Amends the Cannabis Regulation and Tax Act. Adds provisions authorizing the Department of Agriculture to issue a transfer site endorsement for licensed cannabis transporters with a social equity designation. Provides that the endorsement allows operation of secure transfer sites for short-term storage and logistical consolidation of cannabis or cannabis-infused products. Sets conditions for use, security requirements, insurance, and compliance standards. Requires coordination with local zoning authorities and rulemaking by the Department. Makes related changes to findings and definitions.

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying on or after January 1, 2027, the State tax credit shall be calculated as though the decedent's federal taxable estate did not include the decedent's business interest in a manufacturing business located in this State. Defines "manufacturing business". Effective immediately.

Amends the Birth Control Services to Minors Act. Provides that any minor may give effective consent for contraceptive services or supplies and the consent of no other person is required. Provides that for such purposes, a minor is deemed to have the same legal capacity to act and has the same powers and obligations as a person of legal age.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that a licensee shall not receive continuing education credit toward the renewal of a professional license for any continuing education course, program, seminar, instruction, webinar, or other educational activity that promotes, instructs, or provides guidance on the performance of prohibited services, treatments, practices, or procedures. Provides that a determination of whether continuing education credit is permitted under the amendatory Act shall occur only in the course of a continuing education audit or license renewal audit conducted by the Department of Financial and Professional Regulation. Provides that approval by the Department of a continuing education provider or continuing education course does not supersede the provisions of the amendatory Act. Provides that nothing in the amendatory Act shall be construed to require the Department to proactively review, pre-approve, evaluate, monitor, or otherwise assess continuing education content restrictions under the amendatory Act outside of an audit process. Effective January 1, 2027.

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that a person commits the crime of violation of an order of protection under the Criminal Code of 1961 or the Criminal Code of 2012 if the person, in violation of an order to surrender the person's firearms and firearm parts, knowingly transfers a firearm or firearm parts to the respondent or otherwise allows the respondent access to a firearm or firearm parts. Provides that, if the law enforcement agency seeks to correct or negate the warrant for the seizure of the respondent's firearms and firearm parts, it shall take reasonable steps to notify the petitioner before appearing before the court. Makes technical changes.

Amends the Illinois Gambling Act. Provides that, upon request by an owners licensee authorized to conduct casino gambling in the City of Waukegan and upon a showing of good cause by the owners licensee, the Illinois Gaming Board shall extend the period during which the licensee may conduct gaming at a temporary facility by up to 48 (rather than 30) months. Effective immediately.

Amends the Department of Human Services Act. Provides that all housing assistance payments payable from funds appropriated to the Department of Human Services in State Fiscal Year 2027 for the purpose of providing ongoing housing assistance to long-term care residents seeking to transition to less restrictive community housing shall be structured to ensure that housing assistance recipients pay no more than 30% of their income as housing costs and may relocate to a different residence that meets applicable Department rules without losing eligibility for such housing assistance payments. Effective July 1, 2026.

Amends the Permits Article of the Size, Weight, Load and Permits Chapter of the Illinois Vehicle Code. Allows the Department of Transportation and local authorities, with respect to highways under their respective jurisdictions, in their discretion and upon application in writing, to issue a special permit for limited continuous operation, authorizing the applicant to move loads of logging products on a specified vehicles. Provides that the fees for special permits for increased axle loads to be used for hauling logging products is $5 per axle.

Reinserts the provisions of the bill and makes these changes. Changes the definition and references from "dependency or dependent" to "dependency or dependent on the court". Defines "dependent on the court" to mean a child is under the jurisdiction of a "juvenile court", the child was adjudicated at any time by a court acting under the Act's authority as abused, neglected, or abandoned as defined in the Act, and the child is in need of oversight and supportive services as determined by the court. Defines "juvenile court" to mean a court located in the United States that has jurisdiction under state law to make judicial determinations concerning the custody, guardianship, abuse, neglect, dependency, or protection of a juvenile and is authorized to issue orders, make factual findings and determinations concerning such matters as parental reunification, best interest of minors, including such findings necessary to enable a child who files a petition under the Act to petition the United States Citizenship and Immigration Services. Provides that findings made under the Act may not be used in any manner that is inconsistent with existing law relating to the physical custody or placement of a minor child. Effective immediately.

Amends the Employment of Teachers Article of the School Code with respect to the removal or dismissal of teachers in contractual continued service. In provisions specifying that if a decision of a hearing officer for dismissal or of a school board for dismissal for cause is adjudicated upon review or appeal in favor of a teacher, then the trial court shall order reinstatement and shall remand the matter to the school board with direction for entry of an order setting the amount of back pay, lost benefits, and costs, less mitigation, provides that, post reinstatement, the mutually selected hearing officer shall maintain jurisdiction over the back pay so that the teacher may challenge and the hearing officer may potentially amend the school board's order setting the amount of back pay, lost benefits, interest, and costs, including, but not limited to, attorney's fees, less mitigation, through an expedited arbitration procedure, with the costs of the arbitrator borne by the school board (rather than providing that the teacher may challenge the school board's order setting the amount of back pay, lost benefits, and costs, less mitigation, through an expedited arbitration procedure, with the costs of the arbitrator borne by the school board).

Amends the Firearm Owners Identification Card Act. Makes changes to the statement that must appear on a Firearm Owners Identification Card that qualifies for a photograph exemption. Provides that such a card shall have printed on it the following: "This card is valid for firearm purchases through a federally licensed firearms dealer when presented with photographic identification, such as a REAL ID compliant or standard State-issued driver's license, a REAL ID compliant or standard State-issued identification card, or a United States passport." Effective immediately.

Amends the Cigarette Tax Act. Provides that 2% of the moneys received under that Act, the Cigarette Use Tax Act, and the tax imposed on little cigars under the Tobacco Products Tax Act of 1995 shall be deposited into the University of Illinois Cancer Center Fund. Amends the State Finance Act to create the University of Illinois Cancer Center Fund. Provides that moneys in the Fund shall be used by the University of Illinois Cancer Center for purposes of cancer research, patient care, and operating expenses of the Cancer Center. Effective immediately.
