Amends the Illinois Gambling Act. Provides that from the tax revenue from riverboat or casino gambling deposited into the State Gaming Fund, an additional amount equal to 0.50% of the adjusted gross receipts generated by a riverboat in the City of Waukegan shall be divided and remitted monthly to the Lake County State's Attorney Office for the Lake County State's Attorney's Gun Violence Prevention Initiative and community violence intervention partners with at least 0.40% directly funding the Lake County State's Attorney's Gun Violence Prevention Initiative.

Amends the Illinois Vehicle Code. Provides that if a person who is convicted of violating a speed restriction is found to have driven a vehicle upon a highway at a speed greater than 100 miles per hour, the court shall order that the person have installed an intelligent speed assistance device in any motor vehicle owned or operated by the person for at least 12 months or for the duration of the license suspension or revocation, whichever is longer. Requires the person to provide proof of installation. Requires the person to request permission to remove the intelligent speed assistance device at the end of the mandated period of use. Provides that the cost of installing and maintaining an intelligent speed assistance device shall be incurred by the person subject to the requirement unless the court or the Secretary of State determines that the person is financially unable to afford the cost, in which case the cost may be waived. Requires the Secretary to create a list of approved intelligent speed assistance devices and a list of service providers that are qualified to install, service, inspect, and remove an approved intelligent speed assistance device. Prohibits a person from tampering with or circumventing an otherwise operable intelligent speed assistance device. Provides that violating the provisions, or assisting another person to violate the provisions, is a Class A misdemeanor. Requires the Secretary to submit a report every 24 months to the Governor and the General Assembly with information about the intelligent speed assistance device mandates. Creates the Indigent Intelligent Speed Assistance Device Fund. Sets forth exemptions for a person who is required to use an intelligent speed assistance device and must drive an employer-owned vehicle in the course of the person's employment duties. Makes a conforming change in the State Finance Act.

Amends the Personnel Code. Provides that a veteran is qualified for a preference of 5 points if the veteran served in active service for a total consecutive or non-consecutive period of at least 3 years, including as a member of the Illinois National Guard in service to the State of Illinois and including for training or other purposes. Adds definitions. Amends the Military Veterans Assistance Act. Expands the scope of the Act to provide necessary assistance and services to military veterans who served in the Armed Forces of the United States and active or former members of the Illinois National Guard or any reserve component of the armed forces of the United States (rather than military veterans who served in the Armed Forces of the United States). Adds a definition.

Amends the Illinois Drainage Code. In provisions concerning the election of commissioners in drainage districts organized under the Farm Drainage Act and certain other districts, provides that an adult owner of property in a drainage district is entitled to one vote per acre or part of an acre within each parcel of land owned by the owner and located in the district. Provides that, if a parcel of land is owned by more than one adult owner, only one of the owners representing all of the owners may cast a ballot for that parcel. Provides that the votes represented by the ballot shall equal the number of acres or part of an acre shown on the face of the ballot. Provides that, by casting a ballot, the voter certifies that he or she is the owner of the land or, when the land is owned by multiple owners, the voter casting the ballot certifies that a majority of the owners have granted him or her the authority to cast the ballot on behalf of all the owners. Changes the time that the polls may be open. Provides that the commissioners acting as the judges of the election shall not be responsible for determining the ownership of any parcel of land and may rely upon the representations of the person presenting himself or herself as the owner of the parcel or the person authorized by a majority of the other owners of the parcel to cast the ballot on behalf of all the owners. Makes conforming and other changes.

Amends the Illinois Insurance Code. Provides that a group health plan or an accident and health insurer offering group or individual health insurance coverage shall not discriminate with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider's license or certification under applicable State law. Provides that nothing in the provisions shall be construed as preventing a group health plan, an accident and health insurer, or the Director of Insurance from establishing varying reimbursement rates based on quality or performance measures.

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Extends the estimated date of completion of a redevelopment project and the retirement of obligations issued to finance redevelopment project costs for an ordinance adopted on the July 1, 2003 by the Village of Summit. Amends the Adult Protective Services Act. Expands the list of mandated reporters under the Act to include investment advisers and investment adviser representatives as defined in the Illinois Securities Law of 1953, dealers and salespersons as defined in the Illinois Securities Law of 1953, and employees of financial institutions who serve as branch managers or members of the compliance team. Provides that the term "financial institution" is limited to a federally or State-chartered bank, savings bank, savings and loan association, or credit union. Requires the Department on Aging to develop by joint rulemaking with the Department of Financial and Professional Regulation minimum training standards which shall be used by financial institutions for its employees. In provisions granting specified persons with access to Department records concerning reports of financial exploitation and other forms of abuse or neglect, extends such access to: (i) a court appointed executor or administrator (rather than an executor or administrator) of the estate of an eligible adult who is deceased, unless the executor or administrator is the abuser or the alleged abuser; and (ii) any court of competent jurisdiction with a valid court order for an in camera inspection (rather than a probate court with jurisdiction over the guardianship of an alleged victim). In cases where a coroner or medical examiner has reason to believe that an eligible adult has died as the result of abuse, abandonment, neglect, financial exploitation, or self-neglect, requires the Department (rather than the provider agency) to provide the coroner or medical examiner with all records pertaining to the eligible adult as soon as practicable. Provides that the Department, at its discretion, may provide its report records to any professional licensing board or commission, investigatory unit, prosecutorial unit, or similar disciplinary body if any substantiated abuser falls under its purview. Provides that all records not generated by the Department but obtained during the course of an Adult Protective Service investigation or related to an Adult Protective Service case, including, but not limited to, financial records and medical records, shall be confidential and shall not be disclosed except at the Department's sole discretion. Provides that such records may be obtained through intergovernmental agreements with the Department and are exempt from disclosure under the Freedom of Information Act. Requires the Department to establish, by July 1, 2028, a web-based portal to receive alleged or suspected reports of financial exploitation as well as other reports of alleged or suspected abuse, abandonment, neglect, or self-neglect. Amends the Illinois Securities Law of 1953. Provides that dealers, salespersons, investment advisers, and investment adviser representatives may issue an initial transactional hold when they have a reasonable suspicion that a transaction or disbursement from an account of an eligible adult may involve, facilitate, result in, or contribute to financial exploitation of that eligible adult. Grants criminal, civil, and administrative immunity to dealers, salespersons, investment advisers, and investment adviser representatives who hold a transaction in good faith or who contact or elect not to contact an eligible adult's trusted contact person when they have a reasonable suspicion that a transaction or disbursement from the eligible adult's account may involve, facilitate, result in, or contribute to financial exploitation of that eligible adult. Contains provisions concerning the duration of initial transactional holds and extended transactional holds; transactional hold notice requirements; and other matters. Makes conforming changes to the Illinois Banking Act, the Savings Bank Act, and the Illinois Credit Union Act. Effective July 1, 2027.

Amends the Energy Efficient Building Act. Adds definitions referential to the Responsible Outdoor Lighting Control Act. In provisions regarding the Illinois Stretch Energy Code, provides that the commercial components of the Code shall include stretch energy codes with ANSI/IES standards and adoption dates, such that, by no later than December 31, 2029, the Capital Development Board shall create and adopt a stretch energy code with certain lighting standards relating to ANSI/IES standard requirements, light trespass requirements, and other specified lighting requirements. Makes technical changes.

Provides that the Code does not apply to contracts arising from a grant award if the contract is with a partner whose specific experience and expertise was used as a condition of securing the grant and followed the selection provisions outlined in the grant application. Provides that the chief procurement officer appointed by the Secretary of Transportation is the chief procurement officer for procurements related to construction support and the purchase of rolling stock under the jurisdiction of the Department of Transportation. Amends the Governmental Joint Purchasing Act. Provides for the use of joint purchasing for contracts procured by agencies of other states.

Amends the Environmental Protection Act. Creates the PFAS Biosolids Testing and Land Application Standards Title within the Act. Provides that a facility that intends to land apply biosolids in the State must collect and analyze at least one representative sample of finished biosolids for PFAS before land application in each calendar year, with required submission to the Environmental Protection Agency at least 14 days before land application on a farm or parcel of land. Provides that, for biosolids designated as Exceptional Quality (EQ), sampling and submission must be quarterly. Sets conditions for land application pursuant to the results of the PFAS test based on PFAS concentration. Requires written notification to the landowner or person responsible for the land, and retention of records by the facility. Requires the Agency to propose and the Pollution Control Board to adopt rules. Contains findings. Defines terms. Effective immediately.

Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Project Success pilot program that is aimed at improving child and family well-being by coordinating services that promote school success, local planning and decision-making, parental involvement, and prevention through partnerships between local school districts and community-based organizations and relevant State agencies. Provides that the pilot program shall operate in communities in East-Central Illinois and shall focus on increasing parents' involvement in their children's academic and emotional development by linking parents to community resources and services that include, but are not limited to, violence prevention, mentoring, tutoring, health education, and community safety. Requires participating communities to establish a local governing board to oversee and implement the coordination of needed services and supports. Contains provisions on the composition of the local governing boards and their duties, including the development of an evolving community action plan that guides their community's use of financial resources, time, staff, services, and other resources to improve families' access to basic health care, behavioral health services, and services that promote family stability and proper nutrition. Requires the Department to initially assist participating communities on how to coordinate services through school-community provider partnerships. Requires the Department to hire a Project Manager to oversee the day-to-day operations of Project Success and to assist participating communities in the development of their community actions plans. Requires the Project Manager to post annual reports on the success of the pilot program, issues or barriers to community implementation, and recommendations. Makes implementation of Project Success subject to appropriations and private funding or resources. Amends the State Finance Act. Adds the Project Success Pilot Program Fund to the list of State special funds.

Creates the Passenger Rail Planning Act. Sets forth intercity passenger rail routes serving or originating in the State. Requires the Department of Transportation to incorporate the aspirational frequencies into the Illinois State Rail Plan and the Long-Range Statewide Transportation Plan. Authorizes the Department to nominate corridors for inclusion in the Federal Railroad Administration's Corridor Identification and Development Program and enter into memoranda of understanding or other cooperative agreements for each identified interstate corridor to provide for shared data, joint investment prioritization, and aligned performance measures and planning schedules. Requires the Department to include a recurring section titled Progress Toward High-Speed and Intercity Passenger Rail within each update to the Illinois State Rail Plan and Statewide Transportation Improvement Program. Requires each Metropolitan Planning Organization in the State to: (1) recognize the target intercity and long-distance passenger rail frequencies; (2) identify relevant rail corridors within or adjacent to the Metropolitan Planning Organization planning area; and (3) include a narrative discussion of how regional transportation investments can support achievement of those frequency targets. Requires the Department and each Metropolitan Planning Organization to consider progress toward the target passenger rail frequencies when developing project prioritization criteria for multimodal investments. Contains other provisions. Effective immediately.
