Amends the Coroner Division of the Counties Code. In provisions regarding preliminary investigations where a drug overdose is determined to be the cause or a contributing factor in a death, modifies the definition of "overdose" to exclude death caused by fentanyl, which shall be considered poisoning. Provides that, in every case in which fentanyl is determined to be the cause or a contributing factor in the death, the coroner or medical examiner shall report the death to the Department of Public Health as "fentanyl poisoning". Provides that, in the monthly report of overdose deaths, the Department shall also report on fentanyl poisoning deaths.

Amends the Election Code. Provides that, in jurisdictions where in-precinct counting equipment is used, the election authority shall retabulate the total number of votes cast on 5% of the election day equipment used within the election jurisdiction (rather than votes cast in 5% of precincts within the election jurisdiction). Provides that the precincts and voting devices to be retabulated shall be selected after election day on a random basis by the State Board of Elections so that every device used in early voting and all equipment used on election day in the election jurisdiction has an equal mathematical chance of being selected (rather than providing that every precinct and every device used in early voting shall have an equal mathematical chance of being selected for retabulated).

Amends the Animal Welfare Act. Provides that the definition of "dog dealer" does not include a person who sells dogs at retail to the public. Provides that a person who sells dogs at retail to the public, shall not be considered an animal shelter under the Act. Defines "at retail to the public". Requires a dog breeder to provide each dog in the dog breeder's facility with a primary enclosure that complies with certain requirements. Requires a dog breeder to provide all adult dogs in the dog breeder's facility with constant, unfettered access to an exercise area of sufficient size to ensure proper physical development, health, and socialization. Provides that the exercise area should, at a minimum, be at least twice the amount of space required for the primary enclosure. Provides that the Illinois Department of Agriculture may refuse to issue or renew or may suspend or revoke a license due to an individual operating without a proper license under the Act.

Amends the Property Tax Code. In provisions concerning notices of increased assessments, provides that the chief county assessment officer shall continue to accept appeals from the taxpayer for a period of not less than 30 business days from the later of the date the assessment notice is mailed or is published on the assessor's website. Effective immediately.

Amends the Election Code. Provides that, if a person, committee, or other entity creates, originally publishes, or originally distributes a qualified political advertisement, the qualified political advertisement shall include, in a clear and conspicuous manner, a statement that the qualified political advertisement was generated in whole or substantially by artificial intelligence. Provides for exemptions from the requirement and for civil penalties, injunctive relief, attorney's fees, and costs for violations.

Amends the Firearm Concealed Carry Act. Provides that the prohibition against a licensee carrying a firearm into any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government does not apply to any rest areas under the control of the Department of Transportation or to buildings located in rest areas under the control of the Department of Transportation. Eliminates a provision that a licensee shall not knowingly carry a firearm on any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Eliminates a provision that a licensee shall not knowingly carry a firearm in any public park, athletic area, or athletic facility under the control of a municipality or park district. Effective immediately.

Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Requires all State and local publicly funded ISO 17025 accredited forensic laboratory systems to report all complaints received alleging significant non-conformity with efficient delivery of forensic services and the sound practice of forensic science to the Illinois Forensic Science Commission within 30 days of becoming aware of the alleged significant non-conformity or deficient method. Specifies that the report of complaints alleging significant non-conformity or deficient method shall include the nature and extent of the non-conformity or deficient method alleged and whether any corrective actions were or will be implemented to address the alleged non-conformity or deficient method. Provides that all annual reports summarizing the forensic laboratory systems' significant non-conformities to the Illinois Forensic Science Commission shall include the information required to be reported under the amendatory Act.

Amends the Herptiles-Herps Act. Provides that, notwithstanding any administrative rule to the contrary, common snapping turtles may be taken by live trap, subject to the following conditions: (1) live traps must be checked every 24 hours; (2) live traps must be equipped with flotation equipment, adequate to have at least 2 inches of the containment area above the surface of the water; and (3) every live trap must be marked with the owner's name and address or Department of Natural Resources customer number (rather than notwithstanding any administrative rule to the contrary, snapping turtles may be taken by trap).

Creates the Illinois Clean Elections Act. Establishes a voluntary method of public financing of the campaigns of candidates for statewide constitutional offices and the General Assembly. Amends the State Finance Act to create the Illinois Clean Elections Fund as a special fund in the State treasury. Amends the Illinois Income Tax Act to create an individual tax return checkoff in support of the Fund. Effective immediately.

Amends the Illinois Finance Authority Act. Provides that the maximum amount of notes or bonds that may be issued by the Illinois Finance Authority for any one agricultural real estate borrower may be increased by a higher amount than currently allowed if a higher amount is permitted by statute or regulation. In provisions concerning agricultural assistance loans, removes provisions providing that no proceeds from any bonds issued by the Illinois Finance Authority shall be loaned for the purchase of new depreciable agricultural property to any natural person who has a net worth in excess of $500,000. Effective immediately.

Amends the Illinois Income Tax Act. Provides that projects funded in whole or part with proceeds of certain transferable tax credits are considered public works within the meaning of the Prevailing Wage Act. Amends the Prevailing Wage Act. Provides that "public works" includes projects financed in whole or part with, among other things, funds received from the sale or transfer of tax credits awarded by the State, other than tax credits awarded under the Film Production Services Tax Credit Act of 2008 or the Live Theater Production Tax Credit Act. Effective immediately.

Amends the Eminent Domain Act. Provides that quick-take powers may be used by the Village of Oak Park for a period of 2 years after the effective date of the amendatory Act for the acquisition of specified properties in Cook County for the purpose of a public building and facility. Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the supportive living facilities program, prohibits a supportive living dementia care setting from limiting a resident's access to the sink, microwave, or refrigerator located within the respective resident's room, provided a comprehensive safety assessment deems the resident's use of the appliances safe. Requires the comprehensive safety assessment to be conducted prior to any resident moving in and at least once per quarter thereafter. Requires social and recreational programming to be provided no less than 3 times daily, including at least one time and location separate from a meal service. Requires newly constructed supportive living dementia care settings to provide no less than 300 square feet for a single occupancy apartment or no less than 450 square feet for a double occupancy apartment, which may include the closets and bathroom. Requires each apartment to include a sink, microwave, and refrigerator within the unit. Provides that any newly constructed supportive living dementia care setting shall provide a common area completely separate from the dining area.

Amends the Criminal Code of 2012. Provides that a person commits stalking when he or she uses any electronic tracking system or acquires tracking information to determine the targeted person's location, movement, or travel patterns without the targeted person's consent and the person knows or should know that the use of the electronic tracking system or the acquisition of tracking information would cause a reasonable person to fear for his or her safety or the safety of a third person. Defines "electronic tracking system".
