Authorizes the assessor of Richmond county to grant the Silver Lake Foundation Inc. retroactive real property tax exempt status upon an application therefor.
Allows police officers to request, and police departments to be reimbursed for, ballistic armor vests classified as level III or higher; prohibits the commissioner from denying an application for reimbursement because a vest classified as level III or higher was requested by a police officer.
Limits the experiential qualifications of group teachers for preschool classes and groups teachers for infant or toddler classes to what was required for their educational qualifications or certain college credits in related areas.
Authorizes the investigation of fraudulent activities with regard to individuals operating motor vehicles without insurance; increases the civil penalty for forging insurance documents; creates the crime of offering a false application for motor vehicle insurance or registration.

Relates to establishing the crime of coercive control; provides that a person is guilty of coercive control when such person engages in a course of conduct against a member of such person's same family or household, without the victim's consent, which results in limiting or restricting, in full or in part, the victim's behavior, movement, associations or access to or use of such victim's own finances or financial information; provides that coercive control is a class E felony.
Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Restricts the performance of surgical devocalization procedures on dogs and cats; prohibited for reasons of convenience in keeping or handling a dog or cat.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
