Relates to coercive control; provides that the family court and the criminal courts shall have concurrent jurisdiction over acts which constitute coercive control; provides that courts may issue orders of protection upon a finding of coercive control; directs the office of court administration, in consultation with the office for the prevention of domestic violence and certain organizations, to develop and administer training for judges and court clerks on coercive control.

Establishes the crimes of unlawful dissemination or publication of intimate images in the first, second, and third degree; defines terms and clarifies application of provisions relating to such crimes; extends the statute of limitations for such crimes; repeals provisions relating thereto.

Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems; requires minimum setback requirements for commercial energy storage systems, with a capacity of three megawatts or greater, of no less than seven hundred fifty feet from residential property and no less than three hundred feet from residential property located in a city with a population of one million or more inhabitants; requires public hearings prior to the approval of an application for a permit for such systems.

Directs the power authority of the state of New York to make low-cost power and energy services available to providers of services for individuals with developmental and/or intellectual disabilities.

Establishes the disability care providers fund; provides for an election to such fund to be made on the personal income tax return of a taxpayer.

Prohibits removal of an adolescent offender to family court where the defendant possessed a loaded firearm during the commission of the offense.

Relates to covered operations with regard to certain calculations of compensation of employees in a city with a population of a million or more.

Provides a legacy credit to the children and siblings of veterans who were killed in the line of duty including veterans who were disabled as a result of their service, exposed to toxic substances, or presumptive conditions determined by the department of veterans affairs.

Establishes a credit for military spouses and surviving spouses of veterans for competitive examinations whether for original appointment or promotion.

Establishes a property tax exemption for police officers who serve in the state of New York; establishes the rate of such tax exemption.

Extends the effectiveness of the New York black car operators' injury compensation fund, inc., for an additional three years.
