Enacts "Tucker's law"; removes the provision that provides that any term of imprisonment for a violation of aggravated cruelty to animals may not exceed two years.
Establishes masked harassment when a person wears a mask or other face covering that intentionally hides or conceals their face for the primary purpose of menacing or threatening another person or placing another person or group of persons in reasonable fear for their physical safety.
Establishes domestic violence crimes when an individual commits or intends to commit a specified offense against a member of the same family or household; defines specified offenses; defines members of the same family; sets forth criteria for the authorized disposition of individuals convicted of a domestic violence crime.
Directs the metropolitan transportation authority to establish a student fare program for trains and buses which discounts three train and/or bus fares each weekday equal to the standard pay-per-ride fare.
Directs the New York state bridge authority to provide a report by July 1, 2027, outlining their efforts and progress on decreasing and deterring suicide attempts on authority bridges.
Directs the commissioner of the office of general services to erect a monument to be known as the "New York state Holocaust memorial" in the Governor Nelson A. Rockefeller Empire State Plaza to memorialize the victims of the Holocaust and to educate the public about the history of the Holocaust and the dangers of antisemitism, racism, and all manifestations of intolerance.
Requires the commissioner of health to include in annual reports information regarding the cost and increase in cost of the ten prescription drugs on which the state expends the most money and which have had certain costs increased by fifty percent or more over the past five years or by ten percent or more during the previous calendar year.
Exempts small business enterprises that manufacture metal or vinyl windows and doors from certain employee limits and personal net worth limits for purposes of certification of a minority-owned business enterprise.
Memorializing Governor Kathy Hochul to proclaim March 25, 2025, as Medal of Honor Day in the State of New York, in conjunction with the observance of National Medal of Honor Day
