Amends the Code of Civil Procedure. Creates an eviction moratorium for residential real estate for a 12-month period against a tenant or a member of the tenant's household who: (1) has been unable to work for any period of time because of detention by immigration authorities within the previous 12 months; or (2) has experienced termination of benefits under the federal Supplemental Nutrition Assistance Program (SNAP), Medicaid, or Social Security within the previous 12 months; and (3) the detention or benefit termination has materially affected the tenant's ability to pay the agreed rent. Provides that the court may issue a residential eviction order if a covered tenant poses a direct threat to the health and safety of other tenants or an immediate and severe risk to property. Prohibits a residential landlord from commencing or continuing a residential eviction action a tenant who has provided the landlord with a declaration that the tenant is a covered tenant under the Act during the 12-month period. Prohibits a residential landlord from charging any fees, penalties, or other charges related to the nonpayment of rent by a covered tenant during the 12-month period. Provides that nothing in the Act may be construed as relieving any individual of the obligation to pay rent or comply with any other obligation that an individual may have under a lease or rental agreement. Provides that the Illinois Housing Development Authority may adopt rules to create the required form for a declaration.

Amends the Unified Code of Corrections. Creates the End-of-life Care Peer Support Program. Provides that the program is available to terminally ill persons committed to the Department of Corrections. Provides that the program shall be administered by the Department of Corrections in partnership with certain health care providers. Provides that individual patients may accept or decline care or participation in the program. Provides that individual patients shall define the scope of peer support, including the option to opt out of certain aspects of support. Provides that patient care plans shall be developed with the individual patient, the patient's peer support attendants, and the interdisciplinary team. Provides that participating patients shall be subject to the least restrictive security measures possible, with access to comfort items such as blankets, memorabilia, music, and books. Provides that participating patients shall have the following rights: (1) the right to dignity, privacy, respect, and culturally competent care; (2) the right to request peer support services; (3) the right to refuse services; and (4) the right to request family visitation. Provides that all participants in the program, including patients and peer support attendants, shall have access to grief counseling and mental health care services as needed. Provides that the program shall be funded through: (1) the Individual Benefit Fund; (2) direct appropriations from the General Revenue Fund; and (3) federal appropriations if applicable.

Provides that the amendatory Act may be referred to as the Safe Voting Act. Amends the Election Code. Provides that a person who, in good faith, attends a polling place, ballot drop box, or election authority for the purpose of casting a vote, including early voting, or submitting a vote by mail ballot, and is legally qualified under the laws of this State to cast the vote or submit the ballot, is privileged from civil arrest while going to, remaining at, and returning from the polling place, ballot drop box, or election authority. Sets forth provisions concerning civil damages and limitation of the provision.

Amends the Clerks of the Courts Act. Increases the filing fee and appearance fee in civil actions. Requires $5 of those fees to be deposited into the Guardianship and Advocacy Fund. Provides that no fee may be charged for accounts filed for guardianships established for minors under the Minors Article of the Probate Act of 1975 or for disabled adults of the Probate Act of 1975. Provides that no fee may be charged for a commitment petition or petition for discharge under the Mental Health and Developmental Disabilities Code. Repeals the provisions imposing the guardianship and advocacy operations fee.

Amends the Illinois Power of Attorney Act. Deletes two reasons for which it is deemed reasonable cause for a third party to refuse to honor a power of attorney for property: (i) the refusal by the agent to provide a copy of the original document that is certified to be valid by an attorney, a court order, or governmental entity; and (ii) the refusal of the principal's attorney to provide a certificate that the power of attorney is valid.

Amends the Higher Education Student Assistance Act. Provides that beginning July 1, 2026, funds for the special education teacher scholarship program shall be continuously appropriated from the General Revenue Fund to the Illinois Student Assistance Commission. Provides that this requirement constitutes an irrevocable and continuing appropriation of all amounts necessary for the purpose specified by the requirement to the fullest extent such appropriation is required. Effective July 1, 2026.

Reinserts the provisions of the introduced bill with the following changes. In provisions amending the Fair Patient Billing Act, provides that, for any legal action initiated against a patient for unpaid medical debt, a hospital may not file for or be granted a lien upon that patient's primary residence (rather than that patient's primary residence or any other real property owned by the patient). Amends the Code of Civil Procedure. Provides that no judgment relating to unpaid medical debt may create a lien on real property owned by the patient against whom the judgment is entered that is the primary residence of the patient. Effective January 1, 2027.

Creates the Local Government Open Burn Permit Act. Provides that any county or municipality may adopt ordinances or resolutions establishing requirements for permits issued by it under the Act and may enter into intergovernmental agreements to implement the Act. Allows the Environmental Protection Agency to propose and the Pollution Control Board to adopt rules. Requires any person seeking to perform an open burn in a municipality or county to obtain a local government open burn permit from the municipality or county, respectively, where the burn is taking place in addition to any applicable open burn permit from the Illinois Environmental Protection Agency under the Environmental Protection Act and rules adopted under that Act. Requires every county and municipality to create an online publicly-accessible platform that contains certain information. Provides that municipalities and counties may charge up to $5 for each local government open burn permit, with the proceeds to be used for fire protection purposes. Provides for enforcement by a State's Attorney or the Attorney General, or a city attorney for ordinance violations authorized by the Act, and for a penalty of up to $100,000 for a person who conducts an open burn without a local government open burn permit, and a penalty of up to $500,000 for a person who conducts an open burn on a no burn day without a local government open burn permit. Limits home rule powers and functions. Defines terms. Effective immediately.

Amends the Automatic Contract Renewal Act. Provides that any person, firm, partnership, association, or corporation that sells or offers to sell any products or services to a consumer pursuant to a contract, where such contract automatically renews unless the consumer cancels the contract, shall provide a simple cancellation mechanism to the consumer.
