Reinserts the provisions of the introduced bill with the following changes. Provides that the Governor shall appoint to the Illinois Early Learning Council (i) a representative of a statewide advocacy organization that represents multiple Head Start and Early Head Start providers and (ii) the State Director of Head Start Collaboration. Removes a provision that requires the Governor to request that the Region V office of the U.S. Department of Health and Human Services' Administration for Children and Families appoint a member to the Council to represent federal children's programs and services.

Amends the Illinois Act on the Aging. Provides that, subject to federal approval, on and after January 1, 2027, rates for in-home services shall be increased to $33.92 to sustain a minimum wage of $20.75 per hour for direct service workers. Requires rates in subsequent State fiscal years to be no lower than the rates put into effect upon federal approval. Provides that in order for a provider of in-home services to be eligible to receive the $33.92 rate, the provider must pay a minimum wage of $20.75 per hour to all direct service workers employed by the provider. Requires providers of in-home services to certify to the Department on Aging that they remain in compliance with the mandated wage increase for direct service workers. Requires each provider of in-home services to submit cost reports to the Department consistent with a specified administrative rule in order to be eligible for the $33.92 rate for in-home services. Provides that fringe benefits shall not be reduced in relation to the described rate increases. Requires the Department, beginning January 1, 2027, to ensure that each in-home service provider spends a minimum of 79% of the total payments the provider receives for home care aide services it furnishes under the Community Care Program on total compensation for direct service workers who furnish those services. Requires annual direct service worker cost reports from providers; and requires the Department to amend existing rules on financial reporting and minimum direct service worker costs to reflect the increase in the direct service worker spending requirement from 77% to 79%.

Amends the Unified Code of Corrections. Provides that the Director of Corrections shall establish a 5-year pilot program in 3 institutions or facilities of the Department of Corrections to permit a committed person who has a gang tattoo to have that tattoo removed by a physician, physician assistant, or registered nurse licensed in this State or by a person who has a certificate of registration issued by the Department of Public Health under the Tattoo and Body Piercing Establishment Registration Act to operate a tattoo and body piercing establishment. Provides that the institutions or facilities selected by the Director shall be provided with equipment and sanitary needs to accomplish the removal of the tattoos in a safe manner, including medical-grade cosmetic laser removal equipment. Provides that a committed person in a designated pilot institution or facility of the Department who has a gang tattoo may have that tattoo removed by an authorized person. Provides that a committed person may request training as a body artist. Establishes qualifications for that training. Provides that successful completion of the program qualifies the person as a body artist after completion of the committed person's sentence. Provides that, if the balance in the committed person's Residents' Benefit Fund is $500 or more, the moneys in the Fund shall be used to pay for the committed person's gang tattoo removal. Provides that if the balance in the committed person's Residents' Benefit Fund is less than $500, the committed person shall receive the tattoo removal free of charge. Provides that the Director shall establish reasonable costs to be charged to a committed person with at least a $500 balance in the committed person' Residents' Benefit Fund who has his or her gang tattoo removed. Defines "gang tattoo" and "tattoo".

Provides that all institutions and facilities of the Department of Corrections shall not deny the distribution of original physical mail to committed persons after such incoming mail has undergone inspection and it has been determined that the mail does not pose a threat to the security or safety of the institution or facility, personnel of the Department, or committed persons. Defines "threat to the security or safety of the institution or facility".

Amends the Community Living Facilities Licensing Act, the MC/DD Act, the ID/DD Community Care Act, the Community-Integrated Living Arrangements Licensure and Certification Act, and the Child Care Act of 1969. Requires the State agencies responsible for licensing facilities under those Acts to adopt, by December 31, 2026, rules requiring a facility to disclose upon initial application for licensure and on a quarterly basis thereafter, whether the facility, its subsidiaries, affiliates, parent companies, or contractual service providers are owned, managed, or contained within a fund owned or managed by an asset management company; and if so, to make certain disclosures about the asset management company's assets, the facility's debt, and other matters. Requires the State agencies to also adopt rules requiring such a facility to provide written notice of transactions and copies of agreements which would (i) sell or otherwise dispose of a material amount of the facility's assets or (ii) transfer control, responsibility, or governance of a material amount of the facility's assets or operations. Prohibits facilities owned or managed by an asset management company from engaging in certain transactions or actions that would result in the facility issuing debt-funded dividends or perform any other similar action causing the facility to become financially distressed. Provides that a violation of these requirements and prohibitions constitutes an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Requires the State agencies to publish disclosures, written notices, and copies of agreements submitted by facilities on the agencies' public websites. Imposes similar requirements and prohibitions on adult day service providers serving individuals with developmental disabilities under the Illinois Act on the Aging and providers of adult developmental training services under the Mental Health and Developmental Disabilities Administrative Act. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a public transit agency may use an electronic rearview monitoring system on commercial motor vehicles owned by the agency as an alternative to the mirror requirements of the Code and the Code of Federal Regulations so long as an exemption to the Code of Federal Regulations granted by the Federal Motor Carrier Safety Administration remains in effect. Provides that the electronic rearview monitoring system shall be equipped with any combination of lens or surface coatings, electrical circuits, or mechanical devices designed to prevent the buildup of ice and water on surfaces that might obstruct the view presented by the electronic rearview monitoring system. Prohibits the electronic rearview monitoring system from being equipped with audio or video recording capabilities or facial recognition software or used in conjunction with facial recognition software.

Amends the Counties Code. Provides that any purchase by a county with fewer than 2,000,000 inhabitants, or an elected official in a county with fewer than 2,000,000 inhabitants, including an elected official with control of the internal operations of the office, of services, materials, equipment, or supplies in excess of $40,000 (rather that $30,000), shall be procured by specified means. Further provides that a county may let without advertising for bids in the case of purchases and contracts, when individual orders do not exceed $45,000 (rather than $35,000), for the use, purchase, delivery, movement, or installation of data processing equipment, software, or services and telecommunications and inter-connect equipment, software, and services.

Amends the Property Tax Code. Establishes a homestead exemption for qualified homestead property that has been continuously owned, used, and occupied as the primary residence by the qualified taxpayer for at least 30 years prior to January 1 of the taxable year for which the exemption would apply. Requires taxpayers who have been granted an exemption to reapply on an annual basis. Provides that the assessor or chief county assessment officer may determine the eligibility of residential property to receive the homestead exemption by application, visual inspection, questionnaire, or other reasonable methods. Sets forth provisions concerning the review of exemptions granted under the provisions. Defines "qualified homestead property" and "qualified taxpayer". Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Removes language providing that no employee of the Illinois Racing Board, within a period of one year immediately preceding employment, shall have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Gambling Act. Amends the Illinois Gambling Act. Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that not more than 5% of all surplus funds in the special tax allocation fund may be distributed. Provides that surplus funds in the special tax allocation fund may be distributed not more than once every 10 years (rather than annually). Provides that, if the termination date for a redevelopment project area is extended beyond the 23rd calendar year after the year in which the ordinance approving the redevelopment project area was adopted, then following the 23rd calendar year, no surplus funds may be distributed until the redevelopment project area is terminated. Effective immediately.

Amends the Hospital Services Trust Fund Article in the Illinois Public Aid Code. In provisions concerning annual funding for the health care transformation program, provides that funds that had been budgeted but unexpended in State fiscal years 2021 through 2027 may be allocated in State fiscal year 2028 in an amount not to exceed $150,000,000.
