Requires that any private short-term disability insurance (STDI) carrier that bids to provide coverage to Rhode Island state employees must cover all eligible employees, regardless of age.
Includes any costs paid by an enrollee or on behalf of the enrollee by a third party when calculating an enrollee’s overall contribution to any out-of-pocket maximum or cost sharing requirement under a health plan as of January 1, 2027.
Establishes a fund and the operations necessary for a hotline for suicide prevention and behavioral health crisis management. Also instates a monthly surcharge on telephone lines to fund the 988 call center.

Effective July 1, 2026, annually allocates twenty percent (20%) of available proceeds in the Rhode Island highway maintenance account to RIPTA for operating expenses.
JOINT RESOLUTION CREATING A SPECIAL JOINT LEGISLATIVE COMMISSION TO STUDY RHODE ISLAND'S METHOD OF FUNDING CHARTER SCHOOLS (Creates a 13-member joint commission to study Rhode Island’s method of funding charter schools, and would report back to the Governor and the General Assembly by April 1, 2027, and would expire on July 1, 2027.)

Increases the role of the DMV in the voter registration and address verification process, by establishing very specific obligations and responsibilities that must be followed before offering an individual an application to register to vote.
Requires any remaining funds in the enacted budget from the RI promise scholarship program or the RI hope scholarship program, after Rhode Island college has satisfied all eligible scholarships to be reimbursed to onward we learn.
JOINT RESOLUTION AUTHORIZING THE STATE TO ENTER INTO A FINANCING AGREEMENT RELATING TO SCHOOL CONSTRUCTION IN THE CITY OF PAWTUCKET AND AUTHORIZING THE CITY OF PAWTUCKET TO FINANCE RENOVATIONS AND REPAIRS TO SAMUEL SLATER MIDDLE SCHOOL FACILITIES, OR THE ACQUISITION, CONSTRUCTION, IMPROVEMENT, FURNISHING AND EQUIPPING OF A NEW MIDDLE SCHOOL AND SCHOOL FACILITIES AND ALL EXPENSES INCIDENT THERETO INCLUDING, BUT NOT LIMITED TO, COSTS OF DESIGN, DEMOLITION, ATHLETIC FIELDS, LANDSCAPING AND PARKING BY THE ISSUANCE OF NOT MORE THAN $22,500,000 CITY BONDS, CITY NOTES AND/OR OTHER EVIDENCES OF INDEBTEDNESS THEREFOR (Authorizes bonds to finance school construction in the city of Pawtucket.)
