Amends the Election Code. Provides that only voting machines or voting systems approved by the State Board of Elections, as allowed under this Code, may be used by an election authority. Repeals the Direct Recording Electronic Voting Systems Article. Makes conforming changes. Provides that a "voting machine", "voting system", or "electronic voting system" does not mean a direct recording electronic voting machine or system or a machine or system that uses a computer as the marking device to mark a ballot sheet. Effective January 1, 2027.

Amends the Higher Education Student Assistance Act with respect to the Illinois Veteran grant program. Changes the definition of "qualified applicant" to include a person who, among satisfying other requirements, does not meet requirements regarding residency or public institution of higher education enrollment in the State, but (i) at least 12 months of his or her federal active duty took place in the State, (ii) he or she resided in the State for 2 years after leaving federal active duty service, and (iii) he or she now serves in a reserve component of the Armed Forces.

Amends the Illinois Vehicle Code. Exempts low-speed personal mobility devices and low-speed personal micromobility devices from registration and certificate of title requirements. Prohibits high-speed mobility devices and moderate-speed mobility devices from being marketed, sold, or advertised as low-speed personal mobility devices or low-speed micromobility devices. Exempts persons operating low-speed personal mobility devices and low-speed micromobility devices from driver's license or permit requirements. Provides that high-speed personal mobility devices are subject to the rules and requirements that apply to motorcycles and moderate-speed personal mobility devices are subject to the rules and requirements that apply to mopeds. Requires a person to be covered by a liability insurance policy to operate, register, or maintain registration of a high-speed personal mobility device or moderate-speed personal mobility device. Allows a municipality or local unit of government to install signage clearly indicating the regulation of personal mobility devices. Sets forth prohibited operations of a high-speed personal mobility device, moderate-speed, and low-speed personal mobility device. Provides that traffic laws apply to persons riding low-speed personal mobility devices. Sets forth equipment requirements on low-speed personal mobility devices and moderate-speed personal mobility devices. Sets forth the operation standards for low-speed personal mobility devices, low-speed personal micromobility devices, high-speed personal mobility devices, and moderate-speed personal mobility devices. Repeals provisions regarding low-speed electric scooters and low-speed gas bicycles. Makes conforming and other changes. Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that neither a local public entity nor a public employee is liable for an injury related to the use of a high-speed personal mobility device, moderate-speed personal mobility device, personal mobility device, or low-speed personal mobility device unless the local public entity or public employee is guilty of willful and wanton conduct. Makes conforming changes in the Micromobility Fire Safety Act and the Consumer Fraud and Deceptive Business Practice Act.

Creates the Artificial Intelligence Provenance Data Act. Provides that a covered artificial intelligence tool provider shall make available, at no cost to a person, a provenance label reading tool. Provides that a covered artificial intelligence tool provider shall include a provenance label in any image, video, or audio content instance created by its artificial intelligence. Sets forth requirements for large online platforms, capture device manufacturers, and third-party licensees and hosting platforms concerning provenance labels. Sets forth provisions concerning civil penalties. Effective January 1, 2027.

Amends the Illinois Enterprise Zone Act. In provisions concerning High Impact Businesses, adds utility-scale brownfield site photovoltaic projects and over 5,000 kilowatts and utility-scale solar projects to High Impact Businesses that may be located, at the time of designation, in an enterprise zone. Amends the Illinois Power Agency Act. Provides that "brownfield site photovoltaic project" includes photovoltaics that are interconnected to an electric utility, a municipal utility, a public utility, or an electric cooperative, where at least 50% of the acreage occupied by the photovoltaics is located on the property regulated under specified United States Environmental Protection Agency or Illinois Environmental Protection Agency programs. Makes other changes

Amends the Public Higher Education Act. Requires a public institution of higher education to make fentanyl testing strips available free of charge through the student health center, a student wellness office, wellness kiosks, and resident assistant programs. Provides that fentanyl testing strips shall be provided in confidentiality to any enrolled student upon request. Allows a public institution of higher education to offer educational materials addressing drug overdose prevention. Effective July 1, 2026.

Amends the Counties Code. Provides that a sheriff in a county of the third class may receive a fee of $200 for serving or attempting to serve, without aid, an order or judgment either for the possession of real estate in an action of ejectment or any other action or for restitution in an eviction action if service of the order or judgment was rescheduled by the party seeking enforcement. Authorizes the sheriff to tax the actual costs of service of these judgments and orders when aid is necessary. Allows imposition of this fee if the party seeking enforcement previously sought enforcement on the same order or judgment and canceled or failed to appear at the scheduled time for the enforcement of the order or judgment without providing the sheriff with notice of the need to reschedule or cancel enforcement at least 8 hours before to the scheduled enforcement.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that any person who was initially determined to be eligible for medical assistance and is receiving institutional services or home and community-based services as authorized under the Article shall be presumed eligible for a continuation of coverage for such services during any redetermination process. Requires the Department of Healthcare and Family Services to continue to make payments for such services unless the person experiences a material change in financial circumstances that results in the loss of eligibility. Provides that if the person experiences a material change in financial circumstances that results in the loss of eligibility, the person, or the person's designated caregiver or responsible party, shall notify the Department. Provides that if the Department subsequently conducts a redetermination of eligibility, the Department must provide written notice to the person (i) before the commencement of the redetermination; and (ii) upon conclusion of the redetermination. Requires the Department to develop a process to facilitate the written notifications. Provides that no later than October 1, 2026, the Department shall seek federal authorization to exempt persons with disabilities who are eligible for medical assistance from annual redeterminations of eligibility, except that a full redetermination shall be conducted at least once every 5 years, regardless of whether a material change in financial circumstances has occurred. Effective immediately.

Amends the Election Code. Provides that the County Board in each county, except in counties having a population of 3,000,000 inhabitants or over, shall, at its regular meeting in June or an adjourned meeting in July, divide its election precincts so that each precinct shall contain, as near as may be practicable, 1,200 registered voters who cast a ballot in person on the day of the most recent general election (rather than 1,200 registered voters). Provides that the Board of Election Commissioners shall change the boundaries of election precincts after each decennial census as soon as practicable following the completion of congressional and legislative redistricting, and such precincts shall contain as nearly as practicable 1,800 registered voters (rather than 1,200 registered voters if the precinct is located in a county with fewer than 3,000,000 inhabitants; or 1,800 registered voters if the precinct is located in a county with 3,000,000 or more inhabitants). Makes conforming changes.

Amends the State Universities Article of the Illinois Pension Code. Creates a deferred retirement option plan (DROP) for certain participating employees who are eligible to retire under the Article, have never received a retirement annuity from the System, and are active participants in the System. Provides that, during the period of the DROP, the System shall credit to a notional account on behalf of the DROP member an amount equal to the monthly amount of retirement annuity the DROP member would otherwise be eligible to receive had the DROP member retired on the date of the election. Provides that an eligible member may elect to participate in the DROP for a period not to exceed 5 years from the date of election. Requires a DROP member to terminate employment with the employer upon expiration of their participation in the DROP. Sets forth other provisions concerning interest on the account; termination of the DROP; contributions; administrative costs; transfer of administrative responsibility to the State Treasurer; and the tax-qualified status of the System.

Amends the Juvenile Court Act of 1987 concerning abused, neglected, and dependent minors. Provides that when the minor is placed in the custody of a suitable relative or other person as legal custodian or guardian or placed in subsidized guardianship of a suitable relative or other person as legal guardian, custody or guardianship continues until the court otherwise directs, but not after the minor reaches the age of 18 years. Provides that when a minor is placed in the guardianship of a probation officer, committed to an agency for care or placement, or committed to the Department of Children and Family Services for care and service, custody or guardianship granted continues until the court otherwise directs, but not after the minor reaches the age of 21 years. Makes other changes. Amends the Probate Act of 1975. Provides that if the minor is a youth in care under the guardianship of the Department of Children and Family Services pursuant to the Juvenile Court Act of 1987 when the petition for the appointment of a guardian of a minor is filed, the court's determinations and findings shall be made consistent with the court review provisions of the Juvenile Court Act of 1987. Provides that any motion to modify or vacate the appointment of a guardian of a minor who was a youth in care immediately preceding the filing of a petition for the appointment of a minor guardian shall be filed and reviewed pursuant to the supplemental provisions to reinstate wardship of the Juvenile Court Act of 1987. Provides that if custody and guardianship is to be restored to a parent or guardian who was a respondent in the Juvenile Court Act of 1987 case, the court's determinations and findings shall be made consistent with the court review provisions of the Juvenile Court Act of 1987. Defines "youth in care". Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services must incorporate minimum standards governing behavioral health pre-payment and post-payment reviews into MCO contracts effective for all services covered on and after January 1, 2027. Requires the Department to develop or adopt behavioral health-specific pre-payment and post-payment review guidelines and incorporate such guidelines by reference into MCO contracts. Provides that the Department-issued guidelines must: (1) define the documentation and clearly specify the discrete data elements that may be requested prior to and during a pre-payment or post-payment review, and applicable response timeframes, ensuring that all requests are specific, reasonable, and directly tied to the review objectives; (2) identify regulatory, statutory, and contractual standards applicable to behavioral health services; (3) establish uniform evaluation criteria and checklists; and (4) be publicly available and updated as necessary. Contains provisions on MCO contracts and required contract terms; pre-payment and post-payment review processes and notice requirements; timeframes for providers to respond to a documentation request; communication protocols; contract transparency and extrapolation from a statistical sampling of claims; the timeliness and closure of claims reviews; submission methods; reviewer qualifications; and enforcement. Effective immediately.
