Reinserts the provisions of the introduced bill. Deletes provisions that a person commits the crime of violation of an order of protection if the person, knowingly transfers a firearm or firearm parts to the respondent or otherwise allows the respondent access to a firearm or firearm parts. Makes other changes to protective order remedies. Amends the Criminal Code of 2012. Provides that a person commits unlawful sale or delivery of firearms when the person gives a firearm or firearm parts to or allows a respondent in an order of protection action access to a firearm or firearm parts in violation of a court order under the Protective Orders Article of the Code of Criminal Procedure of 1963 or the Illinois Domestic Violence Act of 1986. Provides that a violation is a Class A misdemeanor for a first violation and a Class 4 felony violation for a second or subsequent violation.

Amends the Illinois Vehicle Code. Provides that the design and color of registration plates shall be wholly within the discretion of the Secretary of State. Provides that plates for veterans with disabilities who have been approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act shall pay a specified fee (instead of $24). Authorizes the Secretary to suspend or revoke a certificate or the special plates issued to tow truck or wrecker operator upon determining that the person is not lawfully entitled thereto or has made or knowingly permitted any illegal use of the plates or has committed fraud in the registration of vehicles or failed to give notices of transfers. Prohibits a vehicle from being registered in the name of a person who is not an owner or lessee of that vehicle. Requires a vehicle owner seeking to register a vehicle in the State to register that vehicle to a State address. Provides that it is a violation for a person to alter, forge, or counterfeit a license plate or digital license plate. Provides that if no assignable title is available when auctioning a vehicle, the auctioneer or dealer must apply for Illinois title for the purpose of assigning title. Provides that the renewal fee for licenses and permits issued to 18, 19, and 20 year olds is $5. Provides that the Secretary shall issue a meter-exempt decal or device to the parent of a person with a disability who is under 18 years of age and incapable of driving or the legal guardian of a person with a disability incapable of driving. Makes other changes.

Amends the Illinois Procurement Code. In provisions concerning small business set-asides, provides that (i) no manufacturing business is a small business if it employs more than the number of persons set forth in the small business size standard for its specific industry, as established by the United States Small Business Administration (currently, 250 persons); and (ii) no construction business is a small business if its annual sales and receipts exceed the small business size standard for its specific industry, as established by the United States Small Business Administration (currently, $14,000,000). Effective immediately.

Amends the Illinois Controlled Substances Act. Provides that, in cases a controlled substance scheduled, rescheduled, or deleted as a controlled substance under federal law and notice is provided to the Department of Human Services and the Department does not take action within 30 days, at the conclusion of the 30th day the substance shall be considered scheduled, rescheduled, or deleted in the same manner as the federal law unless within that 30-day period the Department objects, or a party adversely affected files with the Department substantial written objections objecting to inclusion, rescheduling, or deletion. Provides that all interested parties have an opportunity to be heard at a public hearing to be held no later than 45 days after the statement of objection. Provides that after the public hearing, the Department shall publish its decision within 14 days of the conclusion of the public hearing. Effective immediately.

Provides that the benefit cost analysis conducted for any crime prevention programs shall include data and information provided by crime prevention programs, victims rights groups, and law enforcement agencies in the State.

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Requires the Department of Transportation, in consultation and collaboration with the Department of Central Management Services and the Capital Development Board, to develop one or more standards for State purchases of appliances, concrete, asphalt, steel, and other building materials, subject to appropriation or the award of grant funding for this purpose. Provides that in developing these standards, the establishment of a maximum acceptable Global Warming Potential standard, as well as ways to promote and facilitate the use of life cycle assessments and environmental product declarations, shall be considered when considering bids for State-funded infrastructure projects.

Amends the Courses of Study Article of the School Code. Provides that a school district is exempt from requiring pupils, beginning with the 2028-2029 school year, to complete 2 years of foreign language in order to graduate if the school district sends a written request to waive the requirement to the State Board of Education and includes evidence in the request that the school district does not have the employees necessary to provide 2 years of foreign language education to all pupils in secondary school within the school district. Provides that after receiving a written request from a school district, the State Superintendent of Education shall approve the request if the evidence included in the request is determined by the State Superintendent to be sufficient. Provides that a pupil is exempt from the 2-year foreign language requirement if the pupil or a school counselor, in consultation with the pupil, develops a postsecondary plan that is centered around postsecondary opportunities that do not include postsecondary education through an institution of higher education. Provides that the pupil or the school counselor shall send the postsecondary plan to the superintendent of the school district in order to be exempt from the 2-year foreign language requirement. Effective July 1, 2026.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In provisions concerning implicit bias awareness training, provides that, on and after January 1, 2027, a course covering the topics of perimenopause and menopause may count toward the requirement that a health care professional who has continuing education requirements complete at least a one-hour course in training on implicit bias awareness per renewal period. Defines "menopause" and "perimenopause". Effective January 1, 2027.

Creates the Racing Facility Protection Act. Provides that a person licensed under the Illinois Horse Racing Act of 1975 or any person that owns a motorsport racing facility that is authorized to conduct motorsport racing by a recognized national authority or a unit of local government may not be subject to a civil action brought by a surrounding property owner to the racing facility or racetrack for allegations of nuisance, taking, or other theory if the racing facility or racetrack was built before the surrounding real property owner either purchased the real property or built in the area of the racing facility or racetrack.

Amends the Public Utilities Act. In provisions concerning the certification of alternative retail electric suppliers, provides that the alternative retail electric supplier shall publish notice of its application in the official State newspaper within 14 days (rather than 10 days) following the date of its filing. Provides that, no later than 60 days (rather than 45 days) after a complete application is properly filed with the Commission, and such notice is published, the Commission shall issue its order granting or denying the application. Provides that, in determining the level of technical, financial, and managerial resources and abilities which an applicant must demonstrate, the Commission shall consider the applicant's commitment of resources to the management of its sales and marketing staff through affirmative managerial policies, independent audits, technology, hands-on field monitoring, and training and, for applicants who have sales personnel or sales agents within the State, the applicant's managerial presence within the State. Provides that the Commission shall grant the application for a certificate of service authority if it finds, among other things, that the applicant will comply with all applicable federal, State, regional, and industry rules, policies, practices, procedures, and tariffs for the use, operation, and maintenance of the safety, integrity, and reliability, of the interconnected electric transmission system.

Amends the Counties Code. In provisions about commercial wind energy facilities and commercial solar energy facilities, removes changes made by Public Act 102-1123. Provides that any provision of a county zoning ordinance pertaining to wind farms, commercial wind energy facilities, or commercial solar energy facilities that was in effect before January 27, 2023 may continue in effect notwithstanding any changes made in Public Act 102-1123 and, if applicable, any provision of a county zoning ordinance pertaining to wind farms that was in effect before August 16, 2007 may continue in effect notwithstanding the changes made in Public Act 95-203.
