Creates the DNA Match Notification, Tracking, and Accountability Act. Provides that, no later than one year after the effective date of the Act, the Illinois State Police shall establish and maintain a statewide automated DNA match tracking system to solve cases. Provides that the Illinois State Police may (1) purchase a commercial off-the-shelf software system for tracking if the system meets all of the requirements and (2) apply for federal funding to establish and maintain the automated DNA match tracking system. Provides that the automated DNA match tracking system shall (1) be electronic and cloud-based; (2) receive DNA match notifications from all accredited crime laboratories; (3) automatically route notifications and reminders to designated receiving agencies; (4) record and time-stamp subsequent actions taken by receiving agencies and flag notifications for supervisory review upon missed deadlines or inactivity; (5) produce audit logs, compliance reports, and performance metrics; and (6) ensure data security consistent with applicable privacy and information security laws.

Amends the Code of Criminal Procedure of 1963. Provides that notwithstanding any other provisions of the Code, if the defendant is charged with a violation of the Illinois Controlled Substances Act involving the manufacture or delivery, or possession with intent to manufacture or deliver, a controlled substance, a counterfeit substance, or controlled substance analog of 15 grams or more of a substance containing fentanyl, or an analog thereof, then the burden of proof is on the defendant to show by clear and convincing evidence that the defendant's pretrial release does not pose a real and present threat to the safety of any person or persons or the community, based on the specific articulable facts of the case.

Amends the Housing Authorities Act. Provides that, unless otherwise required by federal law or regulation, a housing authority shall not establish or implement any rules, policies, or procedures that impose time limits or work requirements as a condition of initial or continued eligibility for any rent subsidy or assistance provided to qualifying tenants of the housing authority or to qualifying individuals through any rent subsidy or other housing assistance program administered by the housing authority. Permits a housing authority to establish, implement, or encourage an applicant or recipient of a rent subsidy or assistance to participate in a voluntary employment or job training program if the program: (1) does not impact the applicant's or recipient's initial or continued eligibility for the rent subsidy or assistance; and (2) has one of the specified goals for program participants, including, but not limited to, (i) increasing personal income, (ii) homeownership, or (iii) expanding employment options. Effective immediately.

Amends the Substance Use Disorder Act. Provides that disclosure of nonexempt records protected under the Act may be disclosed for research activities under the Domestic Violence Fatality Review Act. Amends the Developmental Disabilities Confidentiality Act. Provides that staff and any designee of the Illinois Criminal Justice Information Authority, members of the Ad Hoc Statewide Domestic Violence Fatality Review Committee of the Illinois Criminal Justice Information Authority Board, and the regional domestic violence fatality review teams are entitled to receive, inspect, copy, and share HIV-related information of any person subject to a domestic violence fatality review as part of and in accordance with the provisions of the Domestic Violence Fatality Review Act. Provides that the information disclosed is subject to the confidentiality requirements of the Domestic Violence Fatality Review Act. Effective immediately.

Amends the Firearm Concealed Carry Act. Provides that a nonresident may carry a concealed firearm if the nonresident is 21 years or older, has in his or her immediate possession a valid license or permit that is issued by a state whose license or permit is recognized by the Illinois State Police, and is a legal resident of the United States. Provides that the Illinois State Police shall recognize a concealed carry permit or license issued to a person age 21 years of age or older: (i) by a state whose requirements to obtain a permit or license are substantially similar to the training requirements under the Act or (ii) by any contiguous state with which Illinois has entered into a reciprocal agreement. Provides that a nonresident is subject to the same laws and restrictions as a license holder under the Act. Provides that, if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit from the other state shall be valid in this State for 90 days following the date on which the holder of the license or permit establishes legal residence in this State. Provides that a resident of another state may establish Illinois residency by registering to vote, obtaining an Illinois driver's license or State Identification Card, or by filing for a homestead tax exemption on property in Illinois. Prohibits governmental entities from entering into contracts with certain prohibited entities that would give those prohibited entities access to an individual's personal identifying information. Prohibits certain entities from receiving economic incentives. Provides that certain prohibited entities may not own interests in agricultural land or land on or around military installations or critical infrastructure facilities. Prohibits the purchase or acquisition of real property by certain entities associated with the People's Republic of China. Amends the Property Owned By Noncitizens Act to make conforming changes.

Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter who previously participated in the Illinois Municipal Retirement Fund (IMRF) for service as a member of the fire department of a municipality and was transferred to that municipality's firefighters' pension fund upon its creation, as required under the Downstate Firefighter Article as a result of the federal decennial census of 2010, shall, for the purposes of determining the applicable tier of benefits, be deemed to have become a firefighter and member of that municipality's firefighters' pension fund on the date that he or she first participated in IMRF as a member of the fire department of that municipality, notwithstanding whether that start date was before January 1, 2011. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Reinserts the provisions of the introduced bill with the following changes. Changes the term "undesignated ready-to-use glucagon" to "undesignated glucagon". Makes changes to allow a school nurse or trained personnel to provide undesignated glucagon to any personnel authorized under a student's Individual Health Care Action Plan, in accordance with the student's prescriber's order or federal Section 504 plan, individualized education program, or other written accommodations plan, to administer glucagon to the student and to administer undesignated glucagon to a student in accordance with the student's prescriber's order, Individual Health Care Action Plan, or Section 504 plan, individualized education program, or other written accommodations plan that authorizes the use of glucagon. Removes language that allows a school nurse or trained personnel to administer undesignated ready-to-use glucagon to any person whom the school nurse or trained personnel in good faith believes to be experiencing a severe hypoglycemia emergency while in school, while at a school-sponsored activity, while under the supervision of school personnel, or before or after normal school activities. Provides for the reporting of the age of the student receiving the undesignated glucagon (rather than the age and type of person receiving the undesignated ready-to-use glucagon). Makes related changes.

Amends the Public Utilities Act. Defines "plug-in solar energy system". Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a plug-in solar energy system to do certain actions. Provides that a plug-in solar energy system is exempt from the interconnection requirements under provisions concerning net metering and any rules adopted pursuant to those provisions. Provides that a plug-in solar energy system is not eligible for net electricity metering or any distributed generation rebate. Provides that, within 30 days after the installation of a portable solar generation device, the owner of the portable solar generation device shall notify the electricity provider that serves the building in which the portable solar generation device was installed of the installation. Provides that an electricity provider shall not be solely liable for any damage or injury caused by an eligible customer's plug-in solar energy system. Provides that homeowners' associations, common interest community associations, and condominium unit owners' associations shall not adopt or enforce any covenant, bylaw, regulation, or other rule that unreasonably restricts or prohibits, or has the effect of prohibiting, the installation or use of a plug-in solar energy system. Provides that homeowners' associations, common interest community associations, and condominium unit owners' associations that are exempt from the Homeowners' Energy Policy Statement Act under certain provisions of the Homeowners' Energy Policy Statement Act shall be exempt from certain amendatory provisions. Provides that landlords shall not adopt or enforce any lease or contract that unreasonably restricts or prohibits, or has the effect of prohibiting, the installation or use of a plug-in solar energy system. Provides that a plug-in solar energy system that has a maximum power output to a receptacle outlet of 391 watts or less is exempt from any building safety code provisions or any product listing standard provisions that would require alterations to a building's premises, wiring, or electrical panels. Provides that the installation of a plug-in solar energy system that has a maximum output to a receptacle outlet of more than 391 watts is prohibited until the National Fire Protection Association adopts a standard in the National Electrical Code that is applicable to plug-in solar energy systems that have a maximum output to a receptacle outlet of more than 391 watts. To comply with plug-in solar energy system requirements, provides that any plug-in solar energy system must be certified by Underwriters Laboratories or an equivalent nationally recognized testing laboratory. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that no person shall sell, attempt to sell, or offer to sell to a consumer in the State a plug-in solar energy system that is manufactured on or after January 1, 2027 unless a label is placed on the plug-in solar energy system that contains a certain statement. Provides that a violation of the amendatory provisions constitutes an unlawful practice within the meaning of the Act. Amends the Counties Code, the Illinois Municipal Code, and the Homeowners' Energy Policy Statement Act. Provides that "solar energy system" includes a plug-in solar energy system.

Amends the Grant Accountability and Transparency Act. Provides that the advice and technical assistance provided to State grant-making agencies by the Governor's Office of Management and Budget for the purpose of ensuring compliance with the Act shall include training for State agency staff. Sets forth requirements for the training. Provides that a State grant-making agency that awards a grant must issue the grant agreement associated with the grant within 60 days after the grant's effective date. Provides that short-term approval of a paraprofessional educator endorsement on an Educator License with Stipulations shall be given to an individual who meets the requirements in the Illinois Administrative Code. Provides that the short-term approval expires on June 30 immediately following 5 full fiscal years after the approval was given. Effective July 1, 2026.

Amends the Fire Investigation Act. Provide that the Office of the State Fire Marshal shall investigate the cause, origin, and circumstance of a fire or an explosion in which fire is presumed to be a contributing factor in a death. Upon discovery of a fire-related death, the chief of the fire department or designee shall notify the Office for an investigation of the cause, origin, and circumstances. Provides that, notwithstanding the notification requirements, the chief of the fire department or designee shall maintain control of the scene until a representative of the Office arrives on the scene and initiates the investigation. Further provides that fire departments shall not be prohibited from conducting an investigation in conjunction with the Office of the State Fire Marshal.
