Expands the definition of operator to anyone who enables customers to purchase virtual currency. Expands the definition of a transaction to include a digital product or application where payment is made in person or through a third party intermediary.

Creates an intervenor compensation program to provide compensation in the form of grants for legal fees, expert witness fees, and other reasonable costs to an intervenor in both, energy siting board and public utilities commission proceedings.
Requires nonprofit entities who receive grants or other funding, to provide a detailed list of their ten highest paid directors, officers or employees’ salaries and benefits, including the names of said individuals.
AUTHORIZING THE CITY OF PROVIDENCE TO ISSUE NOT TO EXCEED $25,000,000 GENERAL OBLIGATION BONDS AND NOTES TO FUND THE PROVIDENCE HOUSING TRUST FUND TO FINANCE AFFORDABLE MULTI-FAMILY HOUSING PROJECTS IN THE CITY
Establishes full-time juvenile hearing board coordinator to provide support and assistance to municipal juvenile hearing boards across the state. Any juvenile charged with a misdemeanor and who is a first offender, shall be referred to the hearing board.
Permits all Rhode Island courts to conduct hearings remotely and allow any party or attorney to appear by telephone or video conference, with remote appearances having the same legal effect as in-person appearances.
Amends the Rhode Island works program to allow lawful permanent residents to receive benefits without a waiting period and increases the monthly cash benefit to one hundred percent (100%) of the federal poverty level effective July 1, 2026.
Prohibits RIPTA from using state funds or the proceeds of any bond(s) to pay for any work performed after 8/1/26, pursuant to the “transit center joint development project” RFP and/or pursuant to related the preliminary services agreement.
