Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Protects the identity of witnesses of hate crimes in discovery proceedings by requiring identifying information to be redacted, unless the court rules otherwise for good cause shown.
Requires the office of children and family services implement a regional cost factor analysis for child care subsidies; requires social services districts implement such findings.
Establishes the police canine vest fund to be used for the purpose of purchasing, maintaining, repairing and replacing soft body ballistic armor vests and other protective equipment for state police and municipal department police canines utilized in the performance of police duties, as well as the purchasing and training of such police canines.

Enacts provisions relating to collective negotiations by health care providers with certain health care plans in certain counties; applies to health benefit plans that provide benefits for medical or surgical expenses incurred as a result of a health condition, accident or sickness, including an individual, group, blanket or franchise insurance policy or insurance agreement offered by certain enumerated entities.
Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.
Requires the notification to veterans of the availability of veterans' services free of charge by federal, state, and local veteran agencies; requires certain disclosures to be provided when notifying veterans about available services; provides for civil penalties for any violations.
Establishes the senior housing accessibility study group to examine and make recommendations for amending the New York state uniform fire prevention and building code to improve and enhance accessibility requirements for all newly constructed or substantially reconstructed senior housing developments.
