Imposes a moratorium on the issuance of permits for new data centers; requires the public service commission to issue an order or orders to minimize the impact of new data centers on electricity and gas rates for residential, commercial, and industrial users; clarifies that certain provisions are applicable to the Long Island power authority.
Directs the department of veterans' services to conduct pre-release briefings for incarcerated veterans regarding available federal and state benefits available to veterans and their families and how to apply for such benefits.
Establishes an optional twenty-five year retirement plan for employees of the New York Power Authority with the job title of mechanic, technician, electrician, equipment operator, power plant operator, utility security officer, or lineperson.
Establishes the managed long term care high acuity stabilization pool to support managed long term care plans that demonstrate high performance on quality measures established by the department and serve a disproportionately high share of members with complex long term care needs or high service utilization.
Establishes an educator development workforce for the purpose of contracting with EDHUBNY, a nonprofit organization, for support of New York's child serving and educator workforce; authorizes the workforce to contract with EDHUBNY including performance measures, reporting requirements, and fiscal controls; authorizes collaboration with other state agencies; provides for an appropriation of $50 million.
Prohibits non-compete agreements and certain restrictive covenants; authorizes covered individuals to bring a civil action in a court of competent jurisdiction against any employer or persons alleged to have violated such prohibition.
Directs the commissioner of transportation to enter into a contract with a third-party entity to conduct a comprehensive study of worker safety on highway road projects.
Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
Requires the state fire administrator to make available a specialized electric vehicle emergency response training program to provide training to individuals responsible for providing emergency response and recovery following incidents involving electric vehicles; defines emergency medical services agency.
Prohibits the distribution, sale, offer for sale, and use of any pesticide product containing paraquat dichloride or any other chemical form of paraquat.
