Workforce matters. Amends the definitions of "discharge for just cause", "employment", and "gross misconduct" for purposes of unemployment insurance. Provides that an unemployment claimant: (1) is required to verify the claimant's identity before a claim can be filed, and as a condition for continued eligibility; and (2) has the right to request a wage investigation and to appeal the results of the investigation to a liability administrative law judge. Allows an unemployment claimant or employing unit to appeal regarding the claimant's status as an insured worker. Requires that all hearings before an administrative law judge or the unemployment insurance review board concerning disputed unemployment claims be set as telephone hearings, unless an objection is made. Allows a disputed unemployment claim to be directly filed with a liability administrative law judge. Provides that administrative records of the department of workforce development (department) are self-authenticating and admissible in an administrative hearing. Provides that the department may release certain confidential records to the extent permitted by federal law. Makes certain changes regarding the reemployment service and eligibility assessment program. Makes various changes regarding extended unemployment benefits. Provides that repayment of a benefits overpayment may be waived if certain conditions are met. Alters certain fee and payment provisions. Removes or alters notice and delivery requirements and extends certain deadlines. Requires the department to issue a written notice of violation to a person who fails to comply with certain authorization requirements. Provides that the department may assess a civil penalty against a person under certain circumstances. Requires civil penalties collected by the department to be deposited in the proprietary educational institution authorization fund. Establishes the unemployment insurance modernization fund (fund). Requires the department to annually submit a report to the budget committee detailing the expenditures made from the fund during the previous state fiscal year. Requires the department to annually submit a report to the budget committee concerning the status of the department's unemployment insurance program. Provides that the department may establish a reemployment pilot program. Makes conforming changes.

Substitute system of worker's compensation. Provides that an employer who is a member in good standing with the Small Business Aid, Inc., and provides a substitute system of worker's compensation and worker's occupational diseases compensation as established by the Small Business Aid, Inc., is not required to seek the approval of the worker's compensation board in order to provide the substitute system of compensation in lieu of compensation and insurance provided under the worker's compensation and worker's occupational diseases compensation laws. Makes corresponding changes.

School protective door assemblies. Requires, not later than July 1, 2026, the fire prevention and building commission to adopt rules to adopt the: (1) Standard for Life Safety Code (NFPA 101) published by the National Fire Protection Association; and (2) Standard for Fire Doors and Other Opening Protectives (NFPA 80) published by the National Fire Protection Association for the purpose of regulating protective door assemblies for schools. Requires each school corporation, charter school, or state accredited nonpublic school (school) to annually inspect each protective door assembly in each school building that is being used to provide instruction to students. Provides that the inspection must: (1) be performed by a qualified inspector; (2) verify whether each particular protective door assembly meets certain standards; and (3) include a report to the school with the results of the inspection. Provides that if a protective door assembly is determined to not be in compliance with standards and there is a serious risk for a fire or life safety hazard, the school shall remedy the noncompliant protective door assembly not later than 180 days after the date of the inspection. Provides that if a protective door assembly is determined to not be in compliance with standards, but there is not a serious risk for a fire or life safety hazard, the school shall remedy the noncompliant protective door assembly not later than 18 months after the date of the inspection. Provides that the department of homeland security (department) or the department's designee shall annually review a school's inspection records. Provides that the department or the department's designee shall issue an order to the school if the protective door assembly is not brought into compliance within the designated period to remedy. Requires a school that receives an order to post the citation on the school's website until the noncompliant protective door assembly is made compliant with certain standards. Requires the fire prevention and building commission to adopt administrative rules.

Homeowners association governance. Amends as follows the statute governing homeowners associations: (1) Provides that for each meeting of the homeowners association (HOA) board, the board must provide at least four days advance written notice of the meeting to members of the HOA and requires the notice must include: (A) a meeting agenda; and (B) in the case of the notice for annual meeting, a statement of the right of HOA members to demand a special meeting of the members, including a statement of the statutorily required number of members needed to demand a special meeting. (2) Provides that a member of an HOA is considered to be in attendance at a meeting of the HOA if the member attends by remote or virtual means in accordance with the procedures for remote meetings set forth in the statute governing nonprofit corporations. (3) Provides that an HOA's governing documents may not require the attendance of more than 25% of the members at a meeting to constitute a quorum. (4) Authorizes an HOA to assess a fine for a member's violation of a covenant if the HOA first: (A) adopts a schedule of fines for specified violations; and (B) in the case of a violation by a member, provides to the member a notice setting forth the violation, the amount of the fine, and the date on which the fine will be assessed. (5) Amends provisions governing the resolution of disputes between HOAs and members to specify that if a claimant under those provisions is an HOA and the claim involves a member's violation of the covenants of the HOA, the board may: (A) assess a fine under the bill's provisions authorizing the assessment of fines or enforce a fine previously assessed under that authority; and (B) seek to recover from the other party any court costs or attorney's fees incurred in connection with the claim.

Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Caregiver tax credit. Provides that a qualified taxpayer is entitled to a credit against the qualified taxpayer's state income tax liability in a taxable year equal to the lesser of: (1) the value of qualified services that the qualified taxpayer performed in the immediately preceding taxable year; or (2) $10,000 (or $5,000 in the case of a married individual filing a separate return). Provides that "qualified services" means services, as determined by the office of the secretary of family and social services (FSSA), that a qualified taxpayer performs in caring for an ill or aging qualified family member that the qualified taxpayer otherwise would have compensated a third-party caregiver to perform. Provides that the term does not include services that would otherwise be required to be performed by a licensed physician, a licensed nurse, or other medical professional. Requires the FSSA to: (1) develop criteria that a service must satisfy to be considered a qualified service; (2) derive a formula, using published industry data and standards, to determine the value of the qualified services performed by a qualified taxpayer during a taxable year; and (3) adopt any other guidelines necessary to allow or disallow a credit. Requires a qualified taxpayer to submit to the FSSA all relevant information regarding the performance of qualified services necessary for the FSSA to determine the value of the qualified services. Requires the FSSA to notify a qualified taxpayer in writing the value of the services that the qualified taxpayer performed for purposes of claiming the credit.

Search and seizure. Prohibits a governmental agent from entering real property that is owned or occupied by a landowner without a warrant. Provides certain exceptions. Requires a governmental agent, upon entering real property, to: (1) take reasonable action to notify the landowner that the governmental agent has entered; (2) show the landowner a copy of the warrant, if applicable; and (3) activate any law enforcement recording device that is issued to the governmental agent. Provides that evidence obtained by entry on real property without a warrant or without a valid exception is inadmissible. Provides that a person may not be arrested if the probable cause for the arrest results solely from entry on real property without a warrant or valid exception. Establishes a civil cause of action if a governmental agent enters real property without a warrant or valid exception.

Establishes various criteria for a participant to apply for a grant, loan, or other financial assistance.
