Enacts the "military experience recognized for institutional transfer (MERIT) act"; grants academic credit for veterans with regard to SUNY and CUNY college credits for military learning, training, coursework and occupational experience.
Memorializing Governor Kathy Hochul to proclaim May 9, 2025, as Military Spouse Appreciation Day in the State of New York, in conjunction with the observance of National Military Spouse Appreciation Day
Establishes a blue envelope program for persons with mental health disorders, behavioral disorders and persons who are neurodivergent to be provided with blue envelopes to keep their identification, vehicle registration, and other related documents to improve their safety during law enforcement interactions; requires the municipal police training council to promulgate rules and regulations requiring training and instruction for all police officers with respect to the blue envelope program.
Directs the department of health to establish an alternative payment methodology (APM) for federally qualified health centers to preserve and improve patient access to fertility care.
Authorizes self-service gas stations to allow for hands-free gas dispensing by installing hold open clips on gasoline and diesel fuel dispensing nozzles.
Provides additional support to children with complex needs under the jurisdiction of the state; requires data collection regarding children under the jurisdiction of the state.
Extends the period during which the empire state digital gaming tax credit may be claimed to 01/01/2032; amends the eligibility criteria for game development companies by changing the yearly timeframe structure, lowering the dollar threshold per production, and removing the in-state cost incurred threshold to accurately fit current digital gaming industry models; allows unused credits to be rolled over to the following tax year.
Requires more specific data reporting by the chief administrator to include information relating to all courts in the unified court system, including town and village courts.
