Declares July 22, 2026 as Governor Jim Edgar Day in the State of Illinois in recognition of former Governor Jim Edgar's life, his legacy, and his extraordinary career in public service.

Appropriates $5,000,000 to the Department of Agriculture for grants to Illinois public institutions of higher education for research and development focused on alternative protein research. Effective July 1, 2026.

Appropriates $10,000,000 to the Board of Higher Education for the administration and distribution of grants to public universities for the implementation of the Bridge Program for Underrepresented Students Act. Effective July 1, 2026.

Congratulates the Veterans Assistance Commission of Lake County on its 100th anniversary.

Mourns the passing of Standish E. "Kwame" Willis, Esq. of Chicago.

Declares February 2, 2026 as "Louis D. Burrell Day" in the State of Illinois in honor of his extraordinary lifetime of contributions and the legacy he continues to build. Wishes Louis Burrell a happy 88th birthday. Encourages the members of the Illinois House of Representatives to observe Louis D. Burrell Day by celebrating the vital role of educators, builders, advocates, and elders whose service strengthens communities and inspires future generations.

Creates the Reverend Jesse L. Jackson Memorial Highway Act. Provides that the part of the Dan Ryan Expressway that begins at 47th Street and extends south to 95th Street, in the City of Chicago, Cook County is designated as the Reverend Jesse L. Jackson Memorial Highway.

Appropriates $10,000,000 from the Road Fund to the Illinois State Police for installation and maintenance of camera systems under the Expressway Camera Act and for associated telecommunications costs and camera warranties. Effective July 1, 2026.

Recognizes the 250th anniversary of the adoption of the Declaration of Independence as an opportunity for reflection, inspiration, education, dialogue, and civic engagement. Encourages participation in and support of activities that examine our shared history, promote understanding of democratic principles, inspire the exchange of ideas, and strengthen civic life. Encourages and supports efforts to bolster the organizations that preserve and protect our State's archives, museums, libraries, historic sites, and community collections. Supports efforts to expand access to high-quality civics education that prepares individuals for thoughtful, constructive participation in our democracy with an understanding of the nation's founding ideals and the diverse people and communities in Illinois who have engaged, and continue to engage, in the work required to realize them.

Declares March 5, 2026 as Holi Day in the State of Illinois. Encourages residents to acknowledge and celebrate the rich traditions and enduring contributions of the Indian American community throughout the State.

Mourns the passing of Dominic Constantino Giacomini of Springfield.

Creates the Prediction Markets Regulation and Taxation Act. Includes findings and legislative intent provisions. Provides that no person shall operate a prediction market offering qualifying prediction market contracts to Illinois residents without first obtaining a master prediction market license from the Illinois Gaming Board and paying a $1,000,000 license fee to the Board. Provides that the master prediction market license is renewable annually upon payment of a $1,000,000 renewal fee and a determination of the Board that the licensee meets the requirements of the Act and the Board's rules. Requires the Board to adopt rules for licensing and establishes provisions concerning construction of the Act. Provides that the State shall impose and collect a privilege tax equal to 50% of a platform operator's adjusted gross receipts derived from qualifying prediction market contracts placed by or with Illinois residents. Sets forth provisions concerning additional requirements for the tax. Provides that violation of the Act shall constitute unlicensed gambling under the Criminal Code of 2012 and may result in cease and desist orders, civil penalties, license revocation, or referral for criminal prosecution. Grants the Board rulemaking authority to implement the Act. Amends the Criminal Code of 2012. Provides that, in addition to existing provisions, a person commits gambling when the person knowingly violates the Prediction Markets Regulation and Taxation Act.

Encourages increased public education and awareness efforts regarding Myalgic Encephalomyelitis, support for individuals and families affected by the disease, and continued attention to research and health care initiatives aimed at improving diagnosis, treatment, and quality of life for those living with ME.
