Illinois House Bill HB5773
Amends the Property Tax Code. Makes changes concerning certifications by the Department of Revenue for the purpose of establishing guidelines and valuations for farmland. Provides that cropland, permanent pasture, and other farmland shall be defined according to guidelines issued by the Department of Revenue (currently, U.S. Census Bureau definitions). Makes changes concerning equalization factors applied to farmland property. In provisions concerning property under a forestry management plan, provides that the Department of Natural Resources shall inform the Department of Revenue of each parcel of land covered by an approved forestry management plan, and the Department of Revenue shall notify each chief county assessment officer of each parcel of land covered by an approved forestry management plan (currently, the Department Natural Resources notifies the Department of Revenue and each chief county assessment officer). Effective immediately.

Expresses support for ongoing federal efforts to eliminate fraud, waste, abuse, and corruption in government spending. Commends President Donald Trump and Vice President JD Vance for their leadership and commitment to restoring transparency, accountability, and fiscal discipline in the administration of public benefit programs. Calls upon Governor JB Pritzker, all relevant state agencies, and the State of Illinois to fully comply with all federal antifraud reviews, audits, and enforcement initiatives related to Medicaid and other taxpayer-funded programs. Encourages the State of Illinois to strengthen its own antifraud oversight tools, improve accountability mechanisms, and fully cooperate with efforts to ensure taxpayer dollars are protected from misuse.

Acknowledges the accomplishments and implementation progress of the Kinship in Demand (KIND) Act. Urges the Illinois Department of Children and Family Services (DCFS) to aggressively continue implementation of the KIND Act to deliver permanency to more children and to keep families together even when reunification is not possible. Urges DCFS to execute needed revisions to Rule 415 one year after all statutory provisions went into effect. Urges DCFS to actively pursue the recently announced federal funding opportunities by the U.S. Department of Health and Human Services Administration for Children & Families to support kinship navigator services and to bolster the implementation of the KIND Act. Urges DCFS to provide continual, updated training opportunities and resource materials for staff. Urges the Administrative Office of the Illinois Courts to provide effective statewide judicial education on the KIND Act. Supports the judiciary's efforts to diligently implement the components of the KIND Act.

Illinois House Bill HB5777
Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall ensure that program staff have expertise in the community land trust model and shall implement procedures that remove barriers to the timely and effective execution of approved community land trust projects. Amends the Property Tax Code. Provides that property that is owned by a non-profit community land trust, as defined in the Community Land Trust Home Ownership Act, and that is used exclusively for the creation and maintenance of permanently affordable owner occupied single-family or multifamily residences is exempt beginning with the taxable year in which the property is acquired by the community land trust and continuing through the taxable year in which the property is sold to a homeowner. Effective immediately.

Amends the Freedom of Information Act. Exempts from inspection and copying under the Act written communication and attachments that pertain to a current or former student and that were sent between an educational institution and the student or between an educational institution and the student's parent or guardian, except if the Illinois School Student Records Act or the federal Family Educational Rights and Privacy Act applies.
