Directs the New York state energy research and development authority to conduct a study of the technical and economic feasibility and ratepayer impact of a zero-emission electrical system and a reduction in greenhouse gas emissions.
Authorizes a fee waiver for applications to SUNY and CUNY if a prospective student, either a high school senior, or a person completing a gap year, submits and completes the FAFSA form.
Imposes an additional real estate transfer tax on the sale or transfer of single-family residential property by certain large investors in an amount equal to the sale price of the single-family residential property.

Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Imposes a surcharge on monthly phone bills to fund the costs associated with the administration, design, installation, construction, operation, and maintenance of a 9-8-8 suicide prevention and behavioral health crisis hotline in New York state; establishes the 9-8-8 suicide prevention and behavioral health crisis hotline trust fund.
Grants provisional MWBE certification status for one year for applicants who do not receive a determination approving or denying their application for MWBE certification within ninety days of applying.
Establishes the first-time homebuyer assistance program within the state of New York mortgage agency to provide assistance to first-time homebuyers of certain residential units.
Establishes the COVID heroes grant program to award a lump sum pay differential of $2,500 to essential SUNY hospital employees who worked during the COVID-19 state disaster emergency.
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Relates to including used vehicles in the drive clean rebate program; provides that such rebate for a used vehicle shall not exceed one thousand dollars.
