Health care matters. Requires Medicaid reimbursement for outpatient covered services at a hospital to be at the same reimbursement rate as that provided for the equivalent services at a physician's office. Provides exceptions. Requires specified reporting by hospitals and physicians to the office of the attorney general concerning: (1) a merger or acquisition of a physician group practice; and (2) employment of a physician. Requires the department of insurance to submit a report to the general assembly concerning the advisability and feasibility of expanding site neutral reimbursement to commercial health insurance.

Political subdivision budgets. Provides that, notwithstanding any growth in a political subdivision's assessed value in the previous year, a political subdivision's ad valorem property tax levy shall not exceed the ad valorem property tax levy for its last preceding annual budget, unless the fiscal body of the political subdivision adopts an affirmative tax rate and tax levy increase by ordinance following a separate public hearing. Requires a resulting decrease in tax rates for each political subdivision in which there was an increase in the political subdivision's assessed value in the previous year, subject to any affirmative tax rate and tax levy increase adopted by the fiscal body of the political subdivision.

Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Chronic absenteeism. Requires the department of education (department) to: (1) study and make recommendations concerning the categorization of student absences; (2) create a list of best practices to reduce student discipline related to student absenteeism and the number of chronically absent students; (3) develop guidelines and requirements for certain intervention strategies and school attendance improvement plans; (4) submit a report concerning attendance to the legislative council; and (5) develop attendance improvement targets for certain schools. Requires a school to implement an early warning system and assemble a school based team to monitor the system. Provides the duties and obligations of a school attendance coordinator and a child study team. Requires the governing authority of a school to adopt an attendance policy and develop an attendance improvement plan aligned with department guidelines and requirements. Requires a school to collect and document certain information concerning absences.

Student well-being and resiliency. Requires the department of education (department), in consultation with the office of the secretary of family and social services, to approve and make available student mental well-being resources for certain schools. Requires the governing body of a school corporation or the equivalent authority for a charter school to publish and publicly post the approved student well-being resources. Establishes the resiliency program (program) to provide eligible schools the opportunity to participate in a program designed to help students build resiliency and grit so that students are ready to learn. Requires the department to develop guidelines to determine which eligible schools may participate in the program. Requires an eligible school selected by the department to participate in the program to follow certain requirements and procedures before a student may participate in the program. Requires the department to prepare a report concerning the program and submit the report to the legislative council.

Criminal procedures. Increases the penalty levels of crimes related to fentanyl. Provides that a court shall consider requiring certain persons charged with a crime of domestic violence to wear a monitoring device as a condition of bail. Requires that a bail hearing for a violent arrestee or a repeat violent arrestee be held in open court and provides that before releasing a violent arrestee or a repeat violent arrestee on bail the court must review the probable cause affidavit or arrest warrant and impose money bail payable by surety bond or cash deposit. Provides that in accordance with IC 27-10-2-4.5(g)(2), a charitable bail organization may not pay money bail on behalf of a violent arrestee or a repeat violent arrestee. Makes conforming changes.

Drug testing requirement for TANF eligibility. Provides that as a condition of receiving temporary assistance for needy families (TANF), an individual who is at least 18 years of age must submit to and pass: (1) a drug test at the time the individual applies to receive TANF; and (2) routine, randomly scheduled drug tests while the individual is receiving TANF (required drug tests). Provides that the testing requirement does not apply to an individual who receives TANF benefits on behalf of a child and does not receive TANF benefits on the individual's own behalf. Requires county offices of the office of the secretary of family and social services (FSSA) to inform TANF applicants of the drug testing requirement. Provides that an individual who fails a required drug test is ineligible to receive TANF benefits until the individual: (1) provides to FSSA evidence that the individual is participating in, or on a waiting list to participate in, a drug abuse treatment program; and (2) passes two consecutive drug tests. Provides for appointment of a representative payee to receive TANF on behalf of a child if the individual who would otherwise receive TANF on behalf of the child is ineligible for TANF as a result of failing a required drug test. Provides that if an individual fails a required drug test, FSSA shall withhold the amount of the cost of: (1) the drug test; and (2) any subsequent required drug test; from future TANF benefits the individual receives. Requires a county office of FSSA to provide a list of drug abuse treatment programs to an individual who fails a required drug test. Specifies requirements for a facility that administers a required drug test. Requires FSSA to provide to: (1) the Indiana housing and community development authority; and (2) any division of FSSA that implements the Supplemental Nutrition Assistance Program; the name of an individual who fails a required drug test. Provides that FSSA's records concerning the results of an individual's required drug test may not be admitted against the individual in a criminal proceeding. Provides for administrative remedies and an appeals process with regard to the drug testing requirement. Requires FSSA to collect data to assess and prevent discrimination based on race, ethnicity, or sex with regard to the administration of the drug testing requirement. Consolidates overlapping definitions of "TANF" and "TANF program".

Amended registration. Provides that if a person changes the exterior color or appearance of their passenger vehicle from the color listed in the vehicle's registration through certain methods, the person must apply to amend their vehicle registration, and that a law enforcement officer shall issue a warning to a person who does not update the person's registration to reflect the color changes. Provides that a person commits a Class C misdemeanor if the person changes the color of a passenger vehicle after it was used in the commission of a crime and fails to amend the vehicle registration. Requires the BMV to require a person renewing a registration to indicate if the vehicle's color has changed.

Establishes the board of naturopathic medicine (board). Establishes license requirements. Requires licensed naturopathic physicians to obtain continuing education for license renewal. Establishes the naturopathic formulary council to establish a formulary for naturopathic physicians. Establishes the childbirth attendance advisory commission to provide recommendations concerning the practice of naturopathic childbirth attendance. Provides that an individual who is not licensed may not use certain descriptions, titles, or initials to indicate or imply that the individual is a licensed naturopathic physician. Establishes criminal penalties for certain violations.

Unlawful possession of a firearm by a child. Adds felony unlawful possession of a firearm by a child to the list of crimes for which a juvenile court shall, upon motion of the prosecuting attorney, waive jurisdiction under certain circumstances. Removes certain crimes concerning children and firearms from the list of crimes in which a juvenile court does not have jurisdiction for an alleged violation. Removes language in the unlawful carrying of a handgun statute prohibiting a person less than 18 years of age from carrying a handgun. Provides that the unlawful carrying of a handgun statute applies to a person who has been adjudicated as a delinquent child under the statute, and is at least 18 years of age but less than 23 years of age. Renames the "dangerous possession of a firearm" crime to "unlawful possession of a firearm by a child" and provides that the enhanced penalty applies if the offense was committed: (1) on or in school property; (2) within 500 feet of school property; or (3) on a school bus. Removes the reckless mens rea for unlawful possession of a firearm by a child. Makes technical changes.
