Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
Establishes the build up New York pilot program to provide grants to eligible municipalities that construct new accessory dwelling unit housing projects built on top of existing buildings that utilize mass timber and serve certain households; establishes the mass timber for affordable housing program to provide tax credits for eligible taxpayers who use mass timber in certain new construction or major retrofits of existing buildings that primarily serve households up to one hundred fifty percent of the area median income; establishes tax credits for mass timber production.
Establishes a reasonable accommodation reimbursement grant program under which eligible employers may request a grant for reimbursement of expenses made for reasonable accommodations for applicants or employees with a disability; establishes a reasonable accommodation reimbursement fund for payment of such grants; makes an appropriation of $5,000,000 for such program.
Provides for the inclusion of a faculty or staff member on the board of trustees of community colleges elected by and from among the faculty and staff of the college.
Requires the workers' compensation board and the department of labor to publish lists of debarred entities as open data; directs the office of general services to maintain and publish such lists on their website.
Removes the exclusion of part-time employees from certain definitions relating to employment; expands the definition of employer; removes certain exclusions for employer notice requirements for the closing of a facility; removes the discretionary reduction of penalties for employers for certain acts or omissions concerning notice requirements for mass layoffs, relocations or employment loss; removes the maximum time period for determining back pay and other liabilities for certain employees who experience employment loss; allows the attorney general to take certain action to assist certain employees in receiving back pay and other liabilities.
Requires state-level public employers that intend to begin any procurement process or plan to acquire or deploy any new application or technology that utilizes an artificial intelligence model or artificial intelligence system to notify any duly recognized and certified employee representative of such intention no less than twelve months before commencing such process.
Freezes the assessed value of real property owned by persons aged 65 or over, for the purposes of determining taxes owed on such property, beginning on the date all of such persons reach the age of 65, regardless of the actual assessed value of the property at the time of taxation.
