Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.

Provides a temporary extension for payment of real property taxes owed by a person who has been a furloughed or designated non-pay federal employee due to a period of lapse in discretionary appropriations by the federal government, or by the spouse or domestic partner of such person; provides for the repeal of such provisions upon expiration thereof.

Requires the department of transportation to study the regional fairness of state funding for local roadway paving purposes, including but not limited to the Consolidated Local Street and Highway Improvement Program (CHIPS), State Touring Routes program, PAVE-NY, Pave Our Potholes (POP), and other existing local roadway aid programs, and to make recommendations concerning the reinstatement of the suburban highway improvement program (SHIPS) funding program.

Directs the commissioner of transportation, in consultation with the New York state bridge authority, thruway authority, triborough bridge and tunnel authority, metropolitan transportation authority, and port authority of New York and New Jersey, shall conduct a statewide study and review of the tolling authorities' regulations and policies in relation to cashless tolling and tolls by mail collection (Part A); provides that no fine, fee or administrative charge for the late payment of a toll shall exceed ten per centum of the amount of such toll owed or be accessed within one hundred eighty days from the date of the incurred toll (Part B); requires the department of transportation, in consultation and cooperation with the New York state thruway authority, the New York state bridge authority, the metropolitan transportation authority, and the Port authority of New York and New Jersey, maintain a central website with the contact information for each authority's relevant toll payer advocate office and customer service center including phone numbers, email addresses and a website address or hyperlink for each authority's toll payer advocate help request form (Part C); establishes a cashless tolling amnesty program for certain public authorities (Part D).

Includes aggravated threat of mass harm, making a threat of mass harm, aggravated harassment in the second degree, harassment in the first degree, menacing in the third degree, menacing in the second degree, menacing in the first degree, and aggravated harassment in the first degree in being eligible for bail; makes aggravated threat of mass harm and making a threat of mass harm eligible to be considered hate crimes; increases the penalties for aggravated threat of mass harm and making a threat of mass harm.

Establishes the foster care higher education scholarship pilot program; grants awards for the purpose of enhancing opportunities for higher education for children and young adults receiving foster care services in New York.

Prohibits the sale of products that contain 7-hydroxymitragynine at a level that exceeds 2% of total alkaloids or one milligram per serving; establishes fines for the sale of such products.

Enacts the Northeast Regional Health Insurance Compact Act directing the governor to invite the governors of Connecticut, Massachusetts, New Hampshire, Rhode Island, Vermont, Maine, New Jersey, and Pennsylvania to participate in a Northeast Regional Health Insurance Compact Summit along with their respective health and insurance regulators, to discuss the feasibility of creating a Regional Health Insurance Collaborative that allows residents of participating states to purchase qualified health insurance plans offered in any member state.
