Creates the Digital Advertising Tax Act. Imposes a tax on the portion of a person's annual gross revenue that is derived from digital advertising services in the State if the person's total revenue derived from digital advertising in the State exceeds $150,000,000. Provides that the tax is imposed at the rate of 10% of the annual gross revenues derived from digital advertising services in the State. Effective immediately.

Amends the Environmental Protection Act. Establishes the Renewable Fuels Infrastructure Program, administered by the Department of Agriculture. Allows grants to be awarded from the Renewable Fuels Infrastructure Fund, which is created as a special fund in the State treasury, for the installation of equipment for the storage and dispensing of fuels with higher blends of ethanol or biodiesel feedstock, according to the application and eligibility requirements established by rule by the Department of Agriculture. Requires the Comptroller and Treasurer to transfer, from June 1, 2026, to June 30, 2027, $3,000,000 each calendar quarter from the Underground Storage Tank Fund to the Renewable Fuels Infrastructure Fund. Provides for eligibility for grant funding and eligible expenditures from the fund. Makes conforming changes to the State Finance Act. Effective immediately.

Amends the Illinois Insurance Code. Provides that an individual or group policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2027 that provides coverage for durable medical equipment that is authorized or prescribed by a physician licensed to practice medicine in all its branches shall provide the same level of coverage for durable medical equipment that is authorized or prescribed by a different health care practitioner who lawfully prescribes or orders home medical equipment and services or uses home medical equipment and services to treat the health care practitioner's patients. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to establish the same requirement under the provisions of those Acts. Effective immediately.

Reinserts provisions of the bill with these changes. Authorizes a circuit court clerk of any county to develop and maintain a will depository. Provides a procedure for the clerk to accept for safekeeping a will that is defined as a document intended to be a testamentary instrument. Defines "depositor" as the person who is delivering the will for deposit and includes the testator, who is a resident in the county where the will is being deposited or a person authorized by court order. Creates a procedure for the clerk to follow in accepting, keeping, and returning these documents. Allows the clerk to charge a fee of up to $25 for each will deposited, and the clerk may not collect a separate fee for additional documents concurrently deposited in relation to a single testator or for a single joint will prepared for a husband and wife. During the lifetime of the testator, the clerk may release the deposited will only to the testator in person upon proof of identity or pursuant to an order. Makes other changes.

Amends the Illinois Income Tax Act. Creates an income tax deduction for gratuities that are included in the taxpayer's federal adjusted gross income. Creates an income tax deduction for the amount of overtime compensation that is paid to the taxpayer during the taxable year and that is included in the taxpayer's federal adjusted gross income. Effective immediately.

Creates the Automated Driving Systems Development Act. Provides that the operation of highly automated vehicles participating in an automated vehicle pilot project is subject to all applicable federal and State laws. Sets forth eligibility requirements for participation in an automated vehicle pilot project. Establishes the application process for participation in an automated vehicle pilot project. Creates a review committee within the Department of Transportation. Requires the Secretary of State to develop a driving test to evaluate the capability of highly automated vehicles to safely operate on State roads. Sets forth permit requirements and requirements concerning the suspension, revocation, and reinstatement of a permit. Creates reporting and data sharing requirements. Contains other provisions. Effective immediately.

Amends the School Code. Requires every public elementary and high school to include in its curriculum the study of the contributions made by Latin Americans to the economic, cultural, social, and political development of the United States. Provides that the regional superintendent of schools shall monitor a school district's compliance with the requirement during the regional superintendent's annual compliance visit and make recommendations for improvement. Provides that the failure by a school district or school to comply with the requirement shall result in a written warning for the first offense, and if the school district or school continues to fail to comply with the requirements, the school district or school shall face disciplinary action at the discretion of the regional superintendent. Requires the State Superintendent of Education to prepare and make available to all school boards instructional materials and professional development opportunities that may be used as guidelines for the development of a Latin American unit of study. Effective August 1, 2026.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that beginning July 1, 2026, the Department of Human Services shall reissue the original cost and wage survey for costs associated with the administration of services to persons with intellectual and developmental disabilities in community day services that was contained in the Department's Guidehouse Rate Study. Provides that the cost and wage survey shall be used to effectuate rate increases in transportation funding for the administration of community day services to persons with intellectual and developmental disabilities and may include provider contact information, total costs of employee salaries and benefits, staff turnover, and other information. Requires the Department to adopt rules. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to file an amendment to the Home and Community-Based Services Waiver Program for Adults with Developmental Disabilities that removes the 5 hour per day billing maximums at community day services. Provides that the amendment shall not modify monthly and yearly billing maximums for community day services. Provides that implementation is contingent on federal approval. Effective July 1, 2026.

Allows the school board of a school district to use an adopted and verified program for e-learning days district-wide that permits student instruction to be received electronically while students are not physically present on an election day because a school was selected to be a polling place (rather than adopt a research-based program for e-learning days district-wide that shall permit student instruction to be received electronically while students are not physically present because a school was selected to be a polling place). Provides that e-learning days used for this purpose may not be counted in lieu of the district's scheduled emergency days.

Amends the Illinois Controlled Substances Act. Provides that the Prescription Monitoring Program does not apply to testosterone, mifepristone, misoprostol, GnRH analogues, or estrogen. Provides that the Department of Human Services shall purge from the records of the Prescription Monitoring Program all existing information concerning the prescribing or dispensing of testosterone, including any such information contained in the central repository or database, on or before January 1, 2027, and shall ensure that no further records concerning the prescribing and dispensing of testosterone are created or maintained by the Prescription Monitoring Program. Provides that the Department shall update and adopt rules consistent with the provision no later than January 1, 2027. Effective immediately.

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services to, subject to available funding, establish a Families Receiving Emergency Support for Hunger (FRESH) Program to provide FRESH benefits to households subject to termination of the household's Supplemental Nutrition Assistance Program (SNAP) benefits, or a reduction in the household's monthly SNAP benefit allotment, if the termination or reduction in SNAP benefits occurred as a result of one or more members of the household failing to meet federal SNAP work requirements. Provides that, for eligible households whose SNAP benefits were reduced or terminated, FRESH benefits shall be provided as a one-time lump sum payment distributed via an Electronic Benefits Transfer card. Requires the Department to make FRESH program applications available online and at local Family and Community Resource Centers immediately upon the first of the month following the effective date of the amendatory Act. Provides that an application for FRESH benefits shall not be deemed an application for any other public aid provided under the Code. Requires the Department to provide within a specified time frame FRESH benefits to households' that experience a reduction or termination of SNAP benefits prior to or after the first month following the effective date of the amendatory Act, if certain application submission deadlines are met. Requires the Department to publish monthly data reports on the FRESH program and to include such data in the Department's annual report to the General Assembly. Prohibits the Department and local governmental units from considering a household's receipt of FRESH benefits when determining the household's eligibility for other assistance provided under the Code. Provides that the provisions of the amendatory Act are inoperative on and after January 1, 2028. Effective immediately.

Amends the Illinois Vehicle Code. With regard to the examination of applicants for a driver's license, allows the Secretary of State to adopt rules regarding the administration of the demonstration of the applicant's ability to exercise ordinary and reasonable control of the operation of a motor vehicle by driver training schools licensed by the Secretary. Amends the Cycle Rider Safety Training Act. Provides that a dealer provider shall not adopt any policy, requirement, or expectation regarding an employee's manner of dress outside of the employee's scheduled work hours, nor may the provider pose any questions regarding such on job applications or during interviews with potential employees. Provides that a dealer provider may provide cycle rider safety training courses to the public for a fee which shall not be refunded. Provides that a dealer provider may set up ranges and courses without responding to notices from the Department of Transportation and is ineligible for grant funds from the Cycle Rider Safety Training Fund. Sets forth requirements and prohibitions for a dealer provider that offers courses. Makes other changes. Effective January 1, 2027.

Amends the School Code. In provisions concerning State goals and assessment, provides that a student may not be considered proficient in mathematics or English language arts with a score on the Illinois Assessment of Readiness that is lower than 750/850, nor may a student be considered proficient in science with a score on the Illinois Science Assessment that is lower than 812/850. Provides that for the assessment administered by the State Board of Education for the purpose of student application to or admission consideration by an institution of higher education, a student may not be considered proficient in mathematics with a score that is lower than 22 on the ACT or its recognized equivalent, nor may a student be considered proficient in English language arts with a score that is lower than 42 on the ACT or its recognized equivalent. Effective immediately.

Amends the Criminal Code of 2012. Provides that it is unlawful for any person to, without the consent of another person, operate an unmanned aerial vehicle in a manner that: (1) is intended to cause the unmanned aerial vehicle to enter the space above or surrounding the other person's occupied residence for the purpose of making a video record or transmitting live video or audio recordings of the other person while the other person is: (A) within his or her occupied residence; or (B) on the land or premises on which his or her occupied residence is located; and (2) invades the other person's reasonable expectation of privacy. Provides that it is unlawful for the person to knowingly disseminate a video record or live video made in violation of these provisions. Defines "unmanned aerial vehicle". Provides that a violation is a Class A misdemeanor.
