Establishes a tax credit for commercial trucks entering into the central business district for all additional tolls charged on trips into the central business district after the first entry per day.
Requires notices of liability issued for nonpayment of tolls to be uniform in form and content and contain information on monetary penalties, the public authority issuing the notice of liability and the rates, fees, or charges applicable to nonpayment of tolls.
Creates the state office of the utility consumer advocate to represent interests of residential utility customers including a proposed change of rates, charges, terms and conditions of service, the adoption of rules, regulations, guidelines, orders, standards or final policy decisions.
Removes the twenty-five year requirement for tier three escalation for service retirement of members of the New York city fire department pension fund.
Provides that full escalation date means the first day of the month following the date on which a member completes or would have completed twenty-three years of credited service, with respect to service retirement benefits for uniformed members of the New York city fire department pension fund.
Authorizes SUNY and CUNY to provide emergency aid grants to certain students; provides that the state shall reimburse half of all such grants provided; requires the higher education services corporation to provide an annual report on such programs.
