Amends the Criminal Code of 2012, the Protective Orders Article of the Code of Criminal Procedure of 1963, Stalking No Contact Order Act, the Civil No Contact Order Act, and the Illinois Domestic Violence Act of 1986. Provides that a respondent alleged to have violated a plenary order of protection is presumed to have actual knowledge of the contents of the order if: (1) the respondent has been served with a summons that includes specified language, (2) the respondent has been served with the petition for the protective order, (3) the respondent has been held in default in the order of protection proceeding, and (4) the respondent has been served with an emergency protective order in the same proceeding that grants the same remedy, including any specifics, that the respondent is alleged to have violated. Effective January 1, 2028.

Amends the Public Employee Disability Act. Provides that, for purposes of provisions in the Act concerning disability benefits, "eligible employee" includes any part-time or full-time county correctional officer or any other full-time or part-time employee of a county sheriff. Provides that, when an eligible employee suffers an injury in the line of duty that causes the employee to be unable to perform the employee's duties, the employing public entity shall continue to provide health insurance benefits on the same terms and conditions as were in effect immediately prior to the injury.

Creates the Workplace Accountability in Labor Act. Provides that the Department of Labor may post to a list on its website the name of any person found to be in violation of any State wage, benefit, or tax law and against whom a final order has been issued. Provides that a person placed on the list shall be prohibited from contracting with any public body until the liability for violations of State wage, benefit, and tax laws has been resolved to the satisfaction of the Director of Labor. Sets forth additional procedures concerning a person's placement on the list.

Amends the Firearm Owners Identification Card Act. Provides that, if the Illinois State Police fails to renew a Firearm Owner's Identification Card within 60 business days, provided the applicant submitted his or her renewal application prior to the expiration of his or her Firearm Owner's Identification Card, the renewal application for the Firearm Owner's Identification Card shall be granted unless subject to revocation or suspension. Provides that failure of the Illinois State Police to approve or deny an application or renew an application within the time frames under these provisions shall constitute a civil violation and, in addition to any other penalty provided by law, may incur a civil penalty in an amount not to exceed $500 for each violation and, in the case of a continuing violation, every day the violation continues shall be deemed a separate violation. Provides that penalties shall be collected by the State Treasurer, who shall deposit the money into the General Revenue Fund.

Amends the Open Space Lands Acquisition and Development Act. Provides that the Department of Natural Resources shall prioritize projects that incorporate construction, materials, designs, products, or technologies that increase accessibility and usability beyond the highest standards established under the federal Americans with Disabilities Act (ADA) or federal regulations promulgated under that Act. Requires the Department to adopt rules to establish this priority within its grant application review process under the Open Space Lands Acquisition and Development Act. Effective immediately.

Reinserts the provisions of the introduced bill with the following changes. Provides that for additional purposes of the amendatory provisions, a student initiates sexual activity with another individual without that individual's consent if the other individual did not agree to participate in the sexual act or was unconscious, asleep, surprised, intoxicated, or drugged and, as a result, was not aware of, did not know of, did not perceive, or was not cognizant of the sexual act or the nature of the sexual act or if the other individual has a disability that made the individual unable to understand the nature of the sexual act, unable to consent to the sexual act, or incapable of resisting the sexual act; and a student initiates a sexual assault if the other individual did not agree to the sexual penetration or was unconscious, asleep, surprised, intoxicated, or drugged and, as a result, was not aware of, did not know of, did not perceive, or was not cognizant of the sexual penetration or the nature of the sexual penetration or if the other individual has a disability that made the individual unable to understand the nature of the sexual penetration, unable to consent to the sexual penetration, or incapable of resisting the sexual penetration. Provides that expulsion under the amendatory provisions shall be construed in a manner consistent with Title IX of the federal Education Amendments of 1972. Provides that expulsion under the amendatory provisions shall comply with other expulsion procedures. Effective immediately.

Amends the School Code. Provides that the statement included in the State Board of Education's list of the identified days and dates of cultural, religious, or other observances shall also encourage schools to avoid, if possible, scheduling significant academic deadlines or major school events on the identified days and dates of cultural, religious, or other observances. Provides that upon the posting and distribution of the list, a district superintendent shall distribute information to all faculty and staff about upcoming days and dates of cultural, religious, or other observances. Requires these days and dates to also be acknowledged and posted on official school or administrative calendars. With respect to a child being excused from attending school because of religious reasons, provides that if the exact date of the absence cannot be determined more than 5 days in advance due to the use of a lunar or other nonfixed calendar, notice of the child's absence shall be given as soon as reasonably possible. Provides that any child excused from attending school because of religious reasons shall be granted reasonable academic accommodations without penalty. Requires a district superintendent's procedures regarding a student's absence for religious reasons to include guidance on adjustments to academic schedules, assignments, or major school events.

Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of coursework that has been authorized by the State Board of Education as meeting the requirements for an approved career and technical education course (rather than requiring the successful completion of 2 years of foreign language courses). Provides that a pupil who satisfies either course requirement is deemed to have satisfied the requirement for one year of music, art, foreign language, career and technical education, or forensic speech. Effective immediately.

Creates the Department of Natural Resources Sahara Woods State Recreation Area Act. Authorizes the Department of Natural Resources to enter into a public-private agreement to develop, construct, finance, lease, manage, and operate campground facilities at Sahara Woods State Recreation Area. Authorizes the Director of Natural Resources to enter into discussions with interested persons prior to soliciting requests for proposals. Directs the Department to comply with specified provisions of the Illinois Procurement Code. Describes the request-for-proposal process that is to be employed. Contains provisions concerning the payment of prevailing wages and the use of project labor agreements. Specifies that the term of any public-private agreement entered into under the Act shall be no less than 25 years and no more than 99 years. Defines terms. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a business to offer a consumer a different purchase price for the same product based solely on whether the consumer purchases the product at a physical location operated by the business or through a website or mobile application operated by the business, if the business maintains: (1) a physical location in the State where a consumer may purchase products; and (2) a website or mobile application that allows a consumer to purchase a product and pick up the product at a physical location. Provides that nothing in the provision shall be construed to prohibit a business from offering a coupon, discount, promotion, or sale for a product if the discounted price is offered on equal terms to a consumer who purchases the product at a physical location operated by the business and to a consumer who purchases the product through a website or mobile application operated by the business.
