Relates to establishing the banking bill of rights; includes due process requirements regarding applications for or closure of credit and deposit accounts and penalties for noncompliance.
Directs the commissioner to publicly publish an annual report on the environmental radiation surveillance program and analyze such report showing trends and cumulative impact, as well as notify other relevant agencies if contamination has exceeded EPA standards for maximum amounts of contamination allowed in drinking water or food.
Requires a utility corporation or municipality to notify property owners at least five business days prior to beginning any non-emergency construction or other work that will result in a planned interruption of a customer's property; requires notice to include, but not be limited to, a description of the work to be performed, the expected duration of such work, the location of such work, and the contact information for the utility performing such work; exempts cases where a natural or man-made disaster or state of emergency occurs.
Establishes the crime of interference with emergency first responders; creates a fifteen foot buffer zone around emergency first responders engaged in the performance of their official duties.
Requires all motor vehicle insurers to file annual detailed financial and claim data statements with the superintendent of financial services; provides that all such statements shall be made available to the public.
Imposes liability on the state for injuries or damage sustained by persons while traveling on state highways, if the same are caused by a defect or dangerous condition that the state had notice of, but did not repair.
Enacts the "affordable clean energy (ACE) act"; exempts renewable energy systems from certain requirements related to energy facilities (Part A); directs the New York power authority to propose a minimum of two priority transmission projects to address the areas of highest need on the bulk transmission system (Part B); exempts payment in lieu of taxes revenue from property tax cap calculations (Part C).
Establishes certification procedures for the profession of nurse anesthesia; provides for the issuance of a certification to practice as a certified registered nurse anesthetist upon the filing of an application, having a license as a registered professional nurse, having the appropriate educational requirements and paying the fifty dollar initial certification fee and the triennial thirty dollar registration fee.
Enacts the visiting artists act to establish a grant pilot program for musicians to perform at schools in the state which receive funding pursuant to title one of the Elementary and Secondary Education Act.
Requires each utility to take appropriate safety precautions regarding electrical hazards, including developing plans to promptly de-energize downed wires within two hours of notification of the location of such downed wires from a municipal emergency responder and promptly secure such wires within six hours in the case of events that are not considered emergencies.
Prohibits the location of homeless shelters within five hundred feet of a school, place of worship or transit facility; provides an exception for a shelter program or food program operated by a place of worship.
