Makes appropriations from the Illinois Power Agency Fund, the Illinois Power Agency Renewable Resources Fund, and the Illinois Power Agency Trust Fund to the Illinois Power Agency. Effective July 1, 2026.

Congratulates Treatment Alternatives for Stronger Communities (TASC) on its 50th anniversary. Extends best wishes to TASC for continued success in advancing effective, accountable, and compassionate alternatives to incarceration.

Amends the Illinois Municipal Code. Provides that, if the moneys in the general fund of a municipality exceed the municipality's operating expenses for the immediately preceding calendar year, then the municipality may establish an OPEB trust or deposit moneys into an existing OPEB trust. Provides that the trusts are in addition to pension benefits provided by the municipality for its employees under the Illinois Pension Code. Provides that the trustee of the OPEB trusts shall be the municipality. Provides that the treasurer of the municipality and the trustee shall be indemnified by the municipality to the fullest extent permitted by law for their actions taken with respect to the OPEB trust. Provides that the assets of an OPEB trust shall be managed by the treasurer of the municipality in any manner, subject only to the prudent investor standard and any requirements of applicable federal law.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish criteria and guidelines for designation of a flagship cultural district. Provides that, no later than September 30, 2026, the Department shall award one flagship cultural district. Provides that the criteria that the Department must develop for a flagship cultural district shall include a demonstration that the applicant and the community (1) can provide a unified and inclusive approach to creating cultural engagement opportunities within its designated geographical area and (2) can provide strong community support for the flagship cultural district designation through participation by community organizations and state, regional, and municipal government agencies or officials. Provides that, within 12 months after being designated a flagship cultural district, the flagship cultural district shall submit a report to the Department detailing its current programs and goals for the next 4 years of its designation. Provides that, each year the district remains a flagship cultural district, it shall submit a report to the Department on the status of the programs and future developments of the district. Provides that, any flagship cultural district that fails to file a report for 2 consecutive years shall lose its status as a flagship cultural district. Effective immediately.

Urges Congress to authorize the President to present Congressional Gold Medals to all Korean War Veterans in recognition of their service and sacrifice.

Sets forth findings and certain requirements. Appropriates $50,000,000 to the State Board of Education for the purpose of providing grants for community learning centers to support afterschool programs and community schools. Effective July 1, 2026.

Urges the U.S. Congress to support the Major Richard Star Act to allow medically retired service members to receive full access to their much-deserved retirement and pay benefits.

Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for a grant to Treatment Alternatives for Stronger Communities to support its pursuit of certification as a Comprehensive Community Mental Health Center. Effective July 1, 2026.
