Amends the Illinois Health Insurance Portability and Accountability Act. Defines "grandfathered health plan". Provides that, except for grandfathered health plans, a health insurance issuer in the individual, small group, or large group market shall not deny coverage to an individual or employer due to the individual's or employer's failure to pay premiums owed under a prior policy, certificate, or contract of insurance. Specifies that nothing in the provisions concerning past-due premiums prohibits a health insurance issuer from pursuing the collection of past-due premiums from an individual or employer by any other means permitted by law. Effective immediately.

Creates the Social Media Data Clean Slate Act. A social media platform shall provide a clear and conspicuous button that enables a user to delete the user's account that satisfies specified requirements. Provides that the social media platform shall, when the button is clicked, provide a user with the steps necessary to complete an account deletion request, which shall include deletion of the user's personal information. Sets forth additional provisions concerning the account and personal information deletion process. Provides that any waiver of the rights provided under the Act shall be void and unenforceable. Provides that the Attorney General shall adopt rules necessary to implement and enforce the Act. Effective January 1, 2027.

Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that the Secretary of State shall permit applicants to choose between "male", "female", or "X" (rather than "male", "female", or "non-binary") on an application for an identification card, driver's license, or permit. Provides that an applicant who wants to change the sex listed on an issued identification card, driver's license, or permit must submit a gender designation form. Sets forth the requirements of the gender designation form.

Amends the Guardianship and Advocacy Act. Changes references from the federal Developmental Disabilities Services and Facilities Construction Act to the federal Developmental Disabilities Assistance and Bill of Rights Act of 2000. Provides that a majority of members of the Guardianship and Advocacy Commission, excluding vacancies, (instead of 6 members of the Commission) constitute a quorum. In a provision concerning regional authorities making their findings and recommendations public, provides that it shall include in any such public statement any reply made by the State agency, service provider, or other person investigated, if requested by the provider. Amends the Mental Health and Developmental Disabilities Code. Makes changes to the definitions of "guardian" and "mental illness" and adds a definition of "under guardianship". Changes references from the Guardianship and Mental Health Advocacy Commission to the Guardianship and Advocacy Commission.

Amends the Landlord and Tenant Act. Prohibits the total amount of a security deposit from exceeding the amount of the first full month's rent for the tenant's dwelling that is the primary residence of the tenant. Allows a landlord to only charge a tenant a security deposit upon the signing of an initial lease agreement. Prohibits a landlord from charging a tenant an additional security deposit or increase the total amount of a security deposit upon the renewal of a lease or upon an increase in rent. Prohibits a landlord from increasing rent by more than 3.5% in a 12-month period for a dwelling that is the primary residence of the tenant. Requires that a landlord provide a tenant with a minimum of 30 days' written notice before increasing rent. Provides that if written notice is not provided, the tenant is not liable for the difference between the initial rent and the increased rent. Provides that any person alleging a violation of these new provisions may bring a civil action, in accordance with applicable law, in any court of competent jurisdiction and the court may order injunctive relief, monetary relief, attorney's fees, and costs.

Amends the Illinois Public Aid Code. Requires the medical assistance program to provide coverage and reimbursement for a prescribed proteomic blood test to identify and manage the risk of spontaneous preterm birth in pregnant persons. Provides that the test results shall be used to assign care management services and other appropriate interventions to manage risk, prolong pregnancy, and improve outcomes.

Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Provides that the Business Enterprise Program shall recognize private funding given in the form of sponsorship of the University of Illinois System Diverse Supplier Development Program (DSDP) as dollars toward goal attainment under the Act if those funds are distributed to eligible program graduates under specified conditions.

Amends the Illinois Act on the Aging. Requires the Department on Aging, in consultation with the Office of the Attorney General, to provide updated resources related to scam calls and robocalls on the Department's public website. Provides that the resources shall include, but not be limited to, (1) information on predatory scam calls that utilize AI to mislead the call recipient and (2) access to a scam call hotline number where call recipients may report predatory calls.

Reinserts the provisions of the introduced bill with changes. Provides that the Department of Commerce and Economic Opportunity shall establish a loan program to provide low interest loans to small businesses that have been negatively impacted by an economic shock (in the introduced bill, federal immigration enforcement). Renames the Federal Immigration Recovery Fund the Economic Recovery Fund. Provides that the Department of Commerce and Economic Opportunity is authorized to provide participating lenders with an administrative or origination fee, in an amount determined by the Department, to cover the costs of loan origination and servicing. Provides that the State shall provide a 100% guarantee on loans issued under the amendatory Act. Provides that participating lenders shall act as originators and servicers of loans and shall not be required to deploy their own capital. Effective immediately.

Provides that recommendations submitted to the Comptroller by the Board shall include, but not be limited to, recommendations for reducing the incidence of financial fraud, improving internal controls, enhancing transparency and accountability, and strengthening the detection, reporting, and investigation of fraudulent activity in units of local government.

Amends the Department of Veterans Affairs Act. Provides that the Task Force on Federal Impact to Illinois Veterans is created within the Department of Veterans Affairs to include the feedback, experiences, and guidance from veterans throughout Illinois on the state of existing veteran programming, resources, housing, and healthcare. Provides that the Task Force shall also analyze the current state of staff and funding changes to the U.S. Department of Veterans' Affairs, in conjunction with the impact federal funding cuts to social services enacted by the Department of Government Efficiency and through the One Big Beautiful Bill Act have on the over 500,000 veterans living in Illinois. Provides that the Task Force shall also assess ways that the State of Illinois can assist Illinois veterans expected to lose their jobs within the U.S. Department of Veterans' Affairs, as well as veterans impacted by cuts to entitlement programs, including, but not limited to, SNAP, Medicaid, and federal tax credits. Contains provisions on Task Force membership and meetings. Provides that the Task Force may allow testimony from the public regarding the impact of federal cuts on veterans. Requires the Task Force to report its findings and recommendations to the Governor and General Assembly by December December 15, 2027. Provides that the Task Force is dissolved on January 31, 2028. Effective immediately.

Amends the Unified Code of Corrections. Provides that the following are discretionary (rather than mandatory) preconditions to Second Chance Probation: (1) making full restitution to the victim or property owner; (2) obtaining or attempting to obtain employment; (3) paying fines and costs; (4) attending specified educational courses; and (5) performing community service. Eliminates a provision which requires a defendant to submit to periodic drug testing at a time and in a manner ordered by the court, but no less than 3 times during the period of probation, with the cost of the testing to be paid by the defendant. Authorizes defense counsel to offer input on the duration of the First Time Weapon Offense Program. Deletes provisions requiring the State's Attorney consent for a defendant to participate in Second Chance Probation or the First Time Weapon Offense Program.
