Amends the Criminal Code of 2012. Provides that a person commits endangering the life or health of a child when he or she knowingly leaves an immature child under 18 years unattended. Establishes factors the trier of fact may infer relating to the maturity level of the child. Deletes that the child is unattended if not accompanied by a person 14 years of age or older or out of sight of that person. Replaces with the accompanying of the child by a mature person.

Amends the Educator Licensure Article of the School Code. In a provision regarding the Illinois Teaching Excellence Program, changes the definition of "hard-to-staff school" to mean a public school that either (i) is identified as hard-to-staff based on data reported on its school report card or (ii) does not have a school report card but serves a student population in which 30% or more of the student enrollment is considered low-income as determined by the State Board of Education using available enrollment or funding data, and provides that the State Board may not deny a National Board certified teacher a retention bonus solely because the public school at which the teacher is employed does not have a school report card.

Amends the Illinois Emergency Management Agency Act. Codifies the Federal Aid Disaster Trust Fund as a federal trust fund in the State treasury. Provides that moneys received by the Illinois Emergency Management Agency and Office of Homeland Security from a federal department or agency may be deposited into the Trust Fund. Requires interest earned by the investment or deposit of moneys accumulated in the Trust Fund to be deposited into the Trust Fund. Authorizes the Agency to expend any moneys in the Trust Fund for the specific purposes established by the terms and conditions of federal awards received by the Agency and in any amount that the Agency deems necessary to make grants and pay expenses in connection with its emergency management and preparedness programs. Effective immediately.

Amends the Illinois Emergency Management Agency Act . Provides that the Illinois Emergency Management Agency and the Office of Homeland Security shall conduct a comprehensive study of weather radar in the State. Provides that the Illinois Emergency Management Agency and the Office of Homeland Security shall prepare a written report summarizing the findings of the study. Requires the report to include recommendations, if any, for legislative or administrative action to improve or expand weather radar coverage in the State. Requires the Agency to submit the report to the Governor and the General Assembly by no later than one year after the effective date of the Act.

Creates the Gender in Athletics Act. Provides that in any intercollegiate athletic activity that is subject to rules, standards, or classifications that provide for student eligibility restrictions in order to ensure, enhance, or promote fair competition, each public institution of higher education shall make all determinations based on sex and not on gender. Grants rulemaking authority to the Board of High Education to implement and enforce the Act. Amends the School Code. Provides that no school district or nonpublic school whose students or teams compete against a school district or nonpublic school may operate, sponsor, or facilitate interscholastic or intramural athletics that permit a person whose gender is male to participate in any interscholastic or intramural athletics that are designated for females. Allows a student who is aggrieved by an alleged violation or anticipated violation to have the right to file a grievance complaint with the school district or nonpublic school for an immediate determination of whether a violation or anticipated violation exists. Provides that if a violation or anticipated violation is determined to exist, the school district or nonpublic school shall issue a decision immediately and may direct that such violation be terminated or adjusted to prevent a further violation, but if the grievance is rejected, the complaining party has the right to an immediate appeal to the State Board of Education for relief.

Amends the Counties Code. Provides that, if Cook County is delinquent in distributing property tax proceeds to taxing districts the proceeds of property taxes imposed by the taxing districts that Cook County is required to collect from taxpayers and distribute to the taxing districts, then Cook County shall reimburse the taxing districts for (i) the interest that the taxing districts would have earned from keeping the proceeds of property taxes in reserves and (ii) the interest that taxing districts paid on debts incurred because Cook County is delinquent in distributing property tax proceeds to taxing districts.

Creates the Internet Gaming Act. Authorizes an Internet gaming operator to offer Internet gaming in accordance with the provisions of the Act. Provides that Internet gaming shall only be offered by an Internet gaming license or an Internet management service provider that has contracted with an Internet gaming licensee. Provides that an Internet gaming licensee shall offer no more than 3 individually branded Internet gaming skins. Provides that an Internet management service provider may conduct Internet gaming on its own Internet gaming platform pursuant to the agreement between the provider and an Internet gaming licensee and in accordance with the rules of the Board and the provisions of the Act. Includes provisions for: requirements of an Internet gaming platform; Internet waging accounts; license requirements; age verification, location, and responsible gaming; diversity goals in procurement and spending by Internet gaming licensees; acceptance of out-of-state wagers; and limitations on home rule units. Provides that a 25% privilege tax is imposed on Internet gaming to be deposited into the State Gaming Fund. Authorizes the adoption of emergency rules to implement the Act and makes conforming changes in the Illinois Administrative Procedure Act. Effective immediately.

Amends the Landlord and Tenant Act. Provides that any landlord of a dwelling unit of residential real property must offer any tenant the option of having the tenant's rental payment information reported to at least one nationwide consumer reporting agency as long as the consumer reporting agency resells or otherwise furnishes rental payment information to a nationwide consumer reporting agency. "Rental payment information" means information regarding a tenant's complete, timely payments of rent. Requires that before reporting a tenant's rental history information, the landlord must first provide written notice of the offer and obtain written authorization from the tenant electing to have the rent reported. Specifies what information the notice must contain. Provides that if a tenant elects to have that tenant's rental payment information reported to a consumer reporting agency, the landlord may require that the tenant pay a fee not to exceed the actual cost to the landlord to provide the service plus $5 per month. Provides that the payment or nonpayment of this fee by the tenant may not be reported to a consumer reporting agency. Exempts a landlord of a residential rental building that contains 15 or fewer dwelling units, unless the landlord: (1) owns more than one residential rental building, regardless of the number of units in each building; and (2) is a corporation, limited liability company in which at least one member is a corporation or a real estate investment trust. Makes other changes.

Amends the Criminal Code of 2012 and the Unified Code of Corrections. Eliminates felony murder as an element of first degree murder. Creates felony murder as a separate class of felony. Provides that a person commits felony murder when he or she, acting alone or with one or more participants, commits or attempts to commit a forcible felony, other than second degree murder, and in the course of or in furtherance of that crime or flight from that crime, he or she or another participant causes the death of a person, other than one of the participants. Provides that the sentence of imprisonment for felony murder shall be a determinate sentence of not less than 8 years and not more than 40 year, subject to the parole review provisions for persons who committed the offense when under 21 years of age. Provides that an extended term sentence for felony murder shall be not less than 16 years and not more than 80 years. Amends various Acts to make conforming changes.

Amends the State Universities Article of the Illinois Pension Code. Provides that a Tier 2 member who has at least 20 years of service in this system as a police officer or firefighter is entitled to a retirement annuity upon written application on or after the attainment of age 55 (instead of age 60) if a specified rule is applicable to the participant. Provides that the changes apply retroactively to January 1, 2011. Provides that any benefit increase that results from the amendatory Act is excluded from the definition of "new benefit increase".

Amends the Adoption Act. Provides that the surviving adult children and adult grandchildren of a deceased adopted or surrendered person may petition for the appointment of a confidential intermediary to obtain nonidentifying information as authorized under the Adoption Act. Provides that the confidential intermediary shall have access to certain child welfare agency records if the agency has assisted in the placement of the adopted or surrendered person. Provides that the confidential intermediary shall have access to information from closed child welfare agencies if the petitioner is an adult child or grandchild of a deceased adopted or surrendered person.

Creates the Comprehensive Charitable Food System Coordination Act. Provides that, in administering or appropriating State or State-managed federal grant funds for hunger relief, each State agency must: (1) consult and coordinate with specified actors in the charitable food system; (2) ensure that grant solicitations and funding criteria reflect the interconnected roles of food providers, distributors, producers, facilitators, and data systems; and (3) consider proposals that strengthen coordination, efficiency, resiliency, and equity across the charitable food system. Provides that State agencies are encouraged to establish advisory groups or working groups comprised of actors in the charitable food system. Requires certain reports. Amends the Department of Human Services Act. Provides that the Department of Human Services shall make grants from the Hunger Relief Fund to food banks and providers (currently, food banks only). Effective July 1, 2026.
