Amends the Personal Information Protection Act. Provides that a data collector shall not own, maintain, license, store, or disclose records that contain immigration or citizenship status information concerning an Illinois resident. Provides that the provision shall not apply to government agencies, public and private universities, or financial institutions. Provides that the definition of "personal information" includes immigration or citizenship status information. Defines "immigration or citizenship status information".

Creates the Hispanic-Serving Institutions Task Force Act. Creates the Hispanic-Serving Institutions Task Force. Sets forth provisions regarding administrative support, membership, compensation, meetings, and hearings. Requires the Task Force to assess the current landscape of Hispanic-serving institutions and emerging Hispanic-serving institutions in the State; identify barriers to student access, retention, and completion; review existing State policies, funding formulas, and accountability frameworks to determine their impact on Hispanic-serving institutions and their students' success; examine best practices from other states related to supporting Hispanic-serving institutions; develop recommendations to improve access to and success in higher education for students, strengthen institutional capacity, improve coordination between State agencies and Hispanic-serving institutions, align Hispanic-serving institutions' efforts with State workforce and economic development priorities, and consider the feasibility of creating a permanent State initiative, designation, or funding mechanism to support Hispanic-serving institutions. Requires the Task Force to submit a written report to the Governor and the General Assembly on the Task Force's findings and recommendations for legislative, administrative, or budgetary action. Requires the Board of Higher Education and the Illinois Community College Board to each post the report on their respective public websites. Dissolves the Task Force upon the submission of its report to the Governor and General Assembly. Repeals the Act on January 1, 2029. Effective immediately.

Amends the Evaluation of Certified Employees Article of the School Code. Prohibits an evaluator from using an artificial intelligence tool to assign a numerical score or qualitative rating for any component of a teacher's evaluation or any evaluation task that requires professional judgment. However, allows an artificial intelligence tool to be used to support the evaluator in administrative tasks.

Amends the Illinois Municipal Code. Provides that the corporate authorities of a that the corporate authorities of a municipality may require the owner or occupant of any premises to keep the sidewalks abutting the premises maintained in reasonable condition, including keeping the sidewalk free from snow and other obstructions and making repairs as needed (rather than keep the sidewalks abutting the premises free from snow and other obstructions). Provides that the corporate authorities of a municipality may regulate the use and maintenance of parkways and may require the owner, lessee, and occupant of any property abutting a parkway to be responsible for maintenance of the parkway, including, but not limited to, cleanup and disposal of refuse, waste, and garbage in the parkway; watering and fertilizing plants, trees, and grasses in the parkway; and the routine care of the lawn of the parkway, including, but not limited to, watering, weeding, and mowing of the lawn of the parkway.

Amends the Regional Transportation Authority Act. In provisions concerning taxes collected in DuPage, Kane, Lake, McHenry, and Will Counties and paid directly to the counties, provides that the county board of each county shall use those amounts to fund operating and capital costs of, among other things, facilities of county law enforcement. Provides that the funds shall be divided equally among all entities. Deletes provisions requiring that the funding the counties receive under the provisions shall not be used as the basis for reducing any funds that the counties would otherwise have received from the State, the Regional Transit Authority, the Commuter Rail Division, the Suburban Bus Division, or the Chicago Transit Authority. Makes other changes.

Amends the Department of Human Services Act. Provides that the purpose of the amendatory Act is to authorize the Department of Human Services to identify, develop, and manage the administrative infrastructure needed to support existing and future short-term universal newborn home visiting services. Provides that in carrying out this work, the Department may consider the recommendations contained in the Early Childhood Comprehensive Services grant report when adopting rules to support implementation. Provides that by January 1, 2028, the Department of Human Services may do the following: (1) create and maintain a list of the voluntary universal newborn home visiting models that align with the State's priorities for approach and outcomes and that may inform future local implementation or support existing State grants; (2) coordinate with relevant State agencies to support implementation of State-administered funding for local programs; request, collect, and report available data from universal newborn home visiting implementers and develop recommendations for future data collection and data infrastructure; and develop criteria for prioritizing future State funding, including the identification of communities for potential universal newborn home visiting implementation; and (3) consult, coordinate, and collaborate with relevant stakeholders when designing the infrastructure to support universal newborn home visiting services. Provides that funds received for the purposes of the amendatory Act shall supplement, and not supplant, existing or new federal, State, or local funding for these universal newborn home visiting services. Permits the Department to adopt rules. Effective July 1, 2027.

Amends the Illinois Vehicle Code. Allows for the issuance of the OSF Children's Hospital of Illinois decal. Provides that for the original issuance of the decal, a $25 fee shall be charged, with $10 to the OSF Children's Hospital of Illinois Fund and $15 to the Secretary of State Special License Plate Fund. Provides that for the renewal of the decal, a $25 fee shall be charged, with $23 to the OSF Children's Hospital of Illinois Fund and $2 to the Secretary of State Special License Plate Fund. Creates the OSF Children's Hospital of Illinois Fund. Makes a conforming change in the State Finance Act.

Amends the Abused and Neglected Child Reporting Act. In the definition of "abused child", provides that an abused child means a child whose parent or immediate family member, or any person responsible for the child's welfare, or any individual residing in the same home as the child, or a paramour of the child's parent commits the act of grooming a child for the purpose of establishing or attempting to establish a romantic or sexual relationship (rather than commits the offense of grooming, as defined in the Criminal Code of 2012). Effective immediately.

Amends the Illinois Drainage Code. In provisions concerning the election of commissioners in districts organized under Farm Drainage Act and certain other districts, provides that an adult landowner is entitled to one vote per parcel of land owned by the owner. Specifies that, if a parcel of land is owned by more than one adult owner, then only one of the owners representing all of the owners may cast a vote per parcel. Provides that, by casting a vote, the voter certifies that the voter is the owner of the parcel. Provides that, if a parcel of land is owned by multiple owners, then the voter casting a vote certifies that a majority of the owners has granted the voter the authority to cast a vote on behalf of all the owners. Provides that, if a parcel of land is owned by an entity, then the person presenting himself or herself on behalf of the entity certifies that the person has the authority to vote on behalf of the entity. Provides that only people owning land in a district may be elected as a commissioner of the district. Provides that a commissioner holding the office that is being considered for election shall not be a judge of the election. Provides that the judges of election shall not be responsible for determining the ownership of any parcel of land. Provides that the judges of election may take reasonable measures to verify that no more than one person casts a vote for all the owners of any parcel. Provides that a person who willfully misrepresents the person's eligibility to cast a vote in an election under these provisions commits a Class A misdemeanor. Provides that the polls shall open at 4:00 p.m. (rather than 2:00 p.m.) and close at 6:00 p.m. (rather than 4:00 p.m.) unless the judges of election shall determine to hold the polls open a longer period to accommodate the voters. Provides that in no event shall the polls remain open later than 7:00 p.m. (rather than 6:00 p.m.).

Amends the Capital Development Board Act. Provides that each municipality and county shall provide the Capital Development Board a list of all residential high-rise buildings in their respective jurisdictions that: (1) were not subject to a requirement to include a sprinkler system at the time the building was constructed; and (2) either have a partial sprinkler system that does not cover all areas of the building, including living units, or have not been retrofitted with a sprinkler system. Provides that the requirement does not apply to a home rule municipality that has more than 2,000,000 inhabitants. Provides that the Capital Development Board shall not be held liable for the accuracy of the information.

Reinserts the provisions of the introduced bill with the following changes. In provisions concerning referral of licensed home services providers, changes the definition of "referral". Requires the Department of Public Health to distribute to each facility or establishment and publish on its website a one-page flyer that shall, at a minimum, contain the specified information. Requires establishments under the Assisted Living and Shared Housing Act, Community Living Facilities under the Community Living Facilities Licensing Act, and facilities under the Life Care Facilities Act to provide the flyer to any resident who is referred to home care services or who requests a referral for home care services. Removes penalty provisions. Effective January 1, 2027.

Amends the Election Code. Provides that, no later than January 1, 2028, the State Board of Elections shall develop or cause to be developed an additional option within the online voter registration system that permits a person who is eligible to register to vote and has a social security number but does not have an Illinois driver's license or State identification card to apply to register to vote or to update an existing voter registration by uploading a completed voter registration form. Sets forth procedures for the processing of online registration forms by a county clerk or board of election commissioners.

Amends the Charitable Games Act. Provides that noncash prizes shall be of nominal value or be donated to the organization conducting the game. Provides that civil penalties imposed under the Act shall not exceed $500 for each separate violation committed during the first event and $1,500 for each separate violation committed at subsequent events.
