued by a government, corporation, or other entity, with principal or interest payments denominated in Bitcoin.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, in accordance with federal guidance issued by the federal Centers for Medicare and Medicaid Services, the Department of Healthcare and Family Services shall exempt from electronic visit verification requirements all live-in caregivers who provide Medicaid-funded personal care services or home health care services under the Illinois Title XIX State Plan or a waiver of the plan, including personal care services and home health care services provided under various home and community-based services waiver programs authorized under the Social Security Act. Defines "live-in caregiver". Grants the Department rulemaking authority. Effective immediately.

Creates the Weather Radar Interference Mitigation Act. Provides that, if a National Weather Service Forecast Office issues a winter storm advisory, a winter storm watch, a winter storm warning, a blizzard warning, a severe thunderstorm watch, a severe thunderstorm warning, a tornado watch, or a tornado warning for an area within the State and if a wind turbine operator owns, operates, or manages a wind turbine located within 40 miles of the weather radar station operated by that National Weather Service Forecast Office, then the wind turbine operator shall pause operation of that wind turbine during the inclement weather alert. Provides that, beginning August 1, 2027, no person shall construct a wind turbine within 7 miles of a weather radar station operated by a National Weather Service Forecast Office or a wind turbine with a height that is greater than 60 meters within 10 miles of a weather radar station operated by a National Weather Service Forecast Office. Provides that a wind turbine owner or operator who knowingly violates the Act after receiving a written warning is guilty of a business offense and subject to a fine in excess of $1,000 but not exceeding $5,000. Makes findings. Defines terms. Effective immediately.
