Reinserts the provisions of the introduced bill with the following changes. Moves the provisions to the Illinois Freedom to Work Act. Provides that any payments made or wages or other payments deducted or otherwise withheld in violation of the provisions may be recovered as unpaid wages under the Wage Payment and Collection Act. Exempts from the provisions contracts with an apprenticeship program registered with the Office of Apprenticeship within the U.S. Department of Labor's Employment and Training Administration.

Amends the School Code. Establishes within the State Board of Education the shortage differential salary incentive program to support licensed teachers who provide instruction in special education and hard-to-staff locations. Sets forth the various shortage differential grants under the program based on specified criteria. Provides that teachers who receive an annual shortage differential grant for being assigned to a position in a hard-to-staff location shall be assigned to a position in: (1) a complex area identified as a hard-to-staff location by a school district; (2) a complex area whose rate of teachers who have completed a State-approved educator preparation program has been below this State's average rate of teachers who have completed a State-approved educator preparation program for the last 3 years; (3) a geographically isolated complex area; or (4) a complex area whose combined number of vacant teaching positions and emergency hires was higher than 10% in the 2024-2025 and 2025-2026 school years.

Reinserts the provisions of the introduced bill as amended by House Amendment 1 with the following changes. In provisions relating to legislative findings, provides that developmental psychology and neuroscience studies have shown (rather than Developmental psychology and neuroscience conclude) that judgment, impulse control, and psychosocial maturity may continue (rather than continue) developing into the mid-20s. Further provides that emerging adults may differ (rather than differ) significantly from older adults in risk assessment, susceptibility to peer influence, emotional regulation, and decision making under stress. Further provides that emerging adults may also (rather than also) face elevated rates of mental health disorders, trauma exposure, substance use disorders, unemployment, and housing instability. Further provides that adult jails and prisons can be (rather than are) associated with higher rates of victimization, self harm, long-term disability, and recidivism among the emerging adult population. Further provides that after decades of program based intervention alternatives for juveniles, it is appropriate for the task force to evaluate the efficacy of each of these programs to ensure only those that are reducing criminal behavior and providing for public safety are continued while those that are not providing the expected benefits are phased out. In provisions concerning the composition of the Task Force, provides that the Task Force shall include two representatives (rather than one representative) of a municipal police department. Further provides that the Task Force shall include two representatives (rather than one representative) of a sheriff's office. Further provides that the Task Force shall include two representatives (rather than one representative) of a community based legal services or holistic defense organization serving emerging adults. Effective immediately.

Amends the Property Tax Code. In provisions concerning the homestead exemption for veterans with disabilities and veterans of World War II, provides that, if the veteran has a service-connected disability of 50% or more, then the first $250,000 in equalized assessed value of the property is exempt from taxation under the Code (currently, if the veteran has a service-connected disability of 50% or more but less than 70%, the annual exemption is $5,000, and, if the veteran has a service-connected disability of 70% or more, then the first $250,000 in equalized assessed value of the property is exempt). Effective immediately.

Amends the Illinois Insurance Code. Provides that no policy of accident and health insurance shall be issued, amended, delivered, or renewed in this State on or after January 1, 2027 unless the policy provides coverage for annual lung cancer screenings for any beneficiary currently employed as an active firefighter or any person eligible for or currently receiving a retirement annuity, retirement pension, disability pension, or disability benefit pursuant to the Downstate Firefighter or Chicago Firefighter Article of the Illinois Pension Code. Requires the coverage to be provided without cost sharing. Amends the Counties Code, the Township Code, the Illinois Municipal Code, and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Amends the Nurse Practice Act. In provisions concerning registered professional nurse licensure by examination, provides that, prior to September 1, 2029 (rather than September 1, 2026), no professional nursing program shall be placed on probationary status for failing to reach a licensure examination passage rate of less than 75%.

Amends the Code of Civil Procedure. Adds provisions allowing a member of a Moorish Science Temple to change or correct the person's name by amending the Tribal Suffix of El or Bey to the person's family name by filing a notarized form with the Secretary of State to do so. Creates a form to use in the process. Makes other changes. Effective immediately.

Amends the Consumer Protection New Construction Residential Housing Act. Provides that a housing merchant implied warranty is implied in the contract or agreement for the sale of a new home and shall survive the passing of title. A housing merchant implied warranty shall mean that: (1) one year from and after the warranty date the home will be free from defects due to a failure to have been constructed in a skillful manner; (2) two years from and after the warranty date the plumbing, electrical, heating, cooling, and ventilation systems of the home will be free from defects due to a failure by the builder to have installed the systems in a skillful manner; and (3) six years from and after the warranty date the home will be free from material defects. Provides for the exclusion or modification of warranties. Preempts home rule.

Amends the Courses of Study Article of the School Code. In the provisions concerning disability history and awareness, requires a school district to also provide instruction on disability awareness and inclusion education. Provides that the instruction on disability history and awareness shall include: (1) grade-appropriate content on understanding different disabilities and accessible practices; (2) peer inclusion training and collaborative classroom projects promoting interaction between students with and without disabilities; (3) hands-on workshops; (4) school-wide programming during March; and (5) recognition systems for students, classes, and schools demonstrating exemplary inclusion practices.

Creates the Solar Energy Reliability and Affordability Checkoff Program Act. Sets forth findings. Defines terms. Creates the Solar Energy Reliability and Affordability Fund. Provides that the Fund may receive deposits of moneys collected by the Department of Agriculture under provisions of the Act concerning the collection of solar energy fees. Creates the Solar Energy Reliability and Affordability Board appointed by the Governor to administer and manage the Fund. Sets forth membership requirements of the Board. Provides that the Board shall ensure that assessments collected under the Act are used for the creation and publication of research, communication, marketing, and education programs that promote accurate information related to, emphasize the clean energy benefits and affordability of, and promote the adoption of solar energy systems and energy storage systems, which may include the funding of third-party organizations for these purposes and any related activities to carry out the programs as proposed by the Board. Requires each owner, operator, or developer of a solar energy system to pay a 2 cents per watt assessment on all solar energy systems sold for installation within the State to the Department of Agriculture. Provides that assessments are payable directly to the Board and shall be paid when a commercial renewable energy facility owner enters into an agricultural impact mitigation agreement as required under the Renewable Energy Facilities Agricultural Impact Mitigation Act. Requires the Board to publish an annual financial and activities report. Amends the State Finance Act to create the Solar Energy Reliability and Affordability Fund as a special fund in the State treasury. Effective immediately.

Amends the Election Code. Provides that, beginning on January 1, 2028, a person convicted of a felony, or otherwise under sentence in a correctional institution, shall have his or her right to vote restored and shall be eligible to vote not later than 14 days following his or her conviction. Provides that a person who is serving a sentence in a correctional institution starting prior to January 1, 2027 shall have his or her right to vote restored not later than January 14, 2028. Provides that a person may not be denied the right to vote because of a past criminal conviction. Provides that each local election authority shall coordinate with the correctional institution, Illinois Department of Corrections, and other correctional agencies incarcerating eligible voters to facilitate voting by mail for those voters eligible to vote in that election jurisdiction who are incarcerated in the correctional institution. Provides that the Attorney General, any individual aggrieved by a violation of these provisions, any entity whose membership includes individuals aggrieved by a violation of these provisions, any entity whose mission would be frustrated by a violation of these provisions, or any entity that would expend resources in order to fulfill its mission as a result of a violation of these provisions may file an action in a court of competent jurisdiction. Provides that the Act is intended to benefit and protect the rights of individual voters and to provide a remedy for infringing on the rights granted under this Act. Amends the Re-Entering Citizens Civics Education Act. Changes the short title of the Act to the Reintegration and Civic Empowerment Act. Provides that the Department of Corrections shall conduct the civics peer education program each of the 3 sessions not less than twice a month at each correctional institution totaling not less than 6 sessions per month at each correctional institution. Provides that the civics peer education program and workshops must be made available to all committed persons regardless of the date they were first committed or the length of their sentence. Amends the Illinois Administrative Procedure Act and the Unified Code of Corrections to make conforming changes. Effective January 1, 2028.

Amends the Wholesale Drug Distribution Licensing Act. Defines "virtual wholesale distributor". Provides that every virtual wholesale distributor that engages in virtual drug distribution of prescription drugs shall be licensed by the Department of Financial and Professional Regulation. Provides that a virtual wholesale distributor shall only contract with entities licensed under the Act to take physical possession of prescription drugs if the prescription drugs are being shipped into the State. Sets forth requirements for applicants for a virtual wholesale distributor license. Provides that a virtual wholesale distributor shall ensure that any licensed entity providing distribution services to the virtual wholesale distributor complies with certain requirements. Provides that a virtual wholesale distributor shall not operate out of a location that is a residence or personal dwelling. Makes conforming changes in provisions concerning definitions; unlicensed practice; the expiration of a license; rules and regulations; inspection powers of a pharmacy investigator; restrictions on transactions; wholesaler licensing complaints; violations of the Act; temporary suspension of a license; home rule preemption; and drugs in storage. Makes other changes. Effective immediately.

Amends the Criminal Code of 2012. Provides that, in addition to any other disposition authorized by law, the court shall order any person arrested for patronizing a person engaged in the sex trade to participate in the Buyer Accountability Program and pay a fee of $1,000. Provides for the distribution of the fees. Establishes an education program to be known as the Buyer Accountability Program, which shall consist of an instructional program on prostitution and human trafficking schemes offered in one or more locations throughout the State. Establishes who may establish the program in various areas of the State. Provides that the program shall include information intended to increase the person's awareness of: (1) the causes of prostitution and its relationship to human trafficking; (2) the health and safety risks connected with prostitution, including its impact on the community; (3) the consequences of convictions for prostitution or human trafficking, including penalties for subsequent convictions on both patronizers and victims; and (4) the pervasiveness of human trafficking as well as the long-term physical and psychological harms of prostitution and human trafficking on its victims. Provides that a program must be approved by the Attorney General. Provides that the Attorney General shall notify the Administrative Office of the Illinois Courts that the program has been established and approved by the Attorney General.
