Amends the Missing Persons Identification Act. Provides that, if a missing person remains missing for 30 days after the date of the police report (rather than 60 days after the date of the police report and missing for 60 days after the date of the police report in the National Missing and Unidentified Persons System (NamUs)), then the missing person's dental record shall be added to the missing person entry in the Law Enforcement Agencies Data System (LEADS). Provides that, if a missing person remains missing for 60 days after the date of the police report, then the missing person's dental record shall be entered in the National Missing and Unidentified Persons System (NamUs).

Creates the Tariff Transparency Act. Provides that a retail establishment shall disclose the percentage or dollar amount of the retail price of a retail product that is attributable to tariffs. Sets forth requirements for the disclosure. Requires retail establishments and wholesale trade firms to maintain specified records. Provides that all retail establishments subject to the Act shall be subject to periodic audits. Provides that a violation of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Sets forth provisions concerning exemptions; rulemaking; public notice; and a compliance schedule. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective 90 days after becoming law.

Amends the Illinois Income Tax Act. Creates an income tax deduction for any amounts paid by the taxpayer's employer on behalf of the taxpayer as part of an educational assistance program. Creates an income tax deduction for any amounts paid by the taxpayer on behalf of an employee of the taxpayer as part of an educational assistance program. Provides that the deductions are limited to the first $5,250 of such assistance so furnished to any individual. Effective immediately.

Amends the Child Care Act of 1969. Provides that a licensed day care center may hire an individual who is in the process of completing the educational requirements set forth in administrative rules as an Interim Conditional Child Care Director for a period of 12 months. Requires the hired individual to provide documentation that shows that the individual is enrolled in courses that meet the requirements set forth in administrative rules. Provides that the individual shall be enrolled in an accredited college or university. Provides that during the 12-month employment period, an Interim Conditional Child Care Director with specified qualifications is exempt from the educational requirements set forth in administrative rules.

Amends the State Finance Act. Creates the Prison Education Fund. Provides that moneys in the Prison Education Fund shall be used by the Illinois Community College Board and the Board of Higher Education to make grants to prison education programs that award associate degrees or bachelor's degrees to currently incarcerated students. Makes changes concerning the allocation of money from the Cannabis Regulation Fund. Provides that 0.5% of the moneys in the Cannabis Regulation Fund, after certain allocations have been made, shall be transferred from the Cannabis Regulation Fund to the Prison Education Fund.

Amends the Wildlife Code. Provides that, if wild deer cause more than $500 in property damage on land in the State that is owned or leased by an Illinois resident, then the Department of Natural Resources shall compensate the Illinois resident for the actual property damages caused by the deer and incurred by the Illinois resident upon submittal by the Illinois resident of a claim in the form and manner prescribed by the Department by rule. Provides that a claim must be submitted within one year after the date that a claimant suffers damages and knows or has reason to know of the damages. Grants the Department rulemaking powers. Provides for a private cause of action in the Court of Claims if the Illinois resident has not been compensated within 180 days after submitting a claim in the form and manner prescribed by the Department.

Amends the Illinois Insurance Code. Changes the title of the Urban Property Insurance Article to the Availability of Property Insurance Article. Provides for regulation of an association, commonly referred to as the Illinois FAIR Plan Association, of all admitted insurers engaged in writing in the State, on a direct basis, basic property insurance or any basic property insurance component in multi-peril policies, including, without limitation, excess and surplus insurers, but not including farm mutual companies. Replaces all references in the Article to Industry Placement Facility or Facility with Association and all references to Inspection Bureau with Inspector. Sets forth provisions concerning participation in and management of the Association. Makes changes to provisions concerning application procedures; authorized operations for issuing policies; approval of rates; the right to appeal; reporting requirements; making of assessments; and powers of the Director of Insurance. Provides that an insurer shall, for purposes of ratemaking submissions, include its proportionate share of the Association's deficit or surplus in underwriting results with the method of recognition determined from time to time by the Association's governing committee and the Director. Repeals provisions concerning the Industry Placement Program; premium financing; applications for coverage of risks by the Industry Placement Facility; the Illinois Insurance Development Fund; reimbursement of the Secretary through the Fund; insolvency of companies; and a task force that reviews policy forms and endorsements issued by the Industry Placement Facility. Effective immediately.

Amends the General Obligation Bond Act. Authorizes an additional $700,000,000 of State Pension Obligation Acceleration Bonds. Makes a conforming change. Amends the State Employees, State Universities, and Downstate Teachers Articles of the Illinois Pension Code. Extends the option for a participant to receive an accelerated pension benefit payment in lieu of any pension benefit or for a reduction in the increases to his or her annual retirement annuity and survivor's annuity to June 30, 2028 (instead of June 30, 2026). Effective immediately.
