Eligibility for benefits. Provides that, beginning January 1, 2026, in determining the Medicaid eligibility of an individual who has a community spouse, the office of the secretary of family and social services (the office of the secretary) may not consider the following as a countable resource if held by the individual's community spouse: (1) An individual retirement account. (2) A work related pension plan. Requires the office of the secretary to apply, before January 1, 2026, for any state plan amendment necessary to implement this provision.

Makes conforming amendments.

Provides that the director of the community corrections program, or the director's designee, shall deposit all money from a commissary that sells merchandise to participants in the particular community corrections program into the fund. Provides that a community corrections officer may sell merchandise from a commissary to a participant of the community corrections program. Provides that the director of a residential community corrections program, or the director's designee, may receive confidential information from the Indiana scheduled prescription electronic collection and tracking (INSPECT) program.

Allows an attorney who: (1) performs court appointed legal services on a full-time or full-time equivalent basis; (2) regularly performs court appointed legal services in more than one county that receives reimbursement from the Indiana commission on court appointed attorneys; and (3) is not eligible to join an employee health plan in any state or local unit; to participate in the state employee health plan. Establishes eligibility, enrollment, and coverage requirements. Provides that the cost of coverage shall be shared between the Indiana commission on court appointed attorneys and the eligible attorney. Establishes the public defender health benefit fund. Makes conforming changes.

Anatomical gift inquiries. Requires a state agency to offer a state employee an opportunity to register as a donor of an anatomical gift: (1) during the state employee's onboarding process; and (2) on an annual basis, during the state agency's employee benefits enrollment period. Requires certain information to be provided to the state employee concerning the donation of an anatomical gift.

Relocation of riverboat gambling operation. Provides that the licensed owner of the riverboat located in the city of Rising Sun (licensed owner) may relocate gaming operations to a casino in the city of New Haven if certain conditions are met. Requires the licensed owner to pay a fee of $50,000,000 if the licensed owner sells or transfers the licensed owner's interest in the licensed owner's license within five years of the approval of relocation. Provides for distribution of supplemental wagering tax revenue and wagering tax revenue after the relocation of gaming operations. Establishes the together for tomorrow commission (commission). Specifies members to the commission. Specifies the purposes of the commission.
