Requires trucks to utilize commercial GPS designed for use by a commercial vehicle which is able to provide audible and visual warnings when the truck is on a route where the height, weight, width, or length of the truck exceeds the limitations of such route when operating on public highways in the state.
Establishes a youth outreach department within the state police, city, village, town, and district police departments, and sheriff departments for the purposes of designing and carrying out youth activities organized by the department.
Provides doula services at all correctional institutions and local correctional facilities; requires the department of corrections and community supervision to retain an organization to make at least two doulas at any given time available to provide doula services twice a week, for four hours, at all correctional institutions and local correctional facilities that house incarcerated individuals who identify as female, as well as to provide doula services during labor and delivery, upon request.
Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent.
Enacts the "Excelsior Opportunity Accounts Act"; establishes a special fund for EO accounts within the department of financial services for certain eligible individuals born after December 31, 2027, who reside in the state, are under age 18, with household income not exceeding 700% of the poverty level; provides for contribution and investment of monies of fund.
Relates to providing net revenues from utility-owned large-scale renewable generation projects to low-income customers; authorizes utility companies to own such projects; provides that the commission shall require labor agreements and labor peace agreements.
Establishes a long COVID-19 review board for the purpose of reviewing the research and data in the state on long COVID and developing and disseminating findings, recommendations, and best practices to contribute to the prevention of long COVID.
Establishes the first-generation homebuyer assistance program to provide a zero-interest, forgivable loan award in the amount of up to $15,000 to first-generation homebuyers.
Requires persons possessing any firearm to hold a firearms safety certificate; establishes application and training process therefor; makes technical corrections.
Permits the retention of electronic dealer records provided that such records can be accessed and provided to a requestor during reasonable business hours.
Retroactively adjusts the compensation of formerly incarcerated individuals who were unjustly convicted; exempts such adjusted income from state income taxes.
