Amends the Boat Registration and Safety Act. Provides that it is unlawful for the owner of a motorboat of more than 10 horsepower, a motorboat over 21 feet long, or a personal watercraft to operate or allow the operation of the motorboat or personal watercraft unless it is covered by a liability insurance policy that has been issued by an insurance company licensed in the State in an amount no less than the minimum amount set for bodily injury or death and for destruction of property under the Illinois Vehicle Code. Provides that proof of insurance shall be produced and displayed by the owner or operator of the motorboat or personal watercraft upon request to any law enforcement officer or to any person who has suffered or claims to have suffered either personal injury or property damage as a result of the operation of the motorboat or personal watercraft by the owner or operator. Provides that any operator of a motorboat or personal watercraft subject to registration and numbering under the Act who fails to have a liability insurance policy on a motorboat or personal watercraft is guilty of a petty offense and shall be required to pay a fine in excess of $500, but not more than $1,000. Provides that no person charged with such a violation shall be convicted if such person produces in court satisfactory evidence that at the time of the arrest the motorboat or personal watercraft was covered by a liability insurance policy. Allows the chief judge of each circuit to designate an officer of the court to review the documentation demonstrating that at the time of arrest the motorboat or personal watercraft was covered by a liability insurance policy. Provides that a person who (i) has not previously been convicted of or received a disposition of court supervision for failing to have a liability insurance policy on a motorboat or personal watercraft and (ii) produces at his or her court appearance satisfactory evidence that the motorboat or personal watercraft is covered, as of the date of the court appearance, by a liability insurance policy shall pay a fine of $100 and receive a disposition of court supervision.

Creates the Judicial Sexual Assault Training Act. Requires the Administrative Office of the Illinois Courts to develop and implement a sexual assault continuing education program for judges and relevant court personnel. Provides issues to be included in the program. Requires the program to be included in the New Judge Seminar curriculum and be a mandatory program at the biennial Judicial Education Conference. Requires the Administrative Office of the Illinois Courts to make a record of a judge's completion of the program after the New Judge Seminar and the Judicial Education Conference and make that record available to the public upon request.

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in State fiscal year 2027, the State (instead of the Chicago Board of Education) shall contribute for each of fiscal years 2027 through 2059, a minimum contribution to the Fund in an amount determined by the Fund to be sufficient to bring the total assets of the Fund up to 90% of the total actuarial liabilities of the Fund by the end of fiscal year 2059. Provides that, in making these determinations, the required contribution shall be calculated each year as a level percentage of the applicable employee payrolls over the years remaining to and including fiscal year 2059 and shall be determined under the projected unit credit actuarial cost method. Amends the School Code to make a conforming change in provisions concerning evidence-based funding. Effective immediately.

Provides that no form of weather modification is allowed in the State, including the seeding of clouds by plane or ground notwithstanding any other provision of law. Defines "seeding" as a type of weather modification that aims to change the amount or type of precipitation that falls from clouds. Effective immediately.

Amends the School Code. Requires each school district maintaining any elementary grades to provide its public school pupils enrolled in kindergarten through grade 8 with age-appropriate, active-transportation safety training. Sets forth the requirements for the active-transportation safety training. Allows a nonpublic school maintaining any elementary grades to provide its nonpublic school pupils enrolled in kindergarten through grade 8 with active-transportation safety training. Requires the Secretary of Transportation to maintain a comprehensive collection of active-transportation safety training materials. Makes other changes.

In provisions regarding special deer, turkey, and combination hunting licenses, provides that the deer, turkey, or combination hunting permit issued without fee shall be valid on all farm lands year-round which the person to whom it is issued owns, leases, or rents, with other requirements. Provides that resident landowners shall be entitled to up to 5 resident deer archery either-sex permits and up to 5 resident deer either-sex firearm permits without charge.

Amends the Attorney General Act. Requires the Attorney General to develop and provide guidance for electronic service by law enforcement of orders of protection issued under the Illinois Domestic Violence Act of 1986. Amends the Illinois Domestic Violence Act of 1986. Provides that if petitioner is granted a stay-away order, the court may order local law enforcement, to the extent possible, to periodically monitor the petitioner's residence, periodically patrol near the petitioner's residence, and investigate whether a violation of the order of protection has occurred. Permits electronic service of an order of protection after 2 unsuccessful attempts of personal service. Provides the circumstances in which electronic service may be used. Makes other changes.

Amends the Illinois Vehicle Code. Provides that, beginning July 1, 2027, a diesel powered vehicle owned or operated by the State, any county or unit of local government, any school district, any community college or public college or university, or any mass transit agency must use a biodiesel blend that contains 19%, unless the engine is designed or retrofitted to operate on a higher percentage of biodiesel or on ultra low sulfur fuel. Allows, in December, January, February, and March, a biodiesel blend of at least 10% to be used. Effective immediately.

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services, as the lead State agency responsible for administering Supplemental Nutrition Assistance Program (SNAP) benefits to eligible Illinois residents, to submit a SNAP Food Restriction Waiver to the U.S. Department of Agriculture's Food and Nutrition Service to modify allowable purchases under the SNAP program by excluding from the definition of "eligible food" candy, prepared desserts, carbonated and noncarbonated soft drinks, certain fruit and vegetable juices containing 50% or less of natural fruit or vegetable, energy drinks, and other specified beverage mixes and concentrates. Provides that upon federal approval, the Department shall ensure that SNAP recipients are notified and informed of the SNAP Food Restriction Waiver, the specific food items and beverages restricted under the waiver, and the implementation date for the waiver. Requires the Department to also engage directly with SNAP-authorized retailers to prepare them to comply with the SNAP Food Restriction Waiver.

Creates the Protection from Vehicle Impacts Act. Provides that the owner or operator of a residential care facility shall install and maintain vehicle impact protection devices in front of all public entrances of the facility. Provides that the owner or operator of a restaurant shall install and maintain vehicle impact protection devices (1) if the restaurant is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the restaurant has an outdoor dining area, then around any outdoor dining area. Provides that the owner or operator of a day care center shall install and maintain vehicle impact protection devices (1) if the day care center is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the day care center has an outdoor play area, then around any outdoor play area. Provides that the Department of Transportation shall adopt rules establishing the requirements for the vehicle impact protection devices required under the Act. Provides that the vehicle impact protection devices shall be designed to withstand, at minimum, an impact resistance level of 5,000 pounds at 30 miles per hour. Provides that the devices must have a minimum height of 3 feet and must be spaced 48 inches from inside edge to inside edge of the device. Provides that a municipality or a county may, by ordinance, require vehicle impact protection devices installed within the municipality to be manufactured from finished metal or have a decorative cover that is complementary to the design of the associated building, storefront, outdoor dining area, or day care center. Provides that the Department of Public Health shall require restaurants to comply with the Act. Amends the Nursing Home Care Act. Provides that the Department of Public Health shall require residential care facilities to comply with the Protection from Vehicle Impacts Act. Amends the Child Care Act of 1969. Provides that the Department of Early Childhood shall require day care centers to comply with the Protection from Vehicle Impacts Act.

Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Commits to exploring state-level solutions to support graduate education in health and human services professions, including but not limited to scholarships, grants, loan repayment assistance programs, and other workforce development initiatives. Expresses support for the licensed health and human services professionals in Illinois who serve our most vulnerable populations with skill, compassion, and unwavering commitment to the public good.

Amends the Landlord and Tenant Act. Prohibits a real estate broker or rental agent who rents or leases residential real estate as an agent of the landowner, landlord, lessor, or sublessor from demanding or receiving any payment or fee from a tenant or prospective tenant for any services as agent for any action arising out of the leasing of a residential rental property. Prohibits a landowner, landlord, lessor, or sublessor from demanding or requiring that a tenant or prospective tenant retain, hire, or engage a real estate broker or rental agent and pay the real estate broker or agent a fee or commission as a condition to applying for or leasing a residential rental unit. Authorizes a person alleging a violation of the Act to bring a civil action against the person or entity that is alleged to have violated this Act. Authorizes a court to award to the plaintiff injunctive relief, monetary relief, attorney's fees, and costs.

Amends the Civil Administrative Code of Illinois. Provides that, no later than January 1, 2027, the Secretary of State shall develop standards concerning the collection of personal identification information on forms used by the public to conduct business with the State. Provides that, no later than January 1, 2028, each State agency shall make changes to all forms prescribed by that State agency for use by the public to conform to the standards developed by the Secretary of State. Effective immediately.
