Reinserts the provisions of the introduced bill with the following change. Provides that if the parties cannot reach agreement over the decision on whether to incorporate a student growth component into the teacher evaluation plan and there is no collective bargaining agreement that includes or incorporates by reference the use of a student growth component in the teacher evaluation plan (rather than that includes or incorporates by reference the teacher evaluation plan), then the student growth component shall be removed from the teacher evaluation plan. Effective immediately.

Amends the Nursing Home Care Act. Replaces provisions concerning serious mental illness rescreening. Provides that all persons admitted to a nursing home facility with a diagnosis of serious mental illness shall receive a follow-up visit within 60 days after admission and shall receive a resident review by the Department of Human Services or its designee promptly after a significant change in the resident's physical or mental condition. Provides that the Department of Human Services shall ensure there are no conflicts of interest for pre-admission screeners.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a business that ships or delivers goods that the business knows or should know are addressed to or intended for receipt by a minor shall, upon request, disclose to the minor's parent or guardian: (1) the name of the person who placed the order for the shipment or delivery; and (2) a general description of the contents of the shipment or delivery. Provides that the disclosure shall be made within a reasonable time after the request is received by the business. Provides that nothing requires a business to disclose information prohibited from disclosure under State or federal law. Provides that a violation of the provision constitutes an unlawful practice within the meaning of this Act.

Amends the Illinois State Police Radio Act. Provides that the Statewide Interoperability Executive Committee (SIEC) shall oversee governance, interoperability, and land mobile radio standards for Illinois' land mobile radio communications system and shall collaborate with the Office of the Statewide 9-1-1 Administrator and the Office of the Statewide Interoperability Coordinator to strengthen Illinois' emergency communications ecosystem. Provides that the SIEC may designate subcommittees necessary to effectuate its responsibilities. Provides that the voting membership of the SIEC must, at a minimum, include the Statewide Interoperability Coordinator, the Statewide 9-1-1 Administrator, the Director of the Secretary of the State Police or the Director's designee, and at least one representative from each of the following, appointed by the Governor: an association representing Illinois fire chiefs, an association representing Illinois fire protection districts, the Office of the State Fire Marshal, an association representing Illinois chiefs of police, an association representing Illinois sheriffs, the Illinois State Police, the Illinois Emergency Management Agency and Office of Homeland Security, the Department of Public Health, the Department of Innovation and Technology, and the Department of Military Affairs. Removes references to the STARCOM21 Oversight Committee. Requires the SIEC to, no later than July 1, 2027, establish standards necessary to ensure land mobile radio equipment interoperates throughout Illinois; planning, training, and evaluation standards necessary to enhance public safety communications operational readiness; and standards necessary for the unification of the Integrated Public Alert and Warning System statewide. Requires the SIEC to annually review existing statutory law and make recommendations for legislative changes to ensure efficient, effective, reliable, and sustainable communications interoperability statewide (rather than make recommendations concerning better integration of the Integrated Public Alert and Warning System statewide and develop a plan to sustainably fund radio infrastructure, radio equipment, and interoperability statewide). Effective July 1, 2026.

Amends the Property Tax Code. Provides that a complainant before the board of review or the Property Tax Appeal Board may represent himself or herself or designate a representative to appear before the board on his or her behalf. Provides that the description of rules and procedures provided by the board of review to the public must include an explanation that the taxpayer may appear pro se or be represented by any other person, including but not limited to an attorney, accountant, or other tax representative. Provides that the assessor or the board of review has the burden of proving any contested matter of fact by a preponderance of the evidence (currently, the plaintiff has the burden of proof by clear and convincing evidence).

Amends the Illinois Insurance Code. In provisions regarding the notice of intention not to renew a policy of insurance, provides that no company may impose renewal premium increases of more than 10% for policies of fire and extended coverage insurance that are subject to certain cancellation requirements, unless the company mails or delivers by electronic means to the named insured notice of the increase in renewal premium at least 60 days before the policy renewal or anniversary date. Creates the Rates for Fire and Extended Coverage Insurance Article. Contains provisions concerning the purpose and applicability of the Article. Prohibits rates from being excessive, inadequate, or unfairly discriminatory, as specified. Sets forth provisions concerning determinations and notice from the Department of Insurance and hearings on the notice. Provides that credible State-specific loss experience shall be used in the development of rates whenever that data is available and statistically reliable. Authorizes insurers, in order to meet actuarial standards of credibility, to supplement State-specific loss experience with countrywide, regional, or out-of-state loss experience. Effective January 1, 2027.

Amends the Illinois Power Agency Act and the Public Utilities Act. Provides that "agrivoltaic system" means a ground-mounted photovoltaic solar energy system that meets the following criteria: (1) the applicable farm plan and the system have been intentionally designed with agricultural producers, agrivoltaics experts, or both agricultural producers and agrivoltaics experts; (2) the system is constructed, installed, and operated to achieve an integrated and simultaneous production of both solar energy and current or future marketable agricultural products, including all products and activities described in the definition of "production agriculture" in the Use Tax Act and apiaries if the apiary is paired with another qualifying marketable agricultural product, by an agricultural producer; (3) the agricultural production of the system occur on land beneath or between rows of solar panels; and (4) the agricultural production of the system begins as soon as agronomically feasible and optimal for the agricultural producer after the commercial operation date of the solar panels and continues until decommissioning. Provides that "agrivoltaic system" does not include a system that has a pollinator habitat as the sole dual use of the system.

Amends the Illinois Insurance Code. In provisions concerning habilitative services for children, provides that, for any child under 19 years of age with an early acquired disorder that is diagnosed as a speech-language disorder, including stuttering, the required coverage shall include rehabilitative services in addition to habilitative services. Amends the Limited Health Service Organization Act to require coverage under that Act. Amends the Illinois Public Aid Code. Provides that, subject to federal approval, for services beginning on and after July 1, 2026, the medical assistance program shall provide coverage for medically necessary rehabilitative and habilitative services for individuals under the age of 21 with an early acquired disorder that is diagnosed as a speech-language disorder, including stuttering. Effective July 1, 2026, except that provisions amending the Illinois Insurance Code and the Limited Health Service Organization Act are effective January 1, 2028.

Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.
