Authorizes a holder of a license to perform limited-scope radiography to practice radiography at urgent care centers under the supervision of a licensed practitioner or licensed registered radiologic technologist; defines limited-scope radiographer as a person licensed to practice radiography limited to chest, extremities, skull/sinus, and spine/sacrum at urgent care centers; makes related provisions.
Establishes a school air conditioning system grant program to provide schools with funding to install air conditioning systems in certain areas; makes an appropriation therefor.
Ensures that construction and fabrication done off of a public work site for specific use only in a public work project be compensated at the prevailing wage rate.

Requires the department of civil service to allow municipalities to post municipal employment positions on the department of civil service's state jobs website; requires such municipal employment opportunities to be posted in a format searchable by municipality and employment position type.
Relates to certain provisions on elevator licensing and temporary elevator mechanics; relates to civil penalties for unlicensed mechanics; clarifies inspection provisions.
Enacts the "Edeedson 'Joshy' Cine, Jr. Transparency Act"; requires businesses that possess surveillance footage relevant to an ongoing New York state law enforcement investigation into a felony offense believed to have been committed on the premises of such business shall immediately release such surveillance footage to a New York state law enforcement agency upon receipt of a formal written request by such law enforcement agency; establishes exceptions to the requirement to immediately release footage; establishes penalties.
Prohibits the issuance of violations or tickets during certain weekend hours to residential occupants for violations of the sanitation department regulations regarding placing trash or garbage out for collection earlier than allowed under the city routing system designated hours.
Authorizes licensed occupational therapists who are members of the faculty of a college or university with an accredited occupational therapy program to create a university faculty practice corporation for occupational therapy students to receive clinical instruction.
