Requires community median income be used by certain affordable housing programs in a city having a population of one million or more; requires affordable housing programs using state funding to cover 33 percent or more of the construction costs of a building or buildings to use community median income to determine income eligibility and rent levels; exempts programs utilizing federal funding.
Establishes a New York state prison labor board to ensure that all labor programs comply with the requirements of the labor law and are for the purpose of promoting successful rehabilitation, reentry and reintegration into the community and not for the purpose of earnings or cost-savings which inure to the benefit the state or any private individual or corporation; prohibits the department of corrections and community supervision from unfairly attaching, garnishing or disbursing the funds of incarcerated individuals where such individuals have not requested disbursement; requires that all interest accumulated on incarcerated individuals' funds be credited to such individual's accounts; eliminates the preferred status of the department of corrections and community supervision regarding commodities and services furnished by the correctional industries program; repeals certain provisions of the state finance law relating to such preferred status.
Provides a defense from liability for certain department of sanitation vehicles standing, stopped, or parked in violation of certain bus lane restrictions in New York city.
Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.
Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
Requires the state fire administrator to make available a specialized electric vehicle emergency response training program to provide training to individuals responsible for providing emergency response and recovery following incidents involving electric vehicles; defines emergency medical services agency.
Provides that the thruway authority shall issue permits for ambulances and fire vehicles exempting such vehicles from paying tolls on the thruway when engaged in an emergency operation.
