Amends the Specialized Mental Health Rehabilitation Act of 2013. Provides that each consumer shall be offered at least 15 hours of treatment programming per week and encouraged to attend the treatment domains that meet the consumer's needs, as reflected in the consumer's treatment plans. Provides that each consumer's program engagement and attendance shall be documented in the consumer's clinical record, and each consumer shall be prompted to attend programming regularly as documented in the consumer's clinical record at least quarterly. Effective July 1, 2026.

Creates the Cook County Juvenile Temporary Detention Center Juvenile Justice Reentry Program Act. Creates a data partnership among the Cook County Juvenile Temporary Detention Center, the Illinois State Police, the Illinois Criminal Justice Information Authority, the Administrative Office of the Illinois Courts, and the Department of Juvenile Justice to annually gather the following information on the population of youth served by the Cook County Juvenile Temporary Detention Center: (1) the total number of youth served during the reporting period; (2) the recidivism rate among those youth within 6 and 12 months post-release; (3) the age range and gender breakdown of those youth, with a focus on males between 13 and 20 years of age; (4) the demographic and geographic data (race, ethnicity, and home zip codes) of those youth; and (5) the primary re-offense categories and conditions of release for those youth. Provides that the Program shall equip families with the skills, resources, and mindset to support their child's reentry. Provides that the Program shall include: (1) social worker-led home readiness assessments; (2) at-home care specialists assigned to each youth or family for 90 to 180 days; and (3) trauma-informed parenting workshops and culturally competent counseling. Provides that the Program shall provides youth released from the Cook County Juvenile Temporary Detention Center with: (1) stable, affirming housing options and near-peer support; (2) partnered transitional housing units (non-carceral); (3) resident advisor mentors between 21 to 30 years of age, with an emphasis on persons who were primarily involved in the justice system; and (4) nightly check-ins, group circles, and restorative justice practices. Provides that the Program shall equip families with the skills, resources, and mindset to support their children's reentry. Provides that the Program shall be voluntary and shall have the participation of 15 to 20 male youth between 14 to 18 years of age released from the Cook County Juvenile Temporary Detention Center within a 90-day period. Provides metrics for evaluating the effectiveness of the Program. Provides that reentry and aftercare grant funding shall be provided by the Department of Human Services.

Reinserts the provisions of the introduced bill with the following changes. Makes changes to defined terms. Provides that the Department of Public Health shall require each EMS System to have a Department-approved Just Culture policy for evaluating and responding to human error, at-risk, reckless behavior, or failures to perform emergency and nonemergency medical services (instead of requiring the Department to publish a Just Culture Matrix) in accordance with the defined scope of practice of the EMS personnel, EMS System Program Plan, and rules established by the Department. Provides that the Just Culture policy shall be used when applying EMS System discipline or EMS System participation suspensions. Makes changes to the authority of the local System review board. Provides that the Department shall issue to EMS personnel a physical license or digital license (instead of requiring all EMS personnel to have access to a digital license), and provides that a licensee shall not be required to possess a copy of a physical license or a digital license on the licensee's person while on duty (instead of a licensee shall possess a copy of a physical license or a digital license). Makes other changes.

Amends the Animal Welfare Act. Provides that the animal shelter or animal control facility shall register a microchip in a national database with the adoptive owner's information at the time of adoption. Provides that the animal shelter or animal control facility shall retain documentation of the microchip and registration, and shall be searchable by microchip number. Provides that, if at any time after adoption, the adopted animal comes into the possession of an animal control agency, a law enforcement agency, another animal shelter, or a veterinarian, and that agency, shelter, or veterinarian requests information pertaining to the identity and location of the animal's adopter or the history of the animal, the adopting agency shall immediately provide that information to the requesting agency, shelter, or veterinarian. Provides that the information an animal shelter or animal control facility must provide to the adopter prior to the time of adoption shall include any behavior noted during interactions with the dog, including intake, walks, playgroups, socialization sessions, medical examinations, and other assessments; if the dog has killed a companion animal or livestock; and if the dog or cat has bitten any person at the facility or prior to admission. Provides that an animal shelter or animal control facility is prohibited from offering for adoption or transfer, giving away, rehoming, or placing any dog determined to be vicious or dangerous under the Animal Control Act.

Amends the Illinois Insurance Code. Prohibits an insurer, dental service plan corporation, professional service corporation, insurance network leasing company, or any other company or its contracted vendor that amends, delivers, issues, or renews an individual or group policy of accident and health insurance on or after the effective date of the amendatory Act from requiring a dental care provider to only accept payment from a credit card or electronic funds transfer, in addition to the existing prohibition on incurred fees to access and obtain payment or reimbursement for services provided. Provides that any insurer, dental service plan corporation, professional service corporation, insurance network leasing company, or any other company or its contracted vendor that amends, delivers, issues, or renews an individual or group policy of accident and health insurance may initiate or change payment methodology to a dental care provider using electronic funds transfer payments, including virtual credit card payments, if the specified conditions are met. Sets forth provisions concerning claim payment methodologies and fees for transmitting payments. Provides that the specified dental coverage reimbursement provisions shall not be waived by contract. Effective January 1, 2027.
