Relates to certain crimes of interference with health care services or access to places of religious worship; expands interference to include groups of two or more people demonstrating or preparing to demonstrate twenty-five feet outside of reproductive health care facilities and places of religious worship.
Adds employees of the office of children and family services to the list of public employees for which prevention of duties constitutes assault in the second degree.
Enacts "Nima's law" which prohibits the retail sale of nitrous oxide; establishes civil penalties for violations; includes nitrous oxide misuse in the health care and wellness education and outreach program to expand education on the dangers of nitrous oxide misuse; prohibits the sale of whip cream chargers.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.

Directs the commissioner of the office of temporary and disability assistance to develop and implement a program to replace all magnetic-strip electronic benefit transfer cards issued by or on behalf of the state with chip-enabled smart cards; provides for reimbursement of benefits.
