Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Establishes a program for eligible zero emissions energy systems to promote private sector investment for the purpose of meeting the target that by the year two thousand forty the statewide electrical demand system will be zero emissions.
Prohibits an employer, licensing agency or employment agency from requesting or requiring that a prospective employee disclose their age, date of birth or date of graduation from an educational institution on an initial employment application or during an interview, except in the case of a bona fide occupational qualification or need.
Relates to prohibiting police officers from carrying or using a firearm during any phase of the officer's official duties unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the municipal police training council.
Requires annual reports of legal settlement payments related to law enforcement activity; provides such report shall include, but not be limited to, monetary amounts, plaintiffs and named parties, and shall be published on the website of the comptroller.
Requires a motion picture theater that offers more than ten motion picture showings per week to provide scheduled showings of motion pictures with open motion picture captioning such that at least one quarter of all showings of a motion picture with four or more showings during a one-week time period shall have open motion picture captioning; provides exceptions and penalties for violations.
Requires that for hire vehicles with a chassis which was manufactured and then altered for the purpose of transporting ten or more occupants, including the driver, be equipped with an operable carbon monoxide detector.
Relates to the duty owed by certain agencies to children in the legal custody of the agencies with respect to the placement of children; provides a statutory private right of action for compensatory damage; extends jurisdiction of the court of claims to certain claims for injuries to a child.
